SCOPE OF PROJECT shall be amended to include the following scope for the Design Phase Services as follows: • Revising the notice to bidders, project description, method of award, and time of completion sections of the Special Provisions • Revising the proposal and agreement to include the additive alternate • Revising the plans (cover sheet, sheet index, general notes, estimate summary, and plan sheets) to reflect the additive alternate • Submitting another set of 100% pre - submittal documents • Submitting another set of final signed and sealed bid documents • Attending another pre -bid meeting • Answering contractor's questions • Attending another bid opening In the original contract, EXHIBIT "A ", PART 3. FEES shall be. modified as shown on the attached Amendment No. 3 Exhibit "A" for a revised fee not to exceed $8,Ooo.00 (Eight Thousand Dollars and -Zero Cents), for a total restated fee not to exceed $205,300.00 Two Hundred Five Thousand Three Hundred Dollars and Zero Cents l. Corpus Christi, Texas 7 8401 Re: Traffic Sigiials (New anti Synchronization }:City Project No.64$9 Five Intersections Dear Mr. Anaya: Bids. were received for this project on October 26, 2011 with only one bidder. on November 7, 2011, the bid .was rejected. Engineering staff have xequested HDR Engineering modify the bid' documents with four of the intersections - in .the base' bid and ,an additive alternate for " the Gollihar/Prescott Intersection. We are more .than willing 'to make the modifications but feel that an amendment is in .order.' Some background is warranted in support of .this request. The Professional Services Agreement for this work was issued on.May 26, 2010. Early on, the need for some additional R.O.W. at of the intersections was identified and an amendment to. -the contract for the -legal descriptions and parcel maps approved on.June 15, 2010. Because-of the R.O.W.. needs, we were instxucted to prepare the bid documents with additive alternates for the two intersections.. - This would allow the project to be awarded and once R.O.W. was acquired, the additive alternates could be authorized. A 100 %' pre= submittal set of signal plans and bid documents- was providedd . to the City on June' 36, 2010 -atid the R.O.W. documents provided on July 9 201.4. Comments were received � on August 2, 2010 ' We then told.'to hold off on submission of the signed and sealed laid ' documents pending alignment of fimding and a decision -on - including the Weber /Yorktown signal in this bid Subsequently, the Web er/Yorktown`signal was included in a TXDOT funded program. HDR prepared plans forbidding by TXDOT: HDR then periodically inquired as to the project status and received varying responses mostly about funding issues. The project was also delayed due ..ta the .acquisition of R.O.W by the City. In late July, 2011, we were contacted. to resubmit the bid documents without the additive alternates. . A. second 1005/6 -pre - submittal set . of .bid -documents was provided ,to the City.
