Box 9277, Corpus Christi, Nueces County, Texas 78469-9277 (City) acting through its duly authorized City Manager or Designee and HDR Engineering, Inc., a Nebraska corporation, 8404 Indian Hills Drive, Omaha, Nebraska, 68114, with offices at 555 N. Carancahua St., Suite 1650, Corpus Christi, TX 78401 (Architect/Engineer — NE), hereby agree to the following amendments to the Contract for Professional Services as authorized and amended by: Original Contract September 27, 2011 M2011-206 $97,250.00 Amendment No. 1 March 20, 2012 M2012-053 $147,000.00 In the original contract, EXHIBIT "A", SCOPE OF SERVICES shall be amended to include additional services as shown on the attached Exhibit "A". In the original contract, EXHIBIT "D", SUMMARY OF FEES shall be amended as described in the attached Exhibit "A" for a revised fee not to exceed $48,850.00 (Forty Eight Thousand Eight Hundred Fifty Dollars and Zero Cents), for a total restated fee not to exceed $293,100.00 (Two Hundred Ninety Three Thousand One Hundred Dollars and Zero Cents). Box 9277 Corpus Christi,TX 78469 RE: CITY PROJECT NO. 6510—AMENDMENT REQUEST CHAPARRAL STREET TWO WAY CONVERSION PARKING AND SIGNAGE LAYOUT, SIGNAL TIMING AND COORDINATION Dear Ms. Fudge; As discussed in a meeting on June 18, 2014 with Natasha Fudge, Raymond Chong, Tony Salinas and James Harris, there are some remaining items needed to convert Chaparral Street to two-way traffic. Subsequent correspondence with city staff has modified the scope. The August 29, 2014 proposal included the tasks outlined herein, plus preparation of an optimized signal timing and coordination plan once traffic patterns have stabilized. The city has requested a separate proposal for the optimized signal timing and coordination plan. HDR Engineering is pleased to provide this scope and fee proposal for the plan preparation to implement these items. SCOPE 1. SIGNAGE AND STRIPING A. Prepare a parking and signage layout related to the conversion of Chaparral Street from IH 37 to Cooper's Alley to two way traffic. The signage and striping layouts will include modifications to the parking layouts on Chaparral from IH 37 to Cooper's Alley and on Schatzell, Lawrence and William from Lower Broadway to Shoreline Drive to implement diagonal parking on one side and parallel parking on the other side with one travel lane. It is our understanding that the signage and striping will be implemented via a change order to an existing construction contract.As such no bid documents will be prepared. HDR will utilize existing aerial photography available from Google Earth Pro or other commercially qY available site overlaid with the new striping and signage plan. B. Provide a summary of quantities for the affected streets • Seal Coat to obliterate existing pavement markings • Striping quantities • Signage quantities 2. An interim signal timing plan will be required prior to developing the optimized signal timing plans. The tasks for the interim plan are: A. Calculate yellow and red phase clearance intervals. B. Calculate pedestrian signal crossing intervals. C. Recommend a preliminary signal timing plan to provide coordinated operation along Chaparral Street. The signal timing plans will be provided in an excel spreadsheet format for each intersection. D. Provide the City the Synchro Data Files E. Coordinate with the City in making field adjustments to the timing plans. Eight hours has been budgeted for this task. Any additional time will require an amendment to this agreement. The implementation of the interim signal timing plan will be made by city staff. 3. WIRELESS SIGNAL INTERCONNECTION-Research and provide recommendation regarding a wireless communication system for the intersections within the Chaparral Street corridor. Provide budgetary Opinions of Probable Cost for wireless interconnection equipment for the traffic signals. This information will be summarized in a one page letter to the City. It is our understanding that the existing fiber optic cable system that provides interconnection of the signals is damaged. City staff will assess the requirements and costs to repair the system and compare that to the cost of a wireless system. DELIVERABLES-(One 100%submittal will be made with one review meeting with City Staff and one submittal of final documents) • (1"=50' Scale)aerial photographs with the signage and striping plan overlaid • Summary of quantities for signage and striping • Interim Signal Timing plan(Synchro Data Files) • Wireless Interconnection Recommendation and Budgetary Equipment cost Letter Report FEE Our fee will be a lump sum of$42,350.00 itemized by task as follows: TASK DESCRIPTION FEE AMOUNT 1 SIGNAGE AND STRIPING PLAN W/ $25,500.00 SUMMARY OF QUANTITIES 2 INTERIM SIGNAL TIMING PLAN $10,600.00 WIRELESS SIGNAL INTERCONNECT 3 LETTER REPORT $ 6250.00 TOTAL $42,350.00 SCHEDULE The 100%submittal will be completed within 60 calendar days of notice to proceed. Final submittals will be made within 14 calendar days of receipt of comments by city staff on the 100% submittal. On March 25, 2013, the attached letter was sent to the city requesting additional fee for the plan revisions to the signals at the William, Lawrence, and Schatzell intersections necessitated by the removal of the catenary lighting from the project. The additional fee also covers anticipated additional effort in the construction phase for submittal reviews. We request that the$6,500.00 requested at that time be included in this contract amendment for a total of$48,850.00. We trust this to be acceptable. Please prepare the necessary amendment to the Contract for Professional Services in the total amount of 848,850.00 to authorize this work. This proposal is valid for 45 days. Box 9277 Corpus Christi,TX 78469 Re: Chaparral Street Signalization for Two Way Conversion (Project No.6510) Dear Mr. Biles: In HDR's contract for converting the signalization along Chaparral St. to accommodate two way traffic, Project A was the preparation of plans and technical specifications for the three intersections associated with the Chaparral Street Improvements project(Schatzel, Lawrence, and William).The plans were coordinated with the proposed catenery lighting and street lighting systems. In the plans that were bid the signal heads(traffic and pedestrian)were to be attached to the catenary lighting and street lighting poles.The signal plans and technical specifications were incorporated into the Chaparral Street Improvements project. The overall bids for the Chaparral Street Improvements project exceeded the project budget. In order to reduce the project costs, the City has decided to eliminate the catenary lighting and have the street lighting installed by AEP. These actions necessitated that the signal system be modified to be a stand alone system. In order not to impede progress on the project, HDR has modified the signal plans to include pedestal poles in lieu of the catenary lighting poles.The changes necessitated the issuance of a complete set of revised signal sheets as well as additional standard details and technical specifications.A revised summary of quantities was also required for the change order pricing. During the construction additional effort will be required in reviewing submittals for equipment. These modifications are beyond the scope of the contract.
