SCOPE OF SERVICES, PART B. ADDITIONAL SERVICES shall be amended to include public outreach services and to omit the sample user plan fee as specified in the attached Amendment No. 1 Exhibit "A ". EXHIBIT "A ", SUMMARY OF FEES shall be modified and is attached as Amendment No. 1 Exhibit "A" for a revised fee not to exceed $41,250.00 (Forty One Thousand Two Hundred Fifty Dollars and Zero Cents), for a total restated fee not to exceed $294.250.00 (Two Hundred Ninety Four Thousand Two Hundred Fifty Dollars and Zero Cents). Box 9277 Corpus Christi, Texas 78469 Subject: OSO EFFLUENT REUSE MASTER PLAN — Contract Amendment 1 City Project No. E09010 As per discussions with the project manager, Bill Green, I am proposing the following as a Contract Amendment 1. This contract amendment provides for additional services for public relations work. The intent of this work is to develop and present a unified coherent message to the public that will inform and address concerns about the use of recycled water, 1. Public Outreach A. Research & Development of Plan Gather available information and research in regards to what has transpired to date and what the future plans are for the project. The infrastructure, budgetarytfunding issues, health /safety concerns, environmental impacts, and overall benefits of the project each must be examined to determine the strengths and weaknesses inherent to the job. Learn from other communities around the country who are already using effluent for similar purposes. Additionally, this stage will help determine primary and secondary audiences such as media, educators, parents, general public, local resident neighborhoods and sports clubs, and their particular interests. Development of a 6 to 12 month communications plan that will fulfill the goal of educating the public about this project. B. Create! Produce Plan Contents & Materials Once the plan has been approved, supporting content, creative and collateral components will be developed. Consolidate the information gathered, conceptualize and package the critical points that the campaign will communicate. Develop communication materials to include, but not be limited to, the following: • Theme and graphic representation • Positioning and Fact Sheets Media press kit that details the project + Key Talking Points LEXHI BIT,1 "A" 1 of 4 • Media announcements • Setup media interviews • Public service content and materials to possibly include: video with light animation, supplemental b -roll footage, PSA sample scripts, images, graphics, editorial and story ideas • Education support materials such as a leaflet, story booklet, water - project idea, etc. • Works signage where development is underway + Site safety signage where effluent water is to be used • City utility bill statement stuffers • Digital components for City and Water Department websites and I or creation of specific microsite C. Campaign Launch & Implementation Deliver and implement an action plan to stated audiences. Successful implementation is having everything ready to go and being in control of content release coinciding with the project's progress. Putting into action the various components and materials of the campaign so that when the community begins to notice activity, information is available and forth coming. 2.
