Provide an assessment of the auto theft problem in the areas of coverage and existing activities that address the problem. Identify the target population and the geographic target area. The City of Corpus Christi and Nueces County has a population . of over 340,000 and covers an area of 847 square miles. The City is located on the Gulf of Mexico within 140 miles of Laredo, 160 miles of Brownsville and serves as a prime source for the trafficking of stolen vehicles and parts into Mexico. Reported auto thefts for 2011 in Corpus Christi were 519. Even though the city has a reported auto theft decrease of 66% since the grant inception in 2001, we have continued to average 565 motor vehicle thefts per year for the last 3 years. Auto thieves continue to most commonly target Ford F- series, Chevrolet and Dodge Ram trucks. In addition to stolen vehicles being used for drug deals, joy rides and VIN alterations, Corpus Christi is also experiencing a rise in vehicles being stolen and sold to salvage yards to be crushed. Dealerships have also taken hits recently as thieves are targeting sales lots at night. In addition to auto thefts, auto -burglaries continue to be problematic for Corpus Christi and Nueces County. According to UCR numbers, almost 3,500 cases of auto burglary were reported last year. We continue to see auto burglaries being committed most commonly in large parking lots such as malls, gyms, apartment complexes, movie theaters and high tourist areas. The theft of auto parks and accessories has also increased as missing tires /rims and tailgates are being reported. b. Describe the extent to which this project will duplicate or overlap existing activities, and why that (if any) is necessary. This project does not overlap or duplicate any existing activities. c. Describe and document trends of the problem and the need that makes this grant necessary The City of Corpus Christi has been experiencing a downward trend in the number of auto thefts and auto burglaries since the inception of ABTPA grant. Of the 519 auto thefts that were reported in 2011, the majority of those crimes were "victim assisted" thefts. For example, any time a victim intentionally leaves iheir vehicle keys in the vehicle or any time the offender is given access to the victim's keys. Current trends involving auto burglaries include vehicle lock punches on Ford F- series truck, Chevy CIK 1500 trucks and Ford Mustangs. Other emerging trends include thefts of tailgates as well as a series of "rim & tire" thefts in the city's south side neighborhoods. Dealership car lot thefts are also on the rise with a few recoveries in Mexico this past year. As salvage yards in Corpus Christi continue to purchase stolen vehicles without proper paperwork for crushing, the need for continuous inspections of these yards is in demand. Corpus Christi has averaged 565 motor vehicle thefts and about 3,933 auto burglaries a year for the last three years. Describe how the project will impact the stated problem The auto theft rate in 2011 was 519, approximately 1,000 less per year than 10 years ago. With the help of this grant, the Corpus Christi auto theft rate has decreased 66 %. By conducting salvage yard inspections, the selling of vehicles without proper licenses and titles can be focused upon where many cases have resulted in altered vehicle identification numbers. Field operations, proactive investigations and undercover surveillance operations performed with the assistance of confidential informant information often lead to apprehended suspects. Crime analyst data is used to maintain intelligence files and generate reports of repetitive patterns. These reports will be used in suspect linking and will provide an insight to beat officers of auto crimes being committed in their areas_ Bait vehicle operations will also be conducted to detect and apprehend thieves. The public awareness campaign will continue to promote awareness at apartment complexes, shopping centers, neighborhoods and many other entities. Promotion of prevention techniques is critical to the continuous decrease in auto crime numbers. The project is aimed correctly at fighting crime and educating citizens. b. Describe proposed plan for auto theft crime prevention, education and training. Public awareness plays a significant role in deterring auto thefts and auto burglaries. 100 public awareness events are planned throughout the year. These events range anywhere from promotional booths, health fairs, city functions, presentations, message board displays, media interviews and placements, VIN etchings, Report Card Initiatives, Neighbors on Watch meetings and miscellaneous meetings with civic groups. The campaign will also coordinate with existing community programs to discuss area problems and possible solutions. Press releases, news conferences, public service announcements and interviews will be scheduled throughout the year as needed. Educating our patrol division is a necessity as they are the first responders on the streets. Classes are planned to educate patrol on auto theft intelligence and investigation techniques. A statewide class is also planned to bring in other task forces to network for intelligence sharing of trends going on in their areas. Corpus Christi reported almost 3,500 auto burglaries and 519 auto thefts in 2011. With such a large number of victims, the public awareness campaign has a great potential to reach many vulnerable citizens. With salvage yards and used car dealerships increasingly purchasing vehicles without proper titles, more entities have been identified that need to be addressed and monitored. The City of Corpus Christi has over 3,600 employees with an estimated annual budget of $680 million. The Police Department has 451 sworn officers, 260 civilians and an annual budget of $70 million. The Police Department currently is operating 15 grants with all financial paperwork processed by the City of Corpus Christi Finance Office. All aspects of payroll and other expenditures are prepared at the Police Department and forwarded to the Finance Office. The employees hired under the grant are employees of the City of Corpus Christi Police Department. The hiring followed established policies and practices of the City which has an equal employment opportunity police. The officers hired were covered under the collective bargaining' agreement between the City of Corpus Christi and the Corpus Christi Police Officers Association. All of the Task Force officers have been deputized to extend searches throughout Nueces County and work continuously throughout the year with Customs, DPS, ABTPA Task Forces, TxDot and other surrounding law enforcement agencies. The Auto Theft Task Force continues to use proactive approaches to monitor vehicle thefts and burglaries. Utilizing the crime analyst information, officers are able to provide proactive enforcement such as field and bait operations. In performing these operations, officers utilize technology made available to them with ABTPA grant funding such as bait vehicle software, live video streaming, license plate readers and VIN readers. The Public Awareness Campaign makes contact with all demographics present in Corpus Christi. It reaches people of different socio- economic status, cultures, backgrounds, ages, physical abilities, educational backgrounds and geographical backgrounds. EVALUATION DESIGN: ♦ The program evaluation should indicate how the applicant will assess the success of the project and the extent to which the strategy achieved the project's goals and objectives. a. We will evaluate our project on a monthly basis to improve its design and assess its effectiveness in reaching our goals and objectives. At the start. of the grant term we will conduct a front -end evaluation of the program to determine prior auto theft and auto burglary rates. These rates will be recorded on a monthly basis and will be compared to the same time frame of the previous year. At the conclusion of the grant terra we will report the summative impact of this project on the citizens of Corpus Christi. This evaluation will focus on two separate aspects of the project; the program staff - Auto Theft Task Force detectives and team of civilians to fulfill the objectives of the grant and auto crime rates. All the evaluation data collected will be summarized and included in our final report. A grantee and subgrantee must comply with ABTPA grant rules and UGMS. 2. A grantee and subgrantee must comply with Texas Government Code, Chapter 573, by ensuring that no officer, employee, or member of the applicant's governing body or of the applicant's contractor shall vote or confirm the employment of any persons related within the second degree of affinity or the third degree of consanguinity to any member of the governing body or to any other officer or employee authorized to employ or supervise such person. This prohibition shall not prohibit the employment of a person who shall have been continuously employed for a period of two years, or such period stipulated by local law, prior to the election or appointment of the officer, employee, or governing body member related to such person In the prohibited degree. 3. A grantee and subgrantee must insure that all information collected, assembled or maintained by the applicant relative to a project will be available to the public during normal business hours in compliance with Texas Government Code, Chapter 562, unless otherwise expressly prohibited by law. 4. A grantee and subgrantee must comply with Texas Government Code, Chapter 561, which requires all regular, special or called meeting of governmental bodies to be open to the public, except as otherwise provided by law. 5. A grantee and subgrantee must comply with Section 231.006, Texas Family Code, which prohibits payments to a person who is in arrears on child payments. 6. No health and human services agency or public safety or law enforcement agency may contact with or issue a license, certificate or permit to the owner, operator or administrator of a facility if the license, permit or certificate has been revolted by another health and human services agency or public safety or law enforcement agency.. 7. A grantee and subgrantee that is a law enforcement agency regulated by Texas Government Code, Chapter 416, must be in compliance with all rules adopted by the Texas Commission on Law Enforcement Officer Standards and Education pursuant to Chapter 415, Texas Government Code or must provide the grantor agency with a certification from the Texas Commission on Law Enforcement Officer Standards and Education that the agency is in process of achieving compliance with such rules. When incorporated into a grant award or contract, these standards assurances contained in the application package become terms or conditions for receipt of grant funds. Administering state agencies and local subrecipients shall maintain an appropriate contact administration system to insure that all terms, conditions, and specifications are met. (See Section .36 for additional guidance on contract provisions.) 9. A grantee and subgrantee must comply with the Texas Family Code, Section 261.101 which requires reporting of all suspected cases of child abuse to local law enforcement authorities and to the Texas Department of Child Protective and Regulatory Services. Grantees and subgrantees shall also ensure that all program personnel are properly trained and aware of this requirement. 10. Grantees and subgrantees will comply with all federal statutes relating to nondiscrimination. These include but are not limited to. (a) Title VI of the Civil Rights Act of 1964 (P.L. 88 -352) which prohibits discrimination on the basis of race, color or national origin; (b) Title IX of the Education Amendments of 1972, as amended (20 U.S.C. §§ 1681 -1683, and 1685- 1686), which prohibits discrimination on the basis of sex; (c) Section 504 of the Rehabilitation Act of 1973, as amended (29 U.S.C. § 794), which prohibits discrimination on the basis of handicaps and the Americans With Disabilities Act of 1990; (d) the Age Discrimination Act of 1974, as amended (42 U.S.C. §§ 6101- 6107), which prohibits discrimination on the basis of age; (e) the Drug Abuse Office and Treatment Act of 1972 (P.L. 92 -255), as amended, relating to nondiscrimination on the basis of drug abuse; (f) the Comprehensive Alcohol Abuse and Alcoholism Prevention, Treatment and Rehabilitation Act of 1970 (P.L. 91 -616), as amended, relating to the nondiscrimination on the basis of alcohol abuse or alcoholism; (g) §§ 523 and 527 of the Public Health Service Act of 1912 (42 U.S.C. 290 dd -3 and 290 ee3), as amended, relating to confidentiality of alcohol and drug abuse patient records; (h) Title VIII of the Civil Rights Act of 1968 (42 U.S.C. § 3601 et seq.), as amended, relating to nondiscrimination in the sale, rental or financing of housing; (1) any other nondiscrimination provisions in the specific statute(s) under which application for Federal assistance is being made; and 0) the requirements of any other nondiscrimination statue(s) which may apply to the application. 11. Grantees and subgrantees will comply, as'applicable, with the provisions of the Davis -Bacon Act (40 U.S.C. §§ 276a to 276a -7), the Copeland Act (40 U.S.C. §§ 276c and 18 U.S.C. §§ 874), and the Contract Work Hours and Safety Standards Act (40 U.S.C. §§ 327333), regarding labor standards for federally assisted construction subagreements. 12. Grantees and subgrantees will comply with requirements of the provisions of the Uniform Relocation Assistance and Real Property Acquisitions Act of 1970 (P.L. 91 -646) which provide for fair and equitable treatment of persons displaced or whose property is acquired as a result of Federal or federally assisted programs. These requirements apply to all interests in real property acquired for project purposes regardless of Federal participation in purchases. Grantees and subgrantees will comply with the provisions of the Hatch Political Activity Act (6 U.S.C. § 7321 -29) which limit the political activity of employees whose principal employment activities are funded in whole or In part with Federal funds. 14. Grantees and subgrantees will comply with the minimum wage and maximum hours provisions of the Federal Fair Labor Standards Act and the Intergovernmental Personnel Act of 1970, as applicable. 16. Grantees and subgrantees will Insure that the facilities under its ownership, lease or supervision which shall be utilized in the accomplishment of the project are not listed on the Environmental Protections Agency's (EPA) list of Violating Facilities and that it will notify the Federal grantor agency of the receipt of any communication from the Director of the EPA Office of Federal Activities indicating that a facility to be used in the project is under consideration for listing by the EPA. Grantees and subgrantees will comply with Article IX, Section 5 of the state appropriations act which prohibit the use of state funds to influence the outcome of any election or the passage or defeat of any legislative measure.
