Box 9277, Corpus Christi, Nueces County, Texas 78469-9277 (City) acting through its duly authorized City Manager or Designee and HDR Engineering, Inc., a Nebraska corporation, 8404 Indian Hills Drive, Omaha, Nebraska, 68114, with offices at 555 N. Carancahua St., Suite 1650, Corpus Christi, TX 78401 (Architect/Engineer — NE), hereby agree to the following amendments to the Contract for Professional Services as authorized and amended by: Original Contract September 27, 2011 M2011-206 $97,250.00 Amendment No. 1 March 20, 2012 M2012-053 $147,000.00 Amendment No. 2 November 12, 2014 Administrative Approval $48,850.00 In the original contract, EXHIBIT "A", SCOPE OF SERVICES shall be amended to include additional services as shown on the attached Exhibit "A". In the original contract, EXHIBIT "D", SUMMARY OF FEES shall be amended as described in the attached Exhibit "A" for a revised fee not to exceed $39,500.00 (Thirty Nine Thousand Five Hundred Dollars and Zero Cents), for a total restated fee not to exceed $332,600.00 (Three Hundred Thirty Two Thousand Six Hundred Dollars and Zero Cents). Invoices to be submitted monthly in accordance with Exhibit "B". All other terms and conditions of the September 27, 2011 contract between the City and NE will remain in full force and effect. TX 78469 RE: CITY PROJECT NO. 6510 —AMENDMENT REQUEST CHAPARRAL STREET TWO WAY CONVERSION, OPTIMIZED SIGNAL TIMING AND COORDINATION Dear Ms. Fudge; As discussed in a meeting on June 18, 2014 with Natasha Fudge, Raymond Chong, Tony Salinas and James Harris, there are some remaining items needed to convert Chaparral Street to two-way traffic. Subsequent correspondence has modified the scope. The August 29, 2014 proposal included the tasks outlined herein plus preparation of a signage and striping plan for the two way conversion; a summary of quantities for the striping and signage: an interim signal timing plan and research and recommendation of wireless interconnect systems. The city has requested a separate proposal for the optimized signal timing and coordination plan. HDR Engineering is pleased to provide this scope and fee proposal for the implementation of these items. SCOPE SIGNALIZATION OPTIMIZED SIGNAL TIMING PLAN - Once traffic patterns for the two way operation have stabilized (after two months of operation), the optimized signal timing plan will be prepared. 1. Data Collection a. Collect AM (7:00 to 9:00 AM) and PM (4:00 to 6:00 PM) peak period turning movement counts at 12 intersections (IH 37 Eastbound, IH 37 Westbound. Mann, Twigg, Taylor, Starr, Peoples, Schatzell, Lawrence, William; John Sartain, and Cooper's Alley). b. Collect 24-hour bi-directional traffic at the following locations: i. Chaparral Street, north of IH 37 ii. Chaparral Street, south of IH 37 IH 37 Eastbound, west of Chaparral Street iv. IH 37 Westbound, east of Chaparral Street v. Conduct field work to evaluate existing traffic operations, verify intersection geometry, and other features that would effect traffic signal operations. d. Coordinate with City to obtain existing signal timing plans for Chaparral Street at IH 37 and Twigg Street. 2, Optimized Signal Timing Plan a. Develop traffic models for the Chaparral Street corridor for AM and PM peak hour conditions. This will involve setting up the roadway network, lane configuration at intersections, and inputting the traffic volume data. Synchro 7, a macro simulation model, will be used for developing the traffic models. b. Perform capacity analysis and develop optimized signal timing plans for both the AM and PM peak periods for the Chaparral Street corridor. The main goal will be to minimize corridor delay and provide efficient coordination along Chaparral Street. c. Summarize results of the study in a draft technical memorandum and submit for City's review. The Measure of Effectiveness (MOE's) will include intersection level of service (LOS), band width, and network delay. d. Attend one meeting with City to discuss results and resolve comments. e. Finalize the technical memorandum incorporating a comments received from the City. The signal timing plans will be summarized (for each intersection) in excel spreadsheet format and will be included in the appendix. f. Provide the City the Synchro Data Files g. Coordinate with the City in making field adjustments to the timing plans. Eight hours has been budgeted for this task. Any additional time will require an amendment to this agreement. This scope assumes that the implementation of the optimized signal timing will be done by the City. DELIVERABLES - (One 100% submittal will be made with one review meeting with City Staff and one submittal of final documents) • Optimized Signal Timing Plan (Synchro Data Files) FEE Our fee will be a lump sum of$39,500.00 SCHEDULE The data collection will commence 60 days after the city makes the conversion to two way traffic in order for traffic patterns to stabilize. The City shall notify HDR of the date of the conversion. The 100% submittal of the optimized signal timing plan will be completed within 120 calendar days of the date that the city notifies HDR of the date of the conversion. We trust this to be acceptable. Please prepare the necessary amendment to the Contract for Professional Services in the total amount of$39,500.00 to authorize this work.
