Box 9277 Corpus Christi, TX 78469 -9277 Re: AMENDMENT NO. 4 TO PROFESSIONAL SERVICES CONTRACT OSO WATER RECLAMATION PLANT NUTRIENT REMOVAL PROJECT (AMMONIA) (CITY PROJECT NO.E09007) Dear Mr. Biles: In response.to City request, we are proposing the following small A/E amendment to the above referenced contract for supplementary services as described below. These services are provided as a part of the Oso WRP Nutrient Removal Project (Ammonia) — Phase 1 (Breakpoint Chlorination and Step Feed improvements) design and construction. PROJECT DESCRIPTION& SCOPE OF SERVICES: The City of Corpus Christi, Texas, hereinafter called "City ", and LNV, Inc. hereinafter called "Engineer", agree to.the following Contract for Basic and Additional Services associated with the above referenced project. This scope of serviceincludes the performance of several tasks associated with the Oso Water Reclamation Plant Nutrient Removal Project (Ammonia) — Phase 1 which werenot included in the original scope of work. A summary of the supplementary tasks includes dechlorination improvements, disinfection system improvements, step feed improvements, outfall structure flow meters & monitoring, and data acquisition control system (DACS) implementation. The individual tasks are specified. below: A. BASIC SERVICES 2. Desicin Phase DECHLORINATION IMPROVEMENTS o Dechlorination Building . • Design an insulated building tv house dechlorination pumps, piping, equipment controls and appurtenances. • Provide concrete sidewalks as necessary for building access. o Dechlorination Equipment ■ Provide a demolitionplan for existing tanks, piping, valves, fittings, strainers, hoses, expansion joints, fill connections, calibration columns, tables, cabinets, insulation, heat - tracing, unistrut supports, appurtenances, mechanical chemical feed equipment, canopy, and electrical wiring. NO.4 EXHIBIT "A" Pa 4af.. ■ Design replacement tanks, pumps, piping, chemical feed equipment, and appurtenances for the dechlorination system. o Electrical and Instrumentation & Control Improvements ■ Provide electrical service, lighting, instrumentation, and DACS control panel to dechlorination building. ■ Provide adequate area lighting. ■ Replace tank level and flow monitoring instrumentation. • DISINFECTION IMPROVEMENTS o Design and implement a Sodium Hypochlorite disinfection system for the east and west train which not only satisfies the breakpoint chlorination needs but also replaces the existing sodium hypochlorite vacuum dosing feed system for disinfection. ■ Improvements will include demolition of the existing disinfection system, 55 gph metering pumps, piping, valves, meters, fittings, strainers, hoses, expansion joints, calibration columns, appurtenances, & control panel. • STEP FEED IMPROVEMENTS o Design and implement a step feed system for the east and west train based on the step feed pilot study results providing electric self priming pumps to divert 2100gpm (3MGD) per train to reaeration basins with an additional stand -by pump. ■ Improvements will include pumps, pump pads, suction piping, discharge piping,check valves, gate valves, gauges, pipe clamps /spacers, electrical improvements, pavement repair, backfill and bedding. • OUTFALL STRUCTURE IMPROVEMENTS o Design and implement flow metering and monitoring equipment for the effluent outfall structure. ■ Improvements will include adding two (2) flow meters, two (2) chlorine analyzers, piping, fittings, strainers, redundant submersible sample pumps, and DACS control panel. DACS IMPLEMENTATION o Add HMI hardware and software in the Administration Building for process monitoring, trending, reporting and control. o Add wireless communications system between the three (3) chemical feed locations, outfall structure, and Administration Building. Construction Phase • PROJECT MANAGEMENTIADMINISTRATION • General project management consisting of daily oversight of project work and correspondence with City staff. • Engineer will complete monthly project status reports in the City's standard format outlining work completed, work in progress, and work anticipated in the upcoming months. • Evaluate and determine the acceptability of substitute materials and equipment proposed by the Contractor. MEETINGS o Attend pre - construction meeting to discuss project schedule, review construction procedures, establish party contacts, discuss project goals, and to answer contractor questions. o Attend up to one (1) special construction meeting per month on an as needed basis to discuss construction methods, intent of construction documents, and to provide any necessary clarifications. • His, SUBMITTALS. CHANGE ORDERS AND PAY REQUESTS o Engineer will issue necessary interpretations and clarifications of the Contract Documents, Plans and/or Specifications as necessary and based on input from the project inspector and the Engineer's site visit observations, each application for payment will be reviewed to determine the amount owed to the Contractor. Engineer will review and approve shop drawings and equipment submittals which the Contractor is required to submit for conformance and compliance with the Contract Documents. Engineer will prepare any work directive changes and change order documents as required. B. ADDITIONAL SERVICES 5. Start-U & Trainin The Engineer will coordinate start-up assistance of the equipment with the manufacturer and Contractor to ensure project start -up activities are performed efficiently. This process will involve the review of start-up manuals submitted by the Contractor to ensure compliance with the Contract Documents. In addition, Engineer will develop and deliver to the City a project start -up schedule (as needed, up to two (2) weeks @ 10 hrs per week). This work will include providing the Wastewater Department with a Project Engineer fully knowledgeable of the proposed dechlorination system and instrumentation & controls for the sole purpose of training plant personnel on the proper operations of the pumps, tanks, monitoring equipment, etc. AMEND. SCADA and O&M Documentation • ICSC PREQUALIFICATION o The Engineer will review instrumentation and control system supplier's qualification documents to determine if the supplier (subcontractor) is capable of performing the duties necessary to complete the project as described in the contract documents. SCHEDULE: All work under this contract shall be completed by the Engineer by August 31, 2013. FEES: A. Fee for Additional Services Authorized. The City will pay the Engineer a lump sum fee not to exceed $ 41,725.00 for provided services specified in this contract. The fee will be full and total compensation for services and for all expenses incurred in performing these services. Engineer will submit monthly statements for basic services rendered. Each statement will be based on the project percent completion at the time of billing. City will make prompt monthly payments in response to Engineer's monthly statements. B. Summary of Fees.
