SCOPE OF SERVICES. PART A. BASIC SERVICES shall be amended to include basic services as shown in the Attached Exhibit "A ": • ITEM NO. 2. Basic Services — Investigation and Design Services • ITEM NO. 3. Bid Phase — Small Construction Contract Bid Phase • ITEM NO. 4. Construction Phase — Engineering Services during Construction Exhibit "A ", SECTION 2. SCOPE OF SERVICES, PART B. ADDITIONAL SERVICES shall be amended to include additional services as shown in the Attached Exhibit "A ": ITEM NO. 3. Topographic and Parcel Descriptions — Topographic Surveying ITEM NO. 5. Construction Observation Services — Construction Observation Based on 4 weeks at 10 hours per week In the original contract, EXHIBIT "A ", SUMMARY OF FEES shall be modified and is attached as Amendment No. 1 Exhibit "A" for a revised fee not to exceed $35.200.00 (Thirty Five Thousand Two Hundred Dollars and Zero cents) for a total restated fee not to exceed $186,094.00 (One Hundred ELqWSix Thousand Ninety Four Dollars and zero cents). This proposal assumes that the construction cost will be less than $50,000. Should that cost be exceeded, then a standard Design -Bid -Build Delivery Method will be required which would involve the re- negotiation of the fees for certain additional Engineering Services, especially with regard to Bid Phase tasks. INVESTIGATION & DESIGN PHASE Investigation & Design Phase Services will include the following INVESTIGATION 1. Kickoff Meeting. A representative project engineer of the Architect/ Engineer (A/E) will attend a kickoff meeting to review the scope -of -work and confer with City and Marina Staff regarding the design parameters of the Project. 2. Site Visits. The A/E will make visits to the site; and will identify results of site field investigation including findings, existing conditions, assessments; and will take photographs of the site. Data Gathering. The A/E will meet with City and Marina staff to gather data including project history and background, and utility information. The A/E will also meet with the Bait Shop tenant to gather pertinent data from the user of the facility. The A/E will review and investigate available records, archives, and pertinent data related to the Project. It is anticipated that existing topographic information is available from the City and that no additional surveying will be required. Should surveying become necessary, that work will be performed as an Additional Service. 4. Permit Research. The A/E will research whether discharges from the revised water circulation system can be authorized under a Texas Commission on Environmental Quality Aquaculture General Permit or whether the discharge will require an individual permit. The A/E will coordinate with TCEQ and will prepare documentation for a general permit. However, should an individual permit be required, that work effort is not included in this scope of work and would be considered as an Additional Service to be negotiated separately. 5. Memo Report. The A/E will submit one (1) copy in "WORD" format and one (1) paper copy of a Memo Report that will include a summary of findings, a list of potential problems, possible conflicts, recommended revisions, intent of design and a preliminary opinion of probable construction. costs. DESIGN Plans. The A/E will prepare a single set of construction plans for the revisions to the water circulation system. The plans will including the following sheets: 1) Site Plan, Notes, Quantities, Legend 2) Water Intake and Outfall Plan, Section and Details 3) Sheet Flow and Roof Drainage Collection. The AT will prepare specifications including: 1) Part T - Technical Specifications 2) Opinion of Probable Construction Cost The City staff will provide the City's standard specifications; standard detail sheets, standard and special provisions, and forms for required contract documents. In addition, the City staff will provide the budget for the Project specifying the funds available for the construction contract. Meetings. The A/E will participate in one formal monthly meeting with City staff prior to completion of the plans and specifications; and will provide agenda and purpose for the formal meeting; and document and distribute meeting minutes after the meeting. 4. QA/QC Reviews. The A/E will provide Quality Assurance /Quality Control (QA /QC) measures to confirm that the submittal of the final plans and specifications do not necessitate an excessive amount of revision and correction by City staff. BID PHASE For the Small Construction Contract Bid Phase, the A/E will provide the following services: Reproduction. Upon approval by the Director of Engineering Services, the A/E will provide one set (hard copy and electronic) of final plans and specifications / contract documents suitable for reproduction by the City. Bidder Questions. For a Small Construction. Contract, it is expected that bidder questions will be minimal to none; this scope of work has allocated 2 hours for a Project Engineer and 1 hour for an Administrative Assistant to address any minor questions that may arise. Pre -Bid Meeting. There will be no formal Pre -Bid Conference; rather, the A/E will attend one brief pre -bid meeting at the job site. Addenda. The A/E will assist the City with the preparation of technical addenda or other revisions necessary to inform contractors of approved changes prior to bidding. 5. Review Bids and Develop Recommendation for Award. The A/E will prepare a bid tabulation for an anticipated 3 to 5 bidders. The A/E will NOT be required to: attend any bid opening; analyze, review and evaluate bids, nor assist the City in preparing PowerPoint slides summarizing the bid evaluation results. The City staff will: I . Arrange and pay for printing of all documents and addenda to be distributed to prospective bidders. 2. Advertise the Project for bidding, maintain the list of prospective bidders, receive and process deposits for bid documents, issue any addenda, prepare and supply bid tabulation forms, and conduct bid opening. 3. If required, prepare agenda materials for the City Council concerning bid awards. 5. Prepare, review and provide copies of the contract for execution between the City and the contractor. CONSTRUCTION PHASE Engineering Services During Construction NOTE: The fee proposal for this task assumes 2012 rates and a 4 -week construction period. Should the City desire additional Engineering Services During Construction beyond this time period, this scope of work and associated fee can be amended at a later date. The A/E will perform Engineering Services During Construction as follows: 1. Pre - Construction Conference. The A/E will participate in one pre - construction conference. 2. Shop Drawing 1 Submittal Reviews. The A/E will review for conformance with contract documents, shop drawings and other contract required submittals. 3. Clarifications / RFIs. The A/E will provide interpretations and clarifications of the contract documents in response for Contractor Requests for Information .(RFIs) and authorize minor changes, which do not affect the Contractor's price and are not contrary to the general interest of the City under the contract. 4. Change Orders. The A/E will prepare change orders for issuance by the City. 5. Weekly Meetings. The A/E will attend weekly construction progress meetings during the course of the construction work. 6. Review Pay Applications. The A/E will review monthly contractor pay applications and make recommendations to the City regarding the accuracy of said pay applications. 7. Final Inspection. The A/E will participate in the final inspection with City staff. 8. Prepare Record Drawings. The A/E will review Contractor- prepared construction "red- line" drawings, prepare record drawings of the Project as constructed (from the "red -line" drawings and the Contractor-provided. plans reflecting constructed facilities) and deliver to the Engineering Services a reproducible set and electronic file (AutoCAD r.14 or later) of the record drawings. All drawings will be CADD drawn using Dwg format in AutoCAD, and graphics data will be in dxf format with each layer being provided in a separate file. Attribute data will be provided in ASCII format in tabular form;. The City staff will: 1. Designate an individual to have responsibility, authority, and control for coordinating activities for the construction contract awarded. 2. Prepare applications /estimates for payments to Contractor. 3. Conduct the Final Inspection. Page 3 of 5 E "A" of 5 UDR# 71511 Exhibit "A" - Scope of Work January 22, 2013 (Small Construction Contract Delivery Method) Construction Observation NOTE: The fee proposal for this task assumes 2012 rates, a 5 -day work week, a 2 -hour per day Construction observation, and a 4 -week construction period. Should the City desire additional construction observation services beyond these hours, this scope of work and associated fee can be amended at a later date. The A/E will perform Construction Observation services as follows: 1. Provide a project representative (PR) to provide periodic construction observation. 2. The duties and responsibilities of the PR are described as follows: a. General: PR will act as directed by and under the supervision of A /E, and will confer with A!E regarding PR's actions. PR's dealings in matters pertaining to the Contractor's work in progress shall in general be with A/E and Contractor, keeping the City advised as necessary. b. Meetings: Attend meetings with Contractor, such as pre- construction conferences and progress meetings. c. Liaison: 1) Serve as liaison with Contractor, working principally through Contractor's superintendent and assist in understanding the intent of the Contract Documents. 2) PR shall communicate with City with the knowledge of and under the direction of A/E. d. Interpretation of Contract Documents: Report when clarifications and interpretations of the Contract Documents are needed and transmit to Contractor clarifications and interpretations as issued. e. Shop Drawings and Samples: 1) Receive Samples, which are furnished at the Site by Contractor, and notify of availability of Samples for examination. 2) Record date of receipt of Samples and approved Shop Drawings. 3) Advise Contractor of the commencement of any portion of the Work requiring a Shop Drawing or Sample submittal for which PR believes that the submittal has not been approved. f Review of Work and Rejection of Defective Work: 1) Conduct on -Site observations of Contractor's work in progress to assist A/E in determining if the Work is in general proceeding in accordance with the Contract Documents. 2) Report whenever PR believes that any part of Contractor's work in progress will not produce a completed Project that conforms to the Contract Documents or will prejudice the integrity of the design concept of the completed Project, or has been damaged, or does not meet the Page 4 of 5 EXHIBIT "A" Page 4 of 5 HDR # 71511 Exhibit "A" - Scope of Work January 22, 2013 (Small Construction Contract Delivery Method) requirements of any observation, test or approval required to be made; and advise City and AB of that part of work in progress that PR believes should be corrected or rejected or should be uncovered for observation, or requires special testing, inspection or approval. g. Records: 1) Maintain orderly files for correspondence, reports of job conferences, reproductions of original Contract Documents including all Change Orders, Field Orders, Work Change Directives, Addenda, additional Drawings issued subsequent to the Contract, A/E's clarifications and interpretations of the Contract Documents, progress reports, Shop Drawing and Sample submittals received from and delivered to Contractor, and other Project- related documents. 2) Prepare a daily report utilizing approved City format. h. Reports: 1) Furnish monthly reports as required of progress of the Work and of Contractor's compliance with the progress schedule and schedule of Shop Drawing and Sample submittals. 2) Report immediately to the City and A/E the occurrence of any Site accidents, any Hazardous Environmental Conditions, emergencies, or acts of God endangering the Work, and property damaged by fire or other causes. i. Completion: 1) Before the Final Inspection, submit to Contractor a list of observed items requiring completion or correction. 2) Participate in a Final Inspection in the company of A/E, the City, and Contractor and prepare a final list of items to be completed or corrected. 3) Observe whether all items on final list have been completed or corrected and make recommendations concerning acceptance and issuance of the Notice of Acceptability of the Work.
