The Texas Automobile Burglary and Theft Prevention Authority (ABTPA) have awarded the above-referenced grant. The

acceptance of the ABTPA Grant Administrative Guide promulgated for this specific program fund (referenced above)
through the Automobile Burglary and Theft Prevention Authority a listing of applicable special conditions are listed below.
Total project costs must be accounted for in accordance with the Uniform Grant and Contract Management Standards and
the Administrative Guide
GRANTEE REQUEST FOR FUNDS
All Grantee request for funds shall be submitted to ABTPA in accordance with the instructions provided by ABTPA and
shall be in the form required by ABTPA. Requests for funds will not be honored until all special conditions outlined on the
Statement of Grant Award and action required on the part of the grantee have been satisfied.
GRANT ADJUSTMENTS
Grantee shall submit written requests for grant adjustments, as required by the applicable ABTPA Rule contained in the
Grant Administrative Guide for this specific program fund.

That whereas City of Corpus Christi
hereinafter referred to as Grantee, has heretofore submitted a grant application to the Automobile Burglary and Theft
Prevention Authority, State of Texas,entitled Corpus Christi Auto Theft and Burglary Prevention Grant ,
and further identified by grant number 2015-T01-City of-00020 ;and
Whereas, the Automobile Burglary and Theft Prevention Authority has approved the grant application as evidenced
by the Statement of Grant Award from the Automobile Burglary and Theft Prevention Authority dated 07-25-14,
certain special requirements; and
Whereas,the Grantee desires to accept the grant award, the Uniformed Grant and Contract Management Standards,
and special requirements as evidenced by the Statement of Grant Award;
Now, therefore, the Grantee accepts the aforementioned Statement of Grant Award, the Uniformed Grant and
Contract Management Standards and special requirements in the grant application and the Statement of Grant Award
as evidenced by the agreement, executed by the project director, the financial officer, and the official authorized to
sign the original grant application, or the official's successor, as presiding officer of and on behalf of the governing
body of this grantee; and

SCHEDULE A - OVERTIME NARRATIVE
REQUIRED NARRATIVE: Provide a brief summary on the use of overtime funds.
1. Include description of work activity to be conducted.
2. Estimate number of hours and cost for overtime activities.
Work to be performed with overtime hours are proactive operations,reactive assessments and public awareness. Most covert
operations occur in the evening as well as large case breaks and require detectives to work outside the normal business hours. Most
public awareness events occur in the evening and weekend hours. The Corpus Christi Auto Theft Task Force is asking for the
maximum allowed limit of 5%of ABTPA salaries which equals to$ 17,138.00. This amount will cover overtime hours for public
presentations,operations and call out investigations.

PROGRAM NARRATIVE
To be considered for funding, a proposed grant project:
1. Must address a problem that is clearly identified, is measurable and is supported by relevant statistical
evidence;
2. Must minimize duplication or overlapping of existing programs;
3. Must have a design wherein the activities and objectives are realistic and attainable;
4. Preferably should, but is not required to, be innovative in its c oncept/design/operation; (a project is
considered innovative if it provides a new and different strategy or approach that prevents, deters,
intervenes, or stops a crim inal act from occurring);
5. Must have a cost structure which is realistic when compared to its goals;
6. Must cooperate and coordinate its activities with other appropriate agencies/proj ects;

II. The Program Narrative should present the information by which the eligibility and merit of the
project can be assessed. Applications will be evaluated for funding consideration, according to
the congruence of the project with the criteria stated above. The Program Narrative should include
but is not limited to the following information:
1. PROBLEM STATEMENT & HISTORICAL INFORMATION:
(Please limit information to 300 words)
a. Provide an assessment of the auto theft problem in the areas of coverage and existing activities
that address the problem. Identify the target population and the geographic target area.
The City of Corpus Christi and Nueces County has a total population of 340,223 and covers a
geographic area of 839 square miles. The city is located on the Gulf of Mexico 140 miles east of
Laredo and 160 miles of north of Brownsville. Due to this prime location, Corpus Christi/Nueces
County serves as a major source for the trafficking of stolen vehicles and parts into Mexico.
Reported auto thefts for the year 2013 were 487, averaging 465 per year for the past three years.
The most commonly targeted vehicles continue to be Ford F-series, Chevrolet and Dodge Ram
trucks. In addition to stolen vehicles being used for drug deals, joy rides and VIN alterations, Corpus
Christi is still experiencing a rise in vehicles being stolen and sold to salvage yards to be crushed.
Also, auto burglaries continue to be one of the most committed crimes in Corpus Christi and Nueces
County. As provided by UCR, 3,467 cases of auto burglary were reported in 2013. The parking lots
of malls, gyms, apartment complexes, movie theaters and restaurants continue to be the locations
most vulnerable to auto burglaries. The main items of target for parts and accessories being
reported include the taking of stereos/sound systems and license plates.
b. Describe the extent to which this project will duplicate or overlap existing activities, and why that (if
any) is necessary.
This proiect does not overlap or duplicate any existing activities.
c. Describe and document trends of the problem and the need that makes this grant necessary.
Although 2013 shows a slight increase from 2012, the number of auto thefts and auto burglaries
overall continue to decline since the outset of the ABTPA grant in 2001. Of the 487 auto thefts
reported in 2013, a large number were "victim assisted," wherein the victim either leaves the keys in
the vehicle, intentionally or not, or the offender has otherwise gained access to the keys. A majority
of the auto burglaries reported in 2013 were also "victim assisted," in that many times the victim left
the vehicle unlocked. The past three years have shown an average of 465 auto thefts per year, and
an average of 3,559 auto burglaries per year.

that you intend the project to attain.

Goal 1: Reduce the incident of Motor Vehicle Theft.
Objective 1: (20) Initiate bait operations - By utilizing the covert tracker, bait, trailers, etc., we
will collaborate with surrounding agencies and interdepartmental divisions to identify high crime areas
and set bait operations with a goal of arresting known and unknown vehicle crime thieves thus reducing
the number of subsequent thefts.
Objective 2: (5) Conduct salvage yard inspections - In accordance with the laws and
guidelines, ATTF officers will recover or identify improperly disposed of vehicles in our local salvage
yards and scrap yards thus helping in our recovery rate and identifying and arresting known and
unknown offenders. This objective decreases the opportunity for salvage yards to continually buy
stolen vehicles from criminals by forcing salvage yards to keep proper records.
• Objective 3: (12) Conduct field operations - By conducting field operations in high vehicle crime
areas, as directed by our criminal analyst, will be able to target known and unknown offenders, thus
reduce the number of subsequent stolen vehicles from those locations. Field operations vary from
highway operations, covert operations, follow up investigations that require more than 1 detective
involved in field work on a given case.
Goal 2: Reduce the incident of Theft from a Motor Vehicle.
Objective 1: (20) Initiate bait operations- By utilizing the covert tracker, bait, trailers, etc., we will
collaborate with surrounding agencies and interdepartmental divisions to identify high crime areas and

Objective 2: (6) Perform Report Card Initiatives -This program educates the public as to the
mistakes they have just committed after leaving their vehicle in a parking lot that would make them
more likely to become a victim of auto crime. The report card reflects their mistakes and provides
future prevention methods. This initiative will have a heavy focus during peak shopping seasons.

Objective 3: (100) Issue crime analysis bulletins for intel sharing with task force and patrol-
Disseminating bulletins helps keep the patrol officer updated on the logistics of vehicle crimes going on
in their beat. An updated officer provides for a greater chance of reducing the number of incidents in
that beat.
Goal 3: Public Awareness methods used to educate the citizens of Texas and training of
qualified personnel in the detection and prevention of auto burglary & theft.
Objective 1: (100) Work public awareness events -Through attending events throughout the
city, we are able to reach large amounts of citizens and provide them with information to prevent
themselves from falling victim to auto crimes. Events vary from presentations to various civic groups,
businesses, Neighbors On Watch organizations, etc., booths at various health fairs, runs, festivals, and
parades as well as brochure drop offs to targeted areas.
Objective 2: (1) Conduct 1 day intel sharing for officers throughout state- The ATTF will
provide a one day intel sharing class to law enforcement officers throughout the state. Our goal is to
provide training classes related to auto theft investigations and provide officers with networking time to
discuss current trends and organized groups that are affecting each area. This provides valuable
information as many cases can be linked to crimes happening in other areas throughout the state. This
class provides intel to help combat crime to reduce the number of incidents.
Objective 3: (4) Conduct auto theft intel and investigative technique sharing with patrol
officers -The ATTF will provide current trends, M.O.s, locations, and organized groups that are
involved in vehicle crimes and ways to combat them to reduce the number of incidents in the city by
meeting with different beats on different shifts.
Goal 4: Help increase the recovery rate of stolen motor vehicles
Objective 1: (300) Inspect vehicles— 68A inspections, salvage yards -Through 68A
inspections and salvage yard inspections, the ATTF aims to identify and recover stolen vehicles which
helps increase the recovery rate and offender identification.
Objective 2: (12) Response Operations to CCPD license plate reader -ATTF detectives will
respond to LPR hits by patrol officers. ATTF officers will utilize these hits as a means of conducting
thorough investigations and provide opportunity for field operations aiming to take down offenders.

timely information to patrol and also helps in the investigation of our cases. Updating the database is
crucial to providing officers with current information.
Goal 6: The clearance rate of motor vehicle thefts
Objective 1: (250) Clear auto theft cases - Clearance of UUMV cases involve initial investigation
to determine case status and case clearance/closure
Objective 2: (50) File auto theft cases - Of the reported UUMV cases for the grant year, the ATTF
will aim to file 50 cases with the District Attorney Office.
Objective 3: (12) Multi jurisdictional collaborations for case closure -Working with other
agencies across the state allows us to share information on cases and offenders that cross
jurisdictional lines and ensure convictions.
Goal 7: Prevent the incident of fraudulent titles and registration of stolen vehicles
Objective 1: (300) Inspect vehicles —68A inspections, salvage yards - Through 68A inspections
and salvage yard inspections, the ATTF aims to identify and recover stolen vehicles which helps
increase the recovery rate and offender identification.

Objective 1: (4) Collaborate with NICB -Working with our in house NICB agent and collaborating
with agents throughout the country helps in the identification of possible fraud cases.
Objective 2: (6) Investigate suspected insurance fraud/false reports - Reduces the incidents
where vehicles are illegally reported stolen and then re-introduced back to the public with fictitious VINs
and registrations.
Objective 3: (1) Conduct 1 day intel sharing for officers throughout state - The ATTF will
provide a one day intel sharing class to law enforcement officers throughout the state. Our goal is to

b. Describe how the project will impact the stated problem.
With the help of this grant, the Corpus Christi auto theft rate continues to decrease. By conducting
salvage yard inspections, the selling of vehicles without proper licenses and titles can be focused upon
where many cases have resulted in altered vehicle identification numbers. Field operations, proactive
investigations and undercover surveillance operations performed with the assistance of confidential
informant information often lead to apprehended suspects. Crime analyst data is used to maintain
intelligence files and generate reports of repetitive patterns. These reports will be used in suspect
linking and will provide an insight to beat officers of auto crimes being committed in their areas. Bait
vehicle operations will also be conducted to detect and apprehend thieves. The public awareness
campaign will continue to promote awareness at apartment complexes, shopping centers,
neighborhoods and many other entities. Promotion of prevention techniques is critical to the

continuous decrease in auto crime numbers. The project is aimed correctly at fighting crime and
educating citizens.
b. Describe proposed plan for auto theft crime prevention, education and training.
Public awareness plays a significant role in deterring auto thefts and auto burglaries. 100 public
awareness events are planned throughout the year. These events range anywhere from promotional
booths, health fairs, city functions, presentations, message board displays, media interviews and
placements, VIN etchings, Report Card Initiatives, Neighbors on Watch meetings and miscellaneous
meetings with civic groups. The campaign will also coordinate with existing community programs to
discuss area problems and possible solutions. Press releases, news conferences, public service
announcements and interviews will be scheduled throughout the year as needed. Educating our patrol
division is a necessity as they are the first responders on the streets. Classes are planned to educate
patrol on auto theft intelligence and investigation techniques. A statewide class is also planned to bring
in other task forces to network for intelligence sharing of trends going on in their areas. Class topics
are chosen that are most relevant to the need at the time of class. Topics range from salvage yards,

3. FUNCTIONS OF PROPOSED PROJECT:
The functions of the project should: (Please limit information to 300 words)

project demonstrates cross-cultural awareness in all project activities and in its staffing and
training.
Corpus Christi experienced about 3500 auto burglaries and 487 auto thefts in 2013. Salvage yards
continue to be a problem in Corpus Christi as purchasing vehicles without proper titles becomes
more popular, more entities have been identified that need to be addressed and monitored. The
City of Corpus Christi has over 3,600 employees with an estimated annual budget of $680 million.
The Police Department has 451 sworn officers, 260 civilians and an annual budget of $70 million.
The Police Department currently is operating 15 grants with all financial paperwork processed by the
City of Corpus Christi Finance Office. All aspects of payroll and other expenditures are prepared at
the Police Department and forwarded to the Finance Office. The employees hired under the grant
are employees of the City of Corpus Christi Police Department. The hiring followed established
policies and practices of the City which has an equal employment opportunity police. The officers
hired were covered under the collective bargaining agreement between the City of Corpus Christi
and the Corpus Christi Police Officers Association. All of the Task Force officers have been
deputized to extend searches throughout Nueces County and work continuously throughout the year
with Customs, DPS, ABTPA Task Forces. TxDot and other surrounding law enforcement agencies.
The Auto Theft Task Force continues to use proactive approaches to monitor vehicle thefts and
burglaries. Utilizing the crime analyst information, officers are able to provide proactive enforcement
such as field and bait operations. In performing these operations, officers utilize technology made
available to them with ABTPA grant funding such as bait vehicle software, live video streaming and
VIN readers. The Public Awareness Campaign makes contact with all demographics present in
Corpus Christi. It reaches people of different socio-economic status, cultures, backgrounds, ages,
physical abilities, educational backgrounds and geographical backgrounds.
4. EVALUATION DESIGN:

and the extent to which the strategy achieved the project's goals and objectives.

We will evaluate our project on a monthly basis to improve its design and assess its effectiveness in
reaching our goals and objectives. At the start of the grant term we will conduct a front-end
evaluation of the program to determine prior auto theft and auto burglary rates. These rates will be
recorded on a monthly basis and will be compared to the same time frame of the previous year. At
the conclusion of the grant term we will report the summative impact of this project on the citizens of
Corpus Christi. This evaluation will focus on two separate aspects of the project; the program staff-
Auto Theft Task Force detectives and team of civilians to fulfill the objectives of the grant and auto
crime rates. All the evaluation data collected will be summarized and included in our final report.
Aspect#1 -ATTF detectives and team of civilians
• Each objective will be documented to the correlating goal for achievement to
ensure all grant goals are met.
Aspect#2 -Auto Crime Rate
• Documentation will be kept for comparison of all relevant auto crime numbers.
Three areas of the highest auto crime rates (Areas A, B and C) will be selected during the first three
quarters of the grant term. one at each quarter. The target area will be selected at the end of the
first month of the quarter. This will allow a time frame of data collection in month one,
implementation of a concentrated effort of crime prevention through public awareness and proactive
operations in month two and evaluation of implementation in month three.

c. Describe the mechanism to evaluate the program's progress.
Using crime mapping technology, the effects of the saturation on target areas as well the city as a
whole will be evaluated to determine if auto crimes are actually being reduced or displaced to other
areas. Data will be analyzed using ArcMap 10-ESRI, ILEADS,Excel and Powerpoint software.
Reports will be generated for the Texas Auto Burglary and Theft Prevention Authority, Corpus Christi
Police Department, City of Corpus Christi and other entities utilizing in house computer systems and
software.

8. When incorporated into a grant award or contract, these standards assurances contained in
the application package become terms or conditions for receipt of grant funds. Administering
state agencies and local subrecipients shall maintain an appropriate contact administration
system to insure that all terms, conditions, and specifications are met. (See Section .36
for additional guidance on contract provisions.)
9. A grantee and subgrantee must comply with the Texas Family Code, Section 261.101 which
requires reporting of all suspected cases of child abuse to local law enforcement authorities
