Scope of Services, Part A. Basic Services, 2. Design Phase shall be amended to include additional services as per the attached AMD No. 6. Exhibit "A". In the Original Contract, Exhibit "A", Section 1. Scope of Services, Part B. Additional Services, 5. Construction Observation shall be amended to remove Construction Observation in it's entirely as per the attached AMD No. 6. Exhibit "A". In the Original Contract, Exhibit "A", Section 3. Fees, Part C. Summary of Fees shall be modified as per the attached AMD No. 6 "Exhibit B" for a fee decrease amount -$205,634.70.00 (Negative Two Hundred Five Thousand Six Hundred Thirty Four Dollars and Seventy Cents), for a total restated fee not to exceed $1,106,034.30 (One Million One Hundred Six Thousand Thirty Four Dollars and Thirty Cents. Monthly invoices will be submitted in accordance with Exhibit "C". Acting Director,Capital Improvement City of Corpus Christi P.O.Box 9277 Corpus Christi,TX 78469 Re:Rodd Field Rd./Yorktown Blvd.Intersection Dear Mrs. Fudge; As you know,the City and HDR have been working on the Rodd Field Road/Yorktown Blvd.intersection since 2009 when the initial concept and opinion of probable construction cost were included in the Engineering Letter Report(ELR)for the Airline Road project(Saratoga to Rodd Field Rd). The purpose of this letter is to provide you with a brief summary of the design development to date for the intersection, issues to consider in advancing the design of the intersection,options for same,and costs that HDR has incurred to date in designing the intersection. SUMMARY OF INTERSECTION DESIGN DEVELOPMENT (Amendments reference Project#64651 • January 2010—90%plans for Airline Road(Saratoga to Rodd Field Rd.)are completed and submitted to the City. • January 2010—Executed Amendment#2 to provide topographic survey of the intersection and legal descriptions and parcel maps for acquisition of right of way and release of excess property. • July 2010—HDR addresses City's comments on the 90%submittal for Airline Road(Saratoga to Rodd Field Rd.),and resubmits same to City. • July 2010—The City requested HDR to submit Amendment#4 to add the design of a rural road intersection at Rodd Field/Yorktown. HDR submits Amendment#4 for the design of the intersection,which was to be included in the Airline Road (Saratoga to Rodd Field Rd.)plan set. • November 2010—Amendment#4 is executed to design the rural road intersection envisioned in the ELR.Construction was to be part of the Airline Road(Saratoga to Rodd Field Rd.)project. • November 2010—The City directed HDR to place the intersection design on hold. The City asks HDR to evaluate improving the intersection with full improvements(curb and gutter, underground drainage). • November 2010—The City engages Freese and Nichols for the design of improvements to Yorktown Blvd.from Cimarron to Rodd Field Road.This precipitated discussions to coordinate the Rodd Field/Yorktown intersection improvements with the Yorktown improvements. • December 2010—City selects an intersection layout that includes full improvements. • February 2011—HDR submits a draft amendment to the City to address the additional design fee required to change the design from the"rural"intersection to the"full improvements" intersection. hdn K.(OU HDR Engineering,Inc. 555N Carancahua Phone:13611696.3300 Texas Registered Engineering Firm F•754 Suite 1600 Fax 13611696-3385 Corpus Christi,TX 78401-0850 www.hdrinc.cl.. NO.6 EXHIBIT"A" Page 1 of 3 Natasha Fudge July 23.2014 Page 2 of 3 • February 2011—The City directs HDR to place the intersection design on hold and directs HDR to not include the intersection as part of the Airline Road(Saratoga to Rodd Field Rd.)plan set. • August 2011—No comments have been received from the City to modify the February 2011 draft amendment. The City requests an additional copy of the February 2011 draft amendment. • December 2011—The City requests a meeting to discuss a revised concept for the intersection. HDR provides two preliminary layouts of the intersection that minimize future costs. • January—June 2012—The City and HDR communicate with each other in an effort to select an intersection layout to proceed with. The City considers constructing the intersection as a change order to the Airline Road(Saratoga to Rodd Field Rd)project. • June 2012—The City directs HDR to proceed with design of the rural road intersection utilizing funds authorized in Amendment#4. This design will include a south to west right turn lane and a northbound acceleration lane.Project will be a stand alone construction contract.An amendment will be processed to cover the additional costs of a stand alone project. • October 2012—HDR submits a draft of Amendment#6 to cover the additional costs for a stand alone project.HDR continues with the preparation of contract documents for the rural road intersection at the City's direction. • December 2012—City places the intersection design on hold pending construction of the Yorktown improvements. • March 2013—With the Yorktown improvements being constructed first,HDR's intersection design now requires modifications to coordinate roadway alignments and traffic control. As a result,the City requests that HDR revise and resubmit Amendment#6. • June 2013—In an effort to bring our agreement up to date,HDR submits a request for Amendment#6 to cover the costs of completing the contract documents for a stand alone project as well as for bid and construction administration phase services.Preparation of a traffic signal warrant analysis is also included at the request of the City. • July 2013—City staff presented a draft Bond 2014 Proposed Street List which includes Rodd Field Road,Saratoga to Yorktown as a project in Proposition 2(Economic Development) • January 2014—HDR is informed that the City is considering"temporary minimal improvements" to the intersection that would not conflict with the contemplated improvements in the Bond 2014 program. ISSUES TO CONSIDER. If the"temporary minimal improvements"concept described above is pursued, the following should be considered: • The Yorktown improvements are currently under construction.From a contracting strategy perspective,the construction of these"minimal improvements"would best be done by that contractor.They can then coordinate the sequencing and traffic control to their best advantage. The City would save the expense of bidding and administering a separate contract. • The"minimal improvements"as envisioned will require some redesign of the Yorktown Blvd. improvements to effect a smooth transition from the four lane curb and gutter boulevard section to the 2 lane rural road section.Freese and Nichols(F&N),the design firm for the Yorktown Improvements,is most familiar with the design elements that would require modification,and appear to be the logical choice to design the"minimal improvements";there would be no need for coordination between the designers from HDR and F&N in determining what changes need to be made,and efficiencies with coordination and management of the temporary intersection would likely be realized. NO.6 EXHIBIT"A" Page 2 of 3 • Natasha Fudge July 23.2014 Pagc 3 of 3 OPTIONS FOR ADVANCING THE DESIGN AND CONSTRUCTION OF THE INTERSECTION. Given the history and current status of the intersection as described above,HDR sees three potential options to advance the design and construction of the intersection: 1. Continue with the improvements as contemplated by the scope of Amendment#6 submitted in June 2013.This would require the City's approval of Amendment#6 as submitted. HDR would complete the bid documents as well as perform bid and construction phase services for a stand alone project. 2. Engage HDR to design the"minimal improvements"to the intersection. HDR would develop a fee for preparing the design assuming that the construction will be performed by the current Yorktown contractor. 3. Engage F&N to design the"minimal improvements"to the intersection. HDR's contract for Airline Road(Saratoga to Rodd Field Rd.)would then be concluded. INTERSECTION DESIGN COSTS TO DATE. Finally,you should be aware that HDR has incurred costs in continuing the design of the intersection as a stand alone project as directed by City staff and while awaiting approval of Amendment#6.As of the end of December 2012,these costs total$42,832.30 which represents 70%completion of the intersection design plans as per the Amendment#6 scope. No work has been performed on the intersection since December 2012. Should the City decide to execute Option 2 described above,this amount will be added to any fee for the design of the minimal intersection.Should the City execute Option 3, HDR requests compensation for its efforts through December 2012 in the design of the stand alone project as directed by city staff;$42,832.30.In either case HDR,will provide electronic files of our 70%complete work product.
