Dear Mr. Biles:
In response to City request, we are proposing the following small A/E amendment to the
above referenced contract for additional services as described below.
PROJECT DESCRIPTION & SCOPE OF SERVICES:
The City of Corpus Christi, Texas, hereinafter called "City", and LNV, Inc. hereinafter
called "Engineer", agree to the following Contract for Additional Services associated
with the above referenced project. This effort includes the performance of several tasks
associated with the Oso Water Reclamation Plant Nutrient Removal Project (Ammonia)
which were not included in the original scope of work.
The Scope of Services for this contract includes providing additional evaluations and
recommendations regarding potential improvements to digestion and disinfection
processes at the Oso WRP, for developing buffer zone & berm alternatives, and for
preparing the necessary land acquisition documents and exhibits. Tasks are specified
below:
B. ADDITIONAL SERVICES
9. Oso WRP Regulatory Compliance A Implementation Plan
Engineer will participate in two project meetings, as follows:
1. Preliminary evaluation review
2. Final Recommendations presentation
Engineer will be responsible for preparation and distribution of meeting minutes.
Engineer will provide the services of a Senior Engineer that will independently review
the biosolids and disinfection alternatives analysis for technical merit and completeness.

9.6 - BIOSOLIDS STABILIZATION PROCESS ANALYSIS
9.6.1 - Regulatory Review
The existing residual solids treatment process at Oso WRP is adequate for disposal in a
permitted landfill, where they comply with the US Environmental Project Agency (EPA)
258 regulations for municipal landfills. The level of stabilization required prior to
biosolids use and disposal is driven primarily by the Federal 503 regulations as
promulgated by the EPA and applicable State of Texas regulations. The primary
purpose of these regulations is to protect public health and the environment. While
current state and federal regulations governing biosolids stabilization and disposal have
been relatively stable for the past decade, the City is concerned that future regulatory
changes and /or the public's acceptance of biosolids for sustainable blosolids land
application may require higher levels of biosolids treatment. Engineer will survey
current regulations, and identify regulatory trends based on literature review and contact
with TCEQ staff. Due to the uncertainty of future requirements, the team will also
develop a single recommended conceptual process alternative for each level of
biosolids stabilization as follows:
1. Class B digestion (for land application with precautions at dedicated sludge
disposal sites)
2. Class A digestion (for land application without precautions)
Each alternative will include a Class 5 cost estimate (suitable for the screening of
alternatives) and estimated footprint for the Oso WRP's build -out conditions as
Identified in the existing draft of TM-06. Processes to be evaluated are described in the
following sections.
Processes excluded from this analysis are:
• Composting, due to large land requirement
• Heat treatment, due to high energy costs
• Alkaline (lime) stabilization, due to high chemical costs
9.6.2 - Aerobic Digestion
If, for some reason, the City cannot continue to dispose of biosolids to landfill, then the
existing solids handling process will need to be upgraded to produce, at minimum, a
Class B sludge (MCRT of 60 days a@ 15 degrees C). The process evaluated will
comprise the following: Amendment No. 3 Oso WRP Nutrient DW100310 Page 4 of 5
Removal (Ammonia)
• Retrofit of existing aerobic digesters with fine bubble diffusers.
• Increasing the aerobic digester volume sufficiently to achieve MCRT of 60 days
a@ 15 degrees C per 503 regulations by addition of more aerobic digester
tankage.
• New aerobic digester volume will incorporate fine bubble diffusers.
Analysis of the aerobic digestion process will include quantifying increased process air
requirements.

9.6.3 - Anaerobic Digestion
The efficient operation of anaerobic digestion requires the addition of primary
clarification to the liquid stream process train; otherwise the anaerobic process can be
difficult to operate and maintain stability, effectively rendering the process infeasible.
Engineer will confirm the feasibility of sitting primary clarifiers on the existing Oso WRP
site in context of the current facilities master plan presented in TM -- 6. If primary
clarifier sitting is not possible, this will be documented with narrative to be added to TM -
6 and anaerobic digestion will be deemed infeasible. Otherwise, an anaerobic digestion
option will be documented that will include approximate footprint for build -out conditions
and a Class 5 cost estimate.
9.7 - DISINFECTION PROCESS ANALYSIS
9.7.1 - Regulatory Review
Engineer will survey current regulations, and identify regulatory trends based on
literature review and contact with TCEQ staff. To accommodate the uncertainty of future
requirements, the team will develop a recommended process alternative for two levels
of disinfection:
• Existing Permit levels — Enteroco=4 35189mpn1100ml
• Non - Detect Enterococci Permit Levels
Each alternative will include a Class 5 cost estimate and estimated footprint for build -out
conditions.
Disinfection processes to be evaluated are described in the following sections.
9.7.2 - Tertiary Filtration
Disinfection processes are more effective if preceded by tertiary filtration. Engineer will
develop foot print and a Class 5 cost estimate for a cloth filtration system sized for wet
weather peak flows. It is assumed that tertiary filter influent pumping will be required.
Based on foot print developed above, Engineer will verify the feasibility of siting filter
facilities in context of the current facilities master plan presented in TM — 6. If siting of
the filter /pump station is not possible, this will be documented with narrative added to
TM — 6 and tertiary filtration will be deemed infeasible and will not be considered in
developing other disinfection alternatives.
9.7.3 - ChlorinationMechlorination
Engineer will evaluate options to improve the current chlorinationidechlorination
process:
1. Chemical feed
2. Chemical mixing
3. Enhancing T10 in the existing contact basins.

Evaluation of new chlorine contact tankage is not included in this scope of work, as it
appears that insufficient space is available to accommodate new chlorine contact
tankage on the existing facilities site in context of other proposed improvements. .
9.7.4 - UV Disinfection
Engineer will conduct a review of prior UV studies conducted by the City and will
develop a summary narrative of these prior studies for inclusion in TM — 6. We
understand that these studies have concluded that UV disinfection at the Oso WRP is
not cost effective, and we assume that foot print and cost estimate will not be developed
for a UV alternative as part of this scope of work.
9.8 - TECHNICAL MEMORANDUM
The Engineer will incorporate the findings of these investigations into a second draft of
TM-6 Oso WRP Regulatory Compliance and Implementation Plan. This will include the
recommended alternatives for the two potential levels of digested sludge quality, and
the two potential levels of disinfection required. Estimates of costs and footprints of
each alternative will be presented.
13. Oso WRP Buffer Zone
13.1 — PROJECT MEETINGS
• Engineer will coordinate and attend up to three (3) project meetings on
an as needed basis.
• Engineer will actively participate as the City's representative and will
provide guidance to City staff in regards to additional future treatment
infrastructure footprints, locations, and alternatives.
• Engineer will provide copies of all exhibits to aid in discussion.
• Engineer will prepare and distribute meeting minutes following each
review meeting.
13.2 — COORDINATION WITH CITY AND TAMU -CC
• Engineer will receive comments and input from the City and TAMU -CC
and incorporate the required modifications into berm and buffer zone
exhibits.
• Engineer will review Buffer Zone Easement document prepared by
TAMU -CC system and will provide comments and discussion points to
the City, if any.

93.3 — PREPARING BERM & BUFFER ZONE EASEMENT DOCUMENTS
• Engineer will prepare multiple altematives (4 total) berm and buffer
zone exhibits to illustrate different berm design options. Criteria for
berm designs include maintenance, drainage, ability to provide a visual
barrier of plant from TAMU -CC property, accessibility to existing
underground infrastructure, potential plant expansion, etc. The four (4)
alternatives can be described as follows:
oTree barrier — Trees will boarder the west planet easement and
the berm will boarder the south plant easement. This option
minimizes impact on drainage and accessibility to existing
underground forcemain but does not provide a full visual barrier
of the plant.
o Reroute forcemain — Rerouting the existing forcemain around
the berm allows for a better visual barrier while maintaining
access to the forcemain, but it will require additional materials
and labor for installation of the new forcemain.
oV -cut in berm — Providing a "v -cut" in the berm located directly
above the existing underground forcemain will maintain
accessibility to the foroemain while providing a visual barrier on
both sides of plant except for the section over the forcemain.
oComplete berm with parallel fon:emaln section — Providing a
new section of pipe parallel to the existing forcemain below the
proposed berm for future tie-in will allow for a solid berm barrier
with the ability to tie -in to the new pipe section if future
forcemain replacementlrehabilitation is required.
• Engineer will revise exhibits regularly upon client review and/or design
change. .
• Engineer will provide an alternative recommendation based on the
criteria mentioned above and with the City's best interests in mind.
• Engineer will prepare final signed and sealed exhibit with associated
metes & bounds description to be used, as an attachment in the final
executed easement document. Document will clearly identify existing
and proposed buffer zones by color coding and/or hatching.
SCHEDULE:
All work under this contract shall be completed by the Engineer by January 31, 2013.
FEES:
A. Fee for Additional Services Authorized. The City will pay the Engineer a
lump sum fee not to exceed $ 48.900 for provided services specified in this
contract. The fee will be full and total compensation for services and for
all expenses incurred in performing these services. Engineer will submit
monthly statements for basic services rendered. Each statement will be
based on the project percent completion at the time of billing. City will

make prompt monthly payments in response to Engineer's monthly
statements.
