9. Authorizing the City Manager and/or his designee to submit an Urban
Development Action Grant application to the U. S. Department of Housing &
Urban Development (HUD) for the expansion and development of the Bayfront
Arts & Sciences Park including commercial activities, and directing the
City Manager and staff to undertake such activities as may be necessary in
accordance with HUD regulations and guidelines.
