No. 120170.001 Dear Mr. Shoemaker, In response to the City's request, we are proposing the following $28,600 amendment for services associated with the ONSWTP High Service Building No. 3. Project Description: The City of Corpus Christi, Texas, hereinafter called "City", and LNV, Inc. hereinafter called "Engineer", agrees to the following Contract Amendment for additional services associated with the above referenced project(s). This amendment includes the addition of Additional Service No. 23—Geotechnical— Subsurface Investigation and its associated fee as described below. The original scope of this project included all Basic and Additional Services associated with the design and construction of the new High Service No. 3 pump station as described in Amendment No. 1, O.N. Stevens Water Treatment Plant High Service Building No. 3, executed October 17, 2013. This amendment will serve to add geotechnical engineering services for High Service No. 3 which were originally intended to be procured through a separate NE contract with a third party firm. These recommended geotechnical services are summarized as follows: AMDEND. NO. 2 EXHIBIT"A" Page 1 of 8 1. Geotechnical —Subsurface Investigation for HSPB 3 a. Perform Geotechnical Investigation i. Perform 3 borings at the locations indicated in Appendix A ii. Perform borings to the appropriate depth as dictated by the anticipated loads on the soils as follows: 1. Borings 1 and 2 a. 100 feet each 2. Boring 3 a. 35 feet iii. Obtain disturbed and undisturbed soil samples in accordance with the applicable ASTM standard(s). iv. Perform standard field testing of soils v. Obtain groundwater readings during drilling, immediately after drilling, and after delayed period. b. Perform Laboratory Testing i. Perform the following laboratory testing programs in accordance with applicable ASTM standards. 1. Supplementary Visual Classification (ASTM D2487) 2. Water Content Tests (ASTM D2216) 3. Atterberg Limits Tests (ASTM D4318) 4. Unconfined Compressive Strength Tests (ASTM D2166) 5. Percent Material Finer Than The#200 Sieve Tests (ASTM D1140) 6. Modulus and Damping of Soils by Resonant Column Method Tests (ASTM D4015) 7. Sulfate Ion Concentration Tests (Method 9056) c. Provide Geotechnical Engineering Report i. Provide report presenting the results of the geotechnical investigation and laboratory testing program. ii. The report shall include alternatives and recommendations for the type of foundations and pavement sections that should be considered in the design of High Service No. 3. NO. 2 EXHIBIT"A" Page 3 of 8 K\Engineering DataExctiange\JENNIFER\WATER\E11066 ONSWTP HIGH SRVC BLDG NO.3\AMENDMENT NO.2\Exhibit Adxx Perform a subsurface investigation and laboratory testing program and provide foundation recommendations for the proposed High Service No. 3 project, City of Corpus Christi Project Numbers. E11066. This project is to be constructed at the existing O.N. Stevens Water Treatment Plant located at 13101 Leopard Street in Corpus Christi, Texas. The High Service No. 3 project will include the construction of a new High Service No. 3 pump building, an Alternate Power Expansion building, cable trays, concrete meter vaults, and roadways. A description of the major structures and their approximate loadings are provided in the following Table. Proposed Structure Approximate Loads High Service No. 3 300 kips Alternate Power Expansion 42 kips Cable Trays 4 kips Concrete Meter Vaults 40 kips Roadways Heavy Truck Traffic Large Diameter Piping 4 kips per linear foot Based on the descriptions of the proposed project above and Engineer's experience with the soils in the vicinity of the proposed project, Engineer recommends performing 2 borings to termination depths of 100 feet in the vicinity of the proposed High Service structure and one to a termination depth of 35 feet near the proposed Alternate Power Expansion, as shown in Appendix A (Total Number of Borings: 3; Total Linear Feet of Drilling: 235 LF). The scope of work is outlined below. Scope of the Proposed Subsurface Investigation • Boring locations will be staked in the field, as to indicate the ground surface elevation and GPS coordinates of each boring location, prior to the field investigation. • Assistance from ONSWTP personnel will be required to ensuring the soils at each boring location are accessible to the drilling crew. Concrete and debris should be removed by ONSWTP prior to mobilization to the project site to provide access to the soils below, if applicable. • Assistance will be required in order to obtain necessary access requirements and excavation permits, if applicable. • The City shall perform due diligence to assure that the boring locations are accessible and clear of private utilities and obstructions, such as fences, heavy brush, shrubs and trees. The borings will be relocated if necessary. AMDEND. The borings will be relocated, if necessary. • A truck mounted drilling rig will be utilized to access the boring locations. If an all-terrain vehicle is required, Engineer should be notified to provide a revised scope of work and associated fee. • Soil samples will be obtained at predetermined depths unless subsurface conditions warrant additional sampling. • The borings will be advanced to the depth specified above. • Disturbed soil samples will be obtained employing split-barrel sampling procedures in general accordance with the procedures for"Penetration Test and Split-Barrel Sampling of Soils, (ASTM D1586)." • Undisturbed soil samples will be obtained using thin-wall sampling procedures in accordance with "Thin Walled Tube Sampling of Soils, (ASTM D 1587)." • Standard penetration tests (SPT) will be recorded in granular soils. • GPS coordinates, obtained in the field at the boring locations, will be recorded using a commercially available Garmin handheld GPS model Etrex Venture using NAD 83 map datum. • Groundwater readings will be obtained during drilling and immediately upon completion of the drilling operations and 24-hours after completion of the field operations, if possible. • After obtaining the delayed groundwater readings, the open boreholes will be backfilled with excess soils obtained during the drilling operations. Scope of Laboratory Testing Program • Supplementary Visual Classification (ASTM D 2487) • Water Content Tests (ASTM D 2216) • Atterberg Limits Tests (ASTM D 4318) • Unconfined Compressive Strength Tests (ASTM D 2166) • Percent Material Finer Than The#200 Sieve Tests (ASTM D 1140) • Modulus Damping of Soils by Resonant Column Method Tests (ASTM D4015), (1 test per boring). • Sulfate Ion Concentration Tests (Method 9056) (2 tests per boring). All phases of the laboratory testing program will be performed in general accordance with applicable ASTM Specifications. All field and laboratory test results will be included on the boring logs or provided in the report. Geotechnical Engineering Report AMDEND. NO. 2 EXHIBIT"A" Page 5 of 8 K\Engineering DataExchange\ENNIFER\WATER\E11066 ONSWTP HIGH SRVC BLDG NO.3\AMENDMENT NO.2\Exhibit Adocx In addition to the field and laboratory testing, a geotechnical engineering report will be provided for the proposed project. The report will be prepared in general accordance with the City's Scope of Work Document. In addition, a review will be conducted of the results of the soils exploration and foundation and pavement recommendations provided in Rock Engineering and Testing Laboratories' (RETL) geotechnical report, G110197, for the ONSWTP Raw Water Influent Improvements (City Proj. No. 8643), for this analysis. It should be noted that shear modulus and Poisson's ratio values will be provided for clay soils only. Poisson's ratio values will be derived from empirical equations. L-Pile design parameters will also be provided in the report. The Fee includes the field investigation, laboratory testing, foundation and pavement recommendations and report preparation. The following items will be added to the final invoice as required: 1. Additional drilling required due to subsurface conditions: $95.00 per linear foot. 2. Standby time: $275.00 per hour/per company. 3. Cores: $300.00 per core. Services provided by Engineer under this Agreement will be performed in a manner consistent with the degree of care and skill ordinarily exercised by members of the same profession currently practicing under similar circumstances. The Client shall provide for Engineer's right to enter the property owned by the Client and/or others and assure that the boring locations are clear of underground utilities and accessible to drilling equipment in order for Engineer to fulfill the Scope of Services included hereunder. The City will pay the A/E a fixed fee for providing for all "Basic Services" authorized as per the table below. The fees for Basic Services will not exceed those identified and will be full and total compensation for all services outlined in Section I.A.1-4 above, and for all expenses incurred in performing these services. The fee for this project is subject to the availability of funds. The Engineer may be directed to suspend work pending receipt and appropriation of funds. For services provided, NE will submit monthly statements for services rendered. The statement will be based upon NE's estimate (and with City's concurrence) of the proportion of the total services actually completed at the time of billing. City will make prompt monthly payments in response to NE's monthly statements. B. Fee for Additional Services. For services authorized by the Director of Engineering Services under Section I.B. "Additional Services," the City will pay the NE a not-to-exceed fee as per the table below: AMDEND.
