AMENDMENT NO. 4
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas hereinafter called "City", and LNV, INC. hereinafter called "Engineer",
agree to the following amendments to the Contract for Engineering Services for Holly Road from SH 286
(Crosstown Expressway) to Greenwood Drive (Project No. 6470) Bond 2008, as authorized and
administratively amended by:
Original Contract August 30, 2011 Motion No. M2011-193 $1,545,961.00
Amendment No. 1 August 2, 2012 Admin. Approved $17,446.00
Amendment No. 2 October 16, 2012 Admin. Approved $48,360.00
Amendment No. 3 January 18, 2013 Admin. Approved $9,832.00
In the Original Contract, Exhibit "A", Section 1. Scope of Services, Part B. Additional Services shall be
amended to include additional Item No. 4 Environmental Clearance (REVISED) as set forth in the
attached AMD No. 4, Exhibit "A".
In the Original Contract, Exhibit "A", Section 3. Fees, Part C. Summary of Fees shall be amended and is
attached as AMD No. 4 Exhibit "B" for a fee not to exceed $15,696.00 (Fifteen Thousand Six Hundred
Ninety Six Dollars and Zero Cents), for a total restated fee not to exceed $1,637,295.00 (One Million Six
Hundred Thirty Seven Thousand Two Hundred Ninety Five Dollars and Zero Cents). Monthly invoices
will be submitted in accordance with Exhibit "C".
All other terms and conditions of the August 30, 2011 contract between the City and Engineer, and of any
amendments to that contract, which are not specifically addressed herein shall remain in full force and
effect.

Amendment No. 4-Additional Services for Environmental Clearance(REVISED)
Dear Ms. Fudge:
Please allow this letter to serve as our formal request to amend our Contract for the above referenced
project to include Additional Services as described below.
SCOPE OF SERVICES:
ENVIRONMENTAL CLEARANCE
• Revise the biological section of the Environmental Assessment(EA) in accordance with the 2013
TxDOT Guidance Modules.
• Complete the Texas Parks &Wildlife (TPWD)Analysis Form to determine if TPWD coordination is
applicable.
• Complete a Tier I Site Assessment to evaluate the project impacts with respect to coordination
triggers.
• Update the Noise Analysis with the recommended language that is not yet available to the public on
TxDOT's website.
• Update HazMat Database.
The project will be evaluated using the Ecological Mapping System of Texas (EMST) mapping tool with
regards to vegetation impacts. Geographical Information System (GIS) mapping and field verification will
be used for comparison purpose with the EMST mapping tool. Federal and State-listed species of
greatest conservation need habitats will be evaluated and compared with the draft TxDOT Best
Management Practices Programmatic Agreement between TxDOT and TPWD under the 2013 MOU.
Applicable information related to the Tier I and EMST evaluation will be incorporated into the EA
document with supporting data.

The lump sum fee for these additional services is $15,696. This will bring our total revised contract
amount to $1,637,295. The combined manhour breakdown for LNV and our subconsultant (Raba
Kistner Environmental) is shown below:

DEFINITIONS
a. "Board member." A member of any board, commission, or committee appointed by the
City Council of the City of Corpus Christi,Texas.
b. "Economic benefit". An action that is likely to affect an economic interest if it is likely to
have an effect on that interest that is distinguishable from its effect on members of the public

c. "Employee." Any person employed by the City of Corpus Christi,Texas either on a full or
