Box 9277 Corpus Christi, TX 78469 -9277 Solutions Today With a Vision for Tomorrow Re AMENDMENT NO.2 TO PROFESSIONAL SERVICES CONTRACT ELEVATED WATER STORAGE TANKS CITY -WIDE, CITY PROJECT NO, 8667 (LNV PROJECT NO. 090024.002) Dear Mr. Bites: In response to the City's request, we are proposing the following "no cost" amendment for additional services associated with the Elevated Water Storage Tanks — City Wide Project (City Project No. 8651). Project Description: The City of Corpus Christi, Texas, hereinafter called "City", and LNV, Inc. hereinafter called "Engineer', agree to the following Contract for Additional Services associated with the above referenced project. This effort includes providing the City with the additional water system analysis and modeling methodology and assumptions necessary in the evaluation of replacing the 42" waterline on Holly Road from SH 286 (Crosstown 'Expressway) to Greenwood Drive with a 48" waterline, modeled under exiting conditions and with 2025 elevated storage tanks. The evaluation will involve modeling the potential effects of up- sizing the entire Holly Rd. pipeline from its origination from the 48" transmission main south of Agnes to the Cayo Del Oso crossing to determine if pressures in the South side of the City (south of Saratoga between Everhart and Rodd f=ield) improve as a result. The model will be analyzed under both existing tanks and demand configurations and the 2025 tanks and demand configurations in accordance with the TCEQ approved ACR exception approval. Although these modeling efforts will evaluate the effects of up- sizing the entire water transmission main, the scope of Holly Road improvements project only involves replacement of the 4,000 foot long segment of existing 42" waterline on Holly Road from SH -286 (Crosstown Expressway) to Greenwood Drive with future improvements in mind. This evaluation will be included and built upon in the 2013 Water Distribution System Master Plan, of which scope of services are currently being developed. This Holly Road transmission main evaluation was requested by Engineering Services. AMEND. NO.2 EXHIBIT W Page 7 of 7 The Scope of Services for this contract is comprised of the fallowing tasks: A. Storage 12.42" Waterline in Holly Road The 42" Holly Road waterline evaluation will involve modeling the potential effects of up- sizing the entire Holly Road pipeline from its origination from the 48" transmission main south of Agnes to the Cayo Del Oso crossing. The model will be analyzed under both existing tank and demand configurations and the 2025 tank and demand configurations. 12.1 Modeling Preparation • Previous modeling efforts in calculating peak hour demands excluded the demands associated with South Texas Water Authority (STWA), Nueces County Water Control Improvement District #4 (NCWCID#4), and San AMEND. NO. 2 EXHIBIT "A" Page 2 of 7 Patricio Municipal Water District (SPMWD) since the system does not provide pressure maintenance for these systems. Additionally, previous modeling efforts have excluded the demands from the Padre Island Pressure Zone which receives pressure maintenance from Sand Dollar Pump Station. NCWCID#4 and Padre Island Pressure Zone demands will be Included in this modeling effort since this is an evaluation of transmission capacity and associated pressure effects. i) Each scenario will consist of using the existing and 2025 tank configurations identified in the modeling effort of the Alternative Capacity Requirement (ACR) project and the existing and 2025 demands of the entire distribution system, respectively. (1) Calculate and allocate the existing and projected 2025 peak houriy demands to the entire distributions system by applying factors historically determined from water department records and TCEQ Rules and Regulations to the demands already allocated in the existing model. (2) The projected 2025 Average Daily Demand (ADD) will be determined by analyzing the estimated projections obtained from the 2406 Texas Water Development Board's (TWDB's) Regional Water Planning Data. (3) Geographically allocate the additional demands to the forecasted growth areas indicated by the City's planning department. fl) Using the City's existing water model, prepare the additional scenarios necessary to include the proposed line improvements along Holly Road. The scenarios are discussed in further detail within Sections 12.2 and 12.3. 12.2 Existing and 2025 System Simulation at Peak Hour Demand (PHD) during Normal Operating Conditions This scenario will provide modeling results under normal operating conditions for each Peak Hour Demand (PHD). i) Allocate both demands to the model to include two separate model runs for this scenario. ii) Perform the steady -state hydraulic simulation for each of the demand and tank configurations. iii) Create color coded exhibits identifying the pressure at every node in the distribution system for each demand and elevated storage tank scenario. iv) Compare distribution system pressure results with previous modeling results to determine if the proposed waterline improvements significantly increase pressures. AMEND. NO. 2 EXHIBIT "A" Paqe 3 of 7 12.3 Existing and 2025 System wide Power Loss at Peak Hour demand (PHD) This scenario will provide modeling results for power loss conditions for each Peak Demand (PHD) and elevated storage tank configuration. The existing onsite emergency power generators at ONSWTP have automatic start -up controls and capabilities. Several of the High Service pumps must be manually re- started once the generators have ramped up to full speed. On -site emergency power generators are proposed for each of the booster pump stations. The emergency generators and pumps at each booster station will have automatic start -up controls and capabilities. i) During previous modeling efforts, Water Department personnel accurately determined the maximum realistic duration (lag time) between a power outage and placing the High Service pumps back in service. Implement the Standard Operating Procedure into the controls within this scenario of the water model and provide as an attachment to the report. ii) Perform the necessary extended period hydraulic simulation at the PHD determined for each model run and for the duration required to place the necessary pumps back in service. The pumps at O.N. Stevens WTP and all booster stations are assumed to be without power until backup generators are put into place, and pumps are strategically turned back on. ill) Create color coded exhibits identifying the pressure at every node in the distribution system during the outage duration for each demand and elevated storage tank scenario. iv) Compare distribution system pressure results with previous modeling results to determine if the proposed waterline improvements significantly increase pressures. 12.4 Meetings i) Prepare for and conduct two (2) meetings to coincide with Draft and Final submittals of the Engineering Letter Report upon completion of modeling to present model results. 12.5 Engineering Letter Report The engineering letter report will include, but not necessarily be limited to, the following information and sections. Executive Summary • Modeling methodology including pump controls, assumptions, etc. Demand discussion on customer types & demand factors Modeling scenario descriptions AMEND. NO.2 1 XHIBIT "A" t Pane 4 of 7 • Modeling results in exhibit and tabular summary format • Recommendations The following deliverables will be provided: • Draft Engineering Letter Report • Final Engineering Letter Report ASSUMPTIONS: Holly Pump Station and associated separation valves will be removed from the distribution system and all modeling scenarios. South Staples Pump Station Upgrades are included in the existing and 2025 scenarios. Laguna Madre Transmission Main crossing is included in the 2025 scenario. Schedule: All work associated with the 42" Holly Road Waterline Modeling shall be completed within thirty (30) days of Notice to Proceed. Fees: A. Fee for Additional Services Authorized. The City will pay the Engineer a lump sum fee not to exceed $ 0.00 for provided services specified in this contract. The fee will be full and total compensation for services and for all expenses incurred in performing these services. Engineer will submit monthly statements for basic services rendered. Each statement will be based on the project percent completion at the time of billing. City will make prompt monthly payments in response to Engineer's monthly statements. AMEND.
