ARCHITECT/ENGINEER CONSULTANT SERVICES
The City of Corpus Christi, Texas, a Texas home -rule municipal corporation ( "CITY "), acting through its duly
authorized City Manager or designee ( "City Engineer"). and KSA ENGINEERS, INC. a Texas corporation or partnership
("CONSULTANT "), acting through its duly authorized representative who is Joncie H. Young, President which agree
as follows:
1. DECLARATIONS: "CITY" desires to engage "CONSULTANT" to provide services in connection with City's
project, described as follows: CCIA — EA for Proposed Runway Extensions Project No. E11045 ( "PROJECT ").
(Supplement to Task Order No. 1)
2, SCOPE OF WORK: "CONSULTANT" shall provide services to the PROJECT in accordance with the
accompanying Scope of Services and Fee Schedule attached as "Exhibit A ". Additional services include Revise
Environmental Assessment and Perform Environmental Due Diligence Audit set forth in Exhibit A.
3. FEE: The "CITY" agrees to pay the "CONSULTANT" for services provided in accordance with Exhibit "A ",
Scope of Services and Fee Schedule under this AGREEMENT, a revised fee not to exceed $16,010.00 (Sixteen
Thousand Ten Dollars and, -Zero Cents) and a total restated fee not to exceed $2,403,226.95 (Two Million Four
Hundred Three Thousand Two Hundred Twenty -Six Dollars and Ninety -Five Cents ) See Exhibit "B ",
4. DISCLOSURE OF INTEREST — A/E further agrees, in compliance with City of Corpus Christi Ordinance
No. 17112, to complete, as part of this contract, the Disclosure of Interests form attached hereto as Exhibit "C ".
All other terms and conditions of the May 17, 2011 contract, as amended, between the City and Consultant will remain in
full force and effect.

In accordance with this Contract for A/E Professional Services between the City of Corpus Christi, Texas
(CITY) and KSA Engineers, Inc. (Engineer) for Professional Services, dated
( "Agreement "), constituting authorization by the CITY for the Engineer to provide engineering services
for the following project at Corpus Christi International Airport:
1. Specific Project Data
A. Title: Revise Environmental Assessment and Perform Environmental Due Dili ence Audit
Su lenient to Task Order No. 1
B. Description. This project will consist of the following items:
1. Revise Chapters 1, 2 and 4 of the Environmental Assessment to address increased scope
requirements of the FAA.
2. Perform an Environmental Due Diligence Audit for the existing and future navigation aids,
required by the FAA.
2. Services of Engineer
A. Sub- contract to an environmental firm to provide environmental services necessary to perform
revisions and additions to the Environmental Assessment at the request of the FAA. See the
attached sub - consultant fee Proposal. This work is in addition to the original scope of work
described in Task Order No. 1.
B. Attend meetings and telephone conferences and provide engineering support on other tasks and
coordinate with sub- consultants, FAA, and Airport for the EA.
3. CITY's Responsibilities
CITY shall have those responsibilities set forth in Exhibit A of this Contract.

At the request of Paul Blackford of the FAA, we have prepared the following scope and cost to provide
revisions to the Corpus Christi International Airport runway shift Draft Environmental Assessment. The
revisions .based on FAA comments on the Draft Environmental Assessment submitted in December 2011,
relate to the inclusion of the proposed taxiway improvements and significant changes to the purpose and:
need statement, alternatives analysis, and environmental consequences. To complete the revisions, both text
and exhibits will be revised with a majority of the changes occurring in Chapters 1, 2, and 4. Additionally,
FAA has requested a Phase I environmental due diligence audit for the existing and future navigational aids.
This work will be conducted by a subconsultant and reviewed by Coffman Associates. The total cost for the
tasks outlined above is $16,010; a summary of the costs is provided in the table.below.

our agreement to authorize use of monies within Optional Task 8.1 - Cultural and Archaeological Resource

SWCA Environmental Consultants (SWCA) appreciates the opportunity to provide you with
our scope of work and cost estimate for a Phase I Environmental Due Diligence Audit
(EDDA) Site Assessment for the existing and proposed locations of navigation aids
(NAVAIDS) located at the Corpus Christi International Airport, in Corpus Christi, Nueces
County, Texas.
SWCA proposes to complete a Phase I EDDA Site Assessment in compliance with Federal
Aviation Administration (FAA) Order 1050.19B dated October 2007, Environmental Due
Diligence Audits in the Conduct of FAA Real Property Transactions. A Phase I EDDA Site
Assessment is analogous to a Phase I Environmental Site Assessment (Phase I ESA), which
follows the scope and limitations of American Society for Testing and Materials Standard
(ASTM) E 1527 -05 (ASTM 2005) and is performed for FAA projects. The purpose of this
Phase I EDDA Site Assessment would be to meet due diligence requirements under the
Comprehensive Environmental Response, Compensation, and Liability Act prior to
termination of leases and transfer of property owned by the FAA.
The cost to complete the attached scope of work is a Fixed -Fee Cost of $4,450. The cost
estimate is valid for 6 months, after which time SWCA reserves the right to create a new
cost estimate.

Phase I Environmental Due Diligence Audit
Navigation Aids at the Corpus Christi International Airport
Corpus Christi, Nueces County, Texas
TASK 1. PHASE I ENVIRONMENTAL DUE DILIGENCE AUDIT SITE ASSESSMENT
SWCA will complete a Phase I Environmental Due Diligence Audit (EDDA) Site Assessment in
compliance with Federal Aviation Administration (FAA) Order 1050.196 dated October 2007,
Environmental Due Diligence Audits in the Conduct of FAA Real Property Transactions. This
guidance calls for a level of detail and analysis in accordance with U.S. Environmental Protection
Agency (EPA) standards on all appropriate inquiries in 40 Code of Federal Regulations 312,
which references conformance with American Society for Testing and Materials (ASTM) Standard
E 1527 -05, Standard Practice for Environmental Site Assessments: Phase l Environmental Site
Assessment Process (2005) as a basis for Phase I EDDA Site Assessments. The objective of the
Phase I EDDA Site Assessments will be to document the environmental conditions of the
property, identify whether environmental contamination is likely to be present, and assess the
presence of recognized environmental conditions (RECs) located in, under, or originating from
the site. Please note that Phase II and Phase III activities as described in the FAA guidance are
not included as part of this scope of work.
The scope of work for the Phase I EDDA Site Assessment will consist of the following four tasks.
1.1 Records Review
Review of available historical documents, including 1) aerial photographs; 2) chain -of -title
documentation (if requested); and 3) Sanborn fire insurance maps and other land -use
documents (if available) to identify past operations or activities that may have caused adverse
environmental impacts. If made available by the client, SWCA also will review copies of
environmental reports previously prepared for the site, environmental compliance audits,
environmental permits, environmental liens or activity -use limitations, or any other available
environmental documents relating to the site. Specialized knowledge or experience relating to
the property or nearby properties will be reviewed by SWCA if provided by the client,
Additionally, available state and federal regulatory databases will be reviewed to assess whether
the site or nearby facilities have been subject to any environmental actions or review. The
regulatory database review will, at a minimum, include the databases required to satisfy the
ASTM standard. As part of the review process, the site location, hydrogeologic characteristics,
geographic setting, and physiography also will be summarized.

A 50 -year chain -of -title report is one of the standard historical sources suggested for review in
ASTM Standard E1527 -05. However, a chain -of -title report review will not be included in the
scope of this Phase I EDDA Site Assessment unless the client supplies a chain -of -title report, or
unless a 50 -year chain -of -title report is requested at an additional cost.
1.2 Interviews
If a site contact is available, SWCA personnel will interview individuals knowledgeable about the
history of the site (typically a past or current owner, operator, manager, or occupant of site).
Reasonable attempts will be made to interview at least one staff member of state and /or local
government agencies regarding information indicating RECs in connection with the property.
1.3 Site Reconnaissance
SWCA personnel from our San Antonio, Texas office will visit the property for the purpose of
visually identifying and photographing areas of RECs and documenting current site conditions.
A windshield survey of adjacent and nearby properties will be conducted in association with the
site visits. The Phase I EDDA Site Assessment will not include activities such as the collection or
analysis of soil, air, water, or other samples, nor will it address issues such as radon, asbestos,
lead, or radioactivity. SWCA will require access to all areas of the site for the purpose of this
reconnaissance, which may entail an escort if areas of the property are secured.
1.4 Report Generation
The findings, conclusions, opinions, and recommendations (if any) of the Phase EDDA Site
Assessment will be summarized and documented in a final bound report. Three final bound
reports will be generated. Sections within the report will include 1) an introduction and
description of the scope of work; 2) a description of the site; 3) a summary of the site history,
including interviews and user - provided information; 4) a regulatory database review; 5) a
description and findings of the site reconnaissance; 6) opinions, conclusions, and
recommendations (if any); and 7) other relevant issues. Report limitations and references will
also be included. Figures at a minimum will include 1) a regional site location map; and 2) a
detailed site plan. Where applicable, report appendices could include 1) reproductions of up to
two representative aerial photographs; 2) a copy of the regulatory database review report; 3)
color reproductions of up to 20 site photographs; 4) applicable site history and prior -use
documentation; and 5) copies of relevant environmental reports previously prepared for the site
(if supplied by the client).
SWCA will begin work immediately on this project upon receipt of a signed contract. We
anticipate being able to provide you with three hard copies and one electronic copy of the
Phase I EDDA Site Assessment report within approximately 3 to 4 weeks of notice to proceed.

User - provided information is an essential component of the Phase I ESA and includes items such
as copies of any previous Phase I ESA or other environmental documents, completed user
questionnaires, and contact information for current or past owners or land users. According to
ASTM Standard E 1527 -05, the content of a Phase I ESA is valid for only 180 days. If the date of
the intended use for Phase I ESA is not within 180 days of the completion of the report, an
update will be necessary.
