Re: Billing's Bait Stand and Clem's Marina Boat Ramp Rehabilitation — Project No. 5243
Design Proposal for Additional Design Effort..
Dear Mr. Green:
Pursuant to your recent request, URS Corporation (URS) is pleased to submit this proposal to.provide
additional professional services as described below. Outlined below are URS's Scope of Services and
Estimated Fees, based on our previous conversations regarding these services.
Background
Since November 2009, URS has been under contract for the planning, permitting, and design of new
boat ramps and site improvements at the JFK Causeway. The project is being funded by a mix of local
contributions and proceeds from Boating Access Grants administered by Texas Parks and Wildlife
Department (TPWD).
There have been some additional departures from the original design assumptions resulting in this
request for a contract amendment. Following are the current items that have exceeded the originally
contemplated level of effort:
• Inclusion in the parking lot design package of a water line loop on north side of JFK Causeway
to supply fire protection.
• Coordination with TXDOT on utility crossings at 3 locations on the access road.
• Coordination with TXDOT on driveway permit and Multiple Use Agreement.
• Accommodation of the water lines under the JFK Causeway.
• Additional meetings with City water utility. .
• Phasing requires a second registered accessibility specialist (RAS) plan review and, site visit.
• Budget considerations have prompted the need. for considering various combinations of
Portland cement and hot mix asphalt pavement resulting in additional plan sheets and a more
complicated cost estimate and bid form.
Scope of Services
URS will provide the scope of work outlined below:
• Coordinate water line designs, permitting with TXDOT and TXGLO
• Coordinate design with City Water Department
• Integrate potable water lines into the Clemi's and Billing's Parking.Lot design.
• Contract an RAS and arrange for a 2nd plan review and a post- construction site inspection.
• Develop alternate pavement sections and layouts to provide a range of total project costs that
will provide greater assurance of receiving a bid that is within the project budget.
• Attend discussions with the geotechnical engineer regarding appropriate pavement sections.
• Develop a bid for that will be easily .understandable by the general contractor and that will
provide ease of evaluation for the various alternate bids.
