$1,152,725.00 (One Million One Hundred Fifty Two Thousand Seven Hundred Twenty Five Dollars and
Zero Cents. Monthly invoices will be submitted in accordance with Exhibit "C".
All other terms and conditions of the March 31, 2009 contract, as amended, between the City and the
Engineer will remain in full force and effect.

Dear Mr. Biles:
The purpose of this letter is to request amendment no. 6 to address scope changes and schedule
impacts to the Rodd Field Rd./Yorktown Blvd. Intersection. Project number 6465's history
spans all the way back to the Bond 2008 projects. Because of the length of time from then to
now, I will highlight the progression of the project contract to help capture all the history
involved.
During the preparation of the Engineering Letter Report (ELR) for the subject project, an
additional request was made by the City to include a preliminary layout and opinion of probable
construction cost (OPCC) for the Rodd Field Rd./Yorktown Blvd. Intersection (the
"Intersection"). The final ELR for the subject project was submitted to the City in December
2009,and included the preliminary layout and OPCC for the Intersection. The layout and OPCC
for the Intersection was based on constructing a rural road section, and removal of both the
curved connection and the Airline roadway section east of Rodd Field Rd.
On July 28, 2009 the City issued Amendment 1 to address additional video televising of existing
sanitary sewer pipe including cleaning. The additional video televising was completed as per
schedule.
On January 26, 2010, the City issued Amendment No. 2 for topographic surveys necessary for
the preparation of plans for the Intersection as presented in the ELR and preparation of right of
way documents necessary for the construction of the Intersection. The topographic surveys are
complete and the ROW documents have been submitted to Sonny Garza.
On July 26, 2010,the City issued Amendment 3 to add a second traffic control phase plan for the
project plan set. The second traffic control plan consisted of a phased full closure of Airline
Road. This task was completed and included in the Airline Road plan set.
On November 1, 2010, the City issued Amendment No. 4 to the contract in the amount of
$104,019 for additional engineering services related to the design and construction of the

Intersection. The design of the intersection began but was suspended pending resolution of the
scope of the design and construction approaches as further outlined below.
On November 6, 2012 the City issued Amendment No. 5 for additional construction phase
services for Project No. 6465 beyond the original contract scope as requested by the City
Construction Department. The construction phase services are nearing completion.
The current amendment being requested would be "number 6". This concludes the summation
of project history.
The intent of Amendment No. 4 was to include the construction of the Intersection with Project
No. 6465. No fee was allocated to the preparation of a separate set of bid documents. The bid
and construction phase services for the Intersection were intended to be accomplished in
conjunction with those same services for Project No. 6465. As you know, construction of Project
No. 6465 is now nearing completion, and the design of the Intersection project is on hold.
During this same time frame, the City engaged Freese & Nichols to design improvements to
Yorktown from Cimarron to Rodd Field Rd (Project No. El 0100). This precipitated discussions
between the COCC, F&N and HDR in an effort to coordinate the Intersection improvements
with those of Project No. E1'0100. In order to aid the City in identifying the intersection layout
that matched their vision, HDR assembled three exhibits and associated OPCCs, and presented
these at multiple meetings with City staff. In December 2011, HDR prepared two preliminary
layouts of the intersection in showing options for the tie-in which minimized future costs to
accommodate the ultimate roadway sections. More recent discussions in June 2012 with the City
have centered on maintaining the rural intersection concept and adding a southbound right turn
lane along.Rodd Field Road, a northbound.acceleration lane along Rodd Field road, and a center
Median along Yorktown Boulevard. In July 2012, an exhibit was generated along with a revised
OPEC to capture this latest vision.

The recent scope of this approach to the project is different than that envisioned in the ELR for
Project 6465 and Amendment No. 4. Key differences include:
• Horizontal alignment. Under the original proposal, the centerline of the road was to
accommodate a simple bisection of the proposed pavement width. The configuration
under consideration includes a median separation which adds an additional level of
complexity,to the intersection geometry including supporting details.
• Sidewalks and ADA. The inclusion of sidewalks and ADA facilities were not originally
included. Sidewalks are now being included as part of the design along the east side of
Rodd Field Road extending from south.of Yorktown to the Graceland subdivision.

•• Underground Drainage. With the rural road section, we were proposing to drain the
project into roadside ditches that followed the current drainage patterns which are from
west to east. With the installation of a median,.minor underground drainage will be
required to ensure proper drainage of the intersection
• Underground Utilities. Under the original intersection configuration, underground
utilities were not of great concern since we would matching existing pavenierit
elevations,would minimize proposed pavement limits, and would utilize ditch grades that
clear the existing utilities. Now that we are constructing additional roadway width due to
the turn lane, acceleration lane, and raised median, location of the utilities horizontally
and vertically may introduce conflicts. The conflicts that have been identified to date are
AEP power distribution limes, including 11 power,poles, a 4-inch and 8-inch City gas
line,and a third party (SouthTex)natural gas transmission pipeline.
• Dedicated Right Turn Lanes. The City expressed a desire to include dedicated right turn
lanes to accommodate the south to west and west to north movements which are assumed
to be the heaviest at this intersection. Also, the City requested additional pavement for
merging these movements with through traffic.
• Traffic.Control During Construction. Under the original proposal, the Rodd Field Rd. leg
could be completed except for the tie in on the north end without interrupting traffic flow.
We envisioned detouring Yorktown traffic to the Airline `cutoff' and Rodd Field Rd.
during construction. With the configuration under consideration, the traffic control effort
is expanded because the transitions extend beyond the limits of the existing Rodd Field /
Yorktown connections. A more extensive traffic control plan is needed for the new
configuration and is reflected in the additional design fee requested.
• Signal Warrant Analysis.. As requested, a signal warrant analysis will be performed for
the City's determination of the intersection's qualification for a signalized traffic system.
If the intersection meets the signal warrants, a signal design will be implemented under a
. separate contract in the future at the City's discretion. A more detailed scope for the
signal warrant analysis can be found in the attachment 2 Exhibit A-1.
• Bid Phase Services. The original Amendment 4 scope combined the bid services of the
Intersection into the Airline Road project bid services. As communicated by the City,the
Intersection will now be constructed under a separate contract rather than part of the
Airline Road contract. Although we have not completed the design, our latest OPCC for
the project construction will be on the order of$1.3-1.5 million. A separate construction
• contract means preparing a separate set of bid documents, as well as separate bid phase
•
and construction phase services.

• Schedule. Since the differences between the original plan and the. concept under
consideration will result in a major amendment to our contract requiring council action,
we do not anticipate authorization to proceed to design for two months. We anticipate the
design time to be three months.
In addition to the differences from the original'plan listed above, the Intersection project was
anticipated to be designed and constructed before Project No. E10100. Due to Project No.
' E10100's design already being completed and construction about to start, the Intersection project
design needed to be modified to accommodate it being constructed after Project No. E10100.
Accommodations included a shift in HDR's Yorktown alignment, adjustment of the western '
construction.limits,•adjustment to traffic control including detour, and impacts to all plan and
profile sheets.
The design process for both Project 6465 and the Intersection project have also sustained start
and stop inefficiencies due to the City's various versions of the intersection, the approval process
for related amendments, and the.City's contemplation of different delivery methods (i.e. change
order to Project No. 6465, combine with Project No. E10100's P.S.& E. package, or standalone
P.S.& E.'package).
With respect to construction observation services, the original contract included, as an Additional
Service, construction observation in the amount of$220,361.00 This additional services was not
authorized and construction observation was provided by city staff. The construction
observation services included in Amendment No. 4 were envisioned as an extension of the
Airline Road project. As shown in attachment 1, the deletion of construction observation
services from both the original contract and Amendment No. 4 is sufficient to cover the
expanded scope of the design, bid, and construction phase services of the intersection. This will
allow the City to utilize the funding allocated for those services towards developing the Rodd
Field Rd./Yorktown Blvd. intersection as a stand alone construction project.
All of the changes described above have changed the scope of our effort. To that end we propose
the City execute an Amendment #6 to our contract in the net decrease amount of$158,944.00.
Amendment #6 will allow HDR to incorporate the scope changes, complete the Intersection
design, help facilitate the bidding phase, and provide construction phase support. The fees
associated with the proposed Amendment#6 are detailed on the attached spreadsheet.

SCOPE OF SERVICES
Project Name:Rodd Field Road and Yorktown Boulevard Signal Warrant Study

This scope of services is submitted to perform a signal warrant analysis study at the proposed intersection of Rodd
Field Road and Yorktown Boulevard in Corpus Christi,Texas. Our scope of services is presented in two stages:
I Traffic Signal Warrant Analysis
In Stage I,we would perform the following services:
• Coordinate with City to obtain information on study location, confirm scope of work and schedule, and
provide updates on the progress of the project.
• Obtain turning movement counts during AM peak(7:00 AM to 9:00 AM)and PM peak(4:00 PM to 6:00 PM)
at the intersection of Yorktown Boulevard and Geiger Drive/Airline Road Cut-off.
• Conduct twenty-four-hour,bi-directional tube counts at the following locations:
1. Rodd Field Road,north of Airline Road Cut-off
2. Yorktown Boulevard,west of Rodd Field Road
3. Yorktown Boulevard,east of Airline Road Cut-off
4. Airline Road Cut-off,between Rodd Field Road and Yorktown Boulevard
5. Geiger Drive,south of Yorktown Boulevard
• Obtain crash data for the most recent five year period from the City.
• Develop 24-hour volumes at the proposed intersection of Yorktown Boulevard and Rodd Field Road,due to
geometry modifications.
• Perform traffic signal warrant analysis based on the 2011 Texas MUTCD for future proposed geometry at
the intersection of Rodd Field Road and Yorktown Boulevard.
• Prepare a draft letter report summarizing the findings of the study for submission to the City.
• Submit a final report to the City addressing all previous comments.
II Additional Analysis Beyond the Scope of Work
This stage would include all additional work outside the scope defined above in Stage I. This would be handled on
an hourly basis,if required.
FEES
The above services will be completed for a fixed lump sum fee of six thousand seven hundred dollars($6,700.00),
except for additional analysis described in Stage II.
