Scope of Services, Part B. Additional Services, Item No. 1. Permit Preparation, Line Item U. S. Army Corps of Engineers is amended to include additional services as specified in attached Exhibit "A". Box 9277 Corpus Christi,Texas 78469 Subject Park Road 22 Bridge(Project No.6281)-Contract Amendment No.2 Dear Mr. Biles: We are proposing Amendment No. 2 to our contract to address additional work required to investigate and redesign the two arch bridge concept into a three arch concept to mitigate for poor soil conditions encountered at the bridge location. The design team had proceeded with the final design phase of the bridge to approximately the 60% point when foundation and retaining wall designs were far enough along to perform an accurate global stability analysis.When this was done,the geotechnical engineer determined that the height of backfill relative to the location of the bulkhead placed excessive lateral loads on the bulkhead that would require a design that was well in excess of what was anticipated. In addition the weight of the backfin could cause up to 6' of subsidence and consolidation in the areas leading up to the arches. The design team investigated multiple options to mitigate these effects including geo-foam backfill, light weight aggregate backfill and cement slurry stabilization. All of these caused large price increases or were ruled out as unacceptable alternatives by TXDOT. The design alternative chosen was to use a three arch concept instead of a two arch concept. Using three arches allowed the bridge to be lowered about 2'.This is because the height of the bridge was being driven by the clearance for pedestrians and carts, not boat clearance over the water. Pedestrian clearances can now be measured to the middle of the arch instead of at the leg. This design also pushed the lateral loads from the backfill further back from the bulkhead allowing for a typical bulkhead design. The lower bridge height also reduced the potential subsidence and consolidation. The additional effort required to work through this design change process and other additional items included: • Alternatives analysis with the geotechnical and structural engineers • Redesign of the vertical curve and effected areas,particularly drainage • Structural design revisions to the arch bridge design, foundations and the retaining walls • Update of the Categorical Exclusion(CE)document • Addition of turning lanes at Nemo Crt and Azore's Drift Dr, to accommodate increased movements due to adjacent development • Reduce Construction Observation Services (361)854.3101 2725 SWANTNER DR,•CORPUS CHRISTI,TEXAS 78404 FAX(361)854-6001 www, rboneng,com TBPE Firm 0145 The total fee change for the project is a no net increase.
