• SCOPE OF WORK. "ENGINEER” shall provide services for the PROJECT in accordance with the
accompanying Letter, Scope of Services, and Fee attached as Amendment No. 10 "Exhibit A".
SECTION A. BASIC SERVICES 4. CONSTRUCTION PHASE shall be amended to include
additional construction services.
• The original contract,, SUMMARY OF FEES shall be modified and is attached as Amendment No. 10
Exhibit "A" for a revised fee not to exceed $15,756.68 (Fifteen Thousand Seven Hundred Fifty-Six
Dollars and Sixty-Eight Cents),, for a total restated fee not to exceed $610,933.76 (Six Hundred
Ten Thousand Nine Hundred Thi -Three Dollars and Seventy-Six Cents). Monthly invoices
shall be submitted in accordance with Amendment No. 10 Exhibit"B".
All other terms and conditions of June 2, 2008 contract and amendments between the City and Engineer
will remain in full force and effect.

Dear Mr. Biles:
In response to City request, we are proposing the following contract amendment for the Oso I&I
Related Collection System Enhancement Program and Programmed WW Line Lifecycle
Replacement Project.
Project Description:
The City of Corpus Christi, Texas, hereinafter called "City", and LNV Inc., hereinafter called
"Engineer", agree to the following Contract Amendment for Engineering and Consulting Services
to provide additional Basic Construction Phase Services for the City of Corpus Christi.
This amendment includes a reallocation of unused funds which are no longer anticipated to be
needed. These allowance items were provided in previous contracts based on expected level of
effort required to complete the work. The unused monies are to be reallocated to Construction
Phase Services for additional design tasks already complete and are shown in Exhibit "A-1" of
this Contract Amendment. The remaining unused monies are to be reallocated from the
following Additional Services:
• 1. Topographic Survey
• 3. Warranty Phase
The Construction Phase Services provided by the Engineer included unforeseen additional
design tasks required to resolve issues that arose during construction of the Oso Wastewater
Reclamation Plant (WRP) Belt Press Facility.
Scope of Services:
The Scope of Services for this contract amendment includes design tasks already provided by
the Engineer for the Oso WRP Belt Press Facility project and are described below.
o North & South Digester Air Piping — The north and south basins of Digester No.1 had
to be taken out of service for the sludge piping tie-in feeding the new belt press
building. In addition, the Digester was full of sand/debris which was to be removed to
improve the performance of the digester. When the basins were taken out of service, the
condition of the existing air piping, air drops, and supports was found to be in very poor

condition and it was recommended that they be replaced while they were out of
service. Engineer's tasks included:
• Aided in design of North and South Digester Air Drops and Header system
• Provided column anchoring detail
• Researched and recommended a protective coating system for the columns
+ Review and approved submittals
• Non Potable Water Supply — The non-potable water supply feeds the new belt presses
for wash water which require up to 540 gpm at 90 psi. Engineer's tasks included:
• Gathered information from old plan sets including routing and pipe sizing of non-
potable system
• Coordination with other consultant engineers to obtain non-pot water model and data
+ Calculated and confirmed required flow for belt press building along with head losses
thru non-potable system
+ Designed size and routing of line to belt press building
• Potable Water Supply — The potable water supply feeds the hose spigots for building
wash down and the polymer system. The facility was supplied with 4 booster pumps on
the second level. The potable system has had numerous pressure and flow
issues. Engineer's tasks included:
• Gathered information from old plan sets for routing and pipe sizing of potable system
• Collected average potable water usage data for the Oso WRP
• Took pressure readings from hydrants outside of the Oso WRP
• Investigated meter size for the Oso WRP
• Created a water system model of the plant loop
• Gathered pressures from hose bibs throughout the plant to confirm and calibrate
model
• Gathered pressure readings during different demand scenarios to calibrate model
• Constructed a water model of the potable system
• Consulted issue with polymer system provider
+ Identified valve location error and provided solution by relocating valves
• Drain Line & Manhole Surcharge — The existing 10in drain line flows to an old 8 inch
drain line which remains surcharged most of the time even prior to placing the presses in
service. In addition, the drain line is tied into the sludge pump room and has backed up
into and flooded the sludge pump room with 3 presses running. Engineer's tasks
included:
• Gathered information from old plan sets including pipe size, routing, and
elevations/slopes for the drain line
• Investigated outfall & elevation of drain line in Lift Station No. 1
Calculated maximum flow of belt presses
• Calculated the capacity of the existing line and found it to be insufficient
• Calculated required line size capable of handling maximum flow
Investigated potential tie-in locations for new line
• Lift Station No. 1 wet well walls are deteriorating and do not provide enough
structural support to perform additional tie-in
• Concluded the best location is at the junction box at the headworks of the
plant
+ Provided recommendation for new line size/slope, tie-in point, route, and outfall
location.

• Sludge Pipe Supports — The sludge piping feeding the new belt presses currently
experiences significant vibration when the sludge pumps are running over 60%
speed. Obviously, this limits the capacity of the press which needs to be capable of
running 100% speed. The pipe supports in the building are not sufficient for stabilizing
the pipes and additional pipe supports are recommended to avoid damage to the new
presses and piping. Engineer's tasks included:
• Coordinated efforts with Contractor to discuss potential options for supports
• Developed three (3) different support designs for different locations throughout the
facility and discussed advantages/disadvantages of each with Contractor in regards to
constructability
• Reviewed and approved shop drawing of supports
• Sludge Container Guide Rails — Many of the angle brackets used to guide the sludge
containers into position for catching sludge have been damaged and pulled out of the
slab during normal plant operations. When the containers are being pulled/pushed into
location, the container wheels were catching in the gaps between angle guides.
Engineer's tasks included:
• Coordinated efforts with Contractor to discuss potential options for solutions in
regards to constructability
• Provided recommendation to fill the gaps between angles with same size angles to
create a continuous rail with no spaces for the wheels to catch
• Sludge Container Winches— In addition to the damaged guide rails, all four of the winch
cables have been severed due to catching on angles which create bends/weak points in
the cables. Engineer's tasks included:
• Investigated the issue and presented multiple solutions
• Recommended the option for installing cable tensioners on each winch so that the
replaced cables are not damaged
Breakdown of Tasks:
The original contract and amendments shall be modified to include the following:

1. Preliminary Phase (Completed under original Small AIE)
2. Design Phase(Completed under Amendment No. 1& Amendment No. 4)
3. Bidding Phase(Completed under Amendment No. 1)
4. Construction Phase— Perform standard construction phase services.
a. Review for conformance to contract documents, shop and working drawings,
materials and other submittals.
b. Review field and laboratory tests.
c. Provide interpretations and clarifications of the contract documents for the
contractor and authorize required changes, which do not affect the contractor's
price and are not contrary to the general interest of the City under the contract.
d. Make regular visits to the site of the Project to confer with the City project
inspector and contractor to observe the general progress and quality of work, and

to determine, in general, if the work is being done in accordance with the contract
documents. This will not be confused with the project representative observation
or continuous monitoring of the progress of construction.
e. Prepare change orders as authorized by the City (coordinate with the City's
construction division); provide interpretations and clarifications of the plans and
specifications for the contractor and authorize minor changes which do not affect
the contractor's price and are not contrary to the general interest of the City under
the contract.
f. Make final inspection with City staff and provide the City with a Certificate of
Completion for the project.

Order of Services:
All work in this Amendment No. 10 shall be completed within the 2013-2014 City fiscal year.
Fees:
A. Fee for Basic Services Authorized. The City will pay the Engineer a lump sum fee
not to exceed $15,756.68 for provided services specified in this contract. The fee
will be full and total compensation for services and for all expenses incurred in
performing these services. Engineer will submit monthly statements for basic
services rendered. Each statement will be based on the project percent
completion at the time of billing. City will make prompt monthly payments in
response to Engineer's monthly statements.
B. Fee for Additional Services Authorized. For services authorized by the Director of
Engineering Services, the City will pay the Engineer a not-to-exceed fee, as per
the summary of fees, as follows.

All other terms and conditions of the June 2, 2008 contract and amendments between the City
and Consultant will remain in full force and effect.
