TO CONTRACT FOR
PROFESSIONAL SERVICES
The City of Corpus Christi,Texas hereinafter called"CITY",and HDR ENGINEERING,INC., hereinafter called
"ENGINEER," agree to the following amendment to the Contract for Professional Services for Bayfront
Development Plan, Phase 3-BOND 2008 (Project No. 6511), as authorized and amended by:

Amendment No. 5 February 19, 2012 Administrative Approval $5,500.00
Amendment No. 6 March 20, 2014 Administrative Approval $38,770.00
Amendment No. 7 October 28, 2014 Administrative Approval $24,150.00
• EXHIBIT "A", PART 1. SCOPE OF SERVICES, SECTION A. BASIC SERVICES, Item No. 4
Construction Administration Services shall be modified to include site coordination, sketches and
exhibits which were unanticipated and will close out the services of this contract item as shown on the
attached Exhibit"A".
• EXHIBIT"A",PART 3. FEES shall be modified as shown on the attached Exhibit"B"for a revised fee not
to exceed$30,500.00(Thirty Thousand Five Hundred Dollars and Zero Cents),for a total restated fee
not to exceed$1,353,196.70(One Million Three Hundred Fifty Three Thousand One Hundred Ninety
Six Dollars and Seventy Cents).
All other terms and conditions of the June 19, 2009 contract and amendments between the City and
Consultant will remain in full force and effect.

Dear James Harris, P.E.,
I am requesting an Amendment to Project #6511 to supplement the funding for Construction
Administration Phase of the Project. The Amendment addresses unanticipated additional RFI's,
efforts in collaborating with City Construction, and extension of Construction Administration
services.
The Project has been a dynamic one with significant design changes being implemented by the
City during construction, to better serve the citizens of Corpus Christi. These design changes
included removal of the reverse-in parking, shifting or widening of the median, shifting the lane
configuration, William Street modification, and Lawrence Street modification. The changes
resulted in additional RFI responses, coordination with City Construction, and the Contractor; all in
an effort to ensure continuity, avoid confusion, and to ensure changes are understood by all
parties involved for the successful completion of the Project. The design changes will also require
additional time for the record drawing effort to reconcile all changes associated with the project.
The Bayfront Project is highly visible and an important attraction for the Corpus Christi citizens,
stakeholders, and political representatives. In addition, HDR has made themselves available
beyond the current Bayfront contract of four hours per week in order to collaborate with City
Construction and the Contractor in progressing the Project. Additional effort was expended in the
form of office meetings, field meetings, phone conferences, and creation of additional exhibits.
The Bayfront Construction Administration Phase was estimated to last 14 months. The 14
months concluded in November 2014. The Contractor started construction in October 2013, and
the latest schedule (enclosed) shows Project completion in January 2015, pending good weather.
Based on our site visits and discussions with both the Contractor and City Construction,
construction is expected to extend through February. Therefore, HDR requests the Construction
Phase Administration be extended an additional three months to the end of February 2015.

For these reasons, HDR is requesting $25,500 for work through December 31st for the effort
associated with additional site visits, meetings, and coordination as described previously. HDR is
also requesting $5,000 to extend the Construction Administration services from January 1, 2015
through February 28, 2015 as per the Contractor's schedule and additional record drawing effort.
The total for Amendment#8 is $30,500. We appreciate your consideration and look forward to a
successful project completion.

DEFINITIONS
a. "Board member." A member of any board, commission, or committee appointed by the
City Council of the City of Corpus Christi,Texas.
b. "Economic benefit". An action that is likely to affect an economic interest if it is likely to
have an effect on that interest that is distinguishable from its effect on members of the public
in general or a substantial segment thereof.
c. "Employee." Any person employed by the City of Corpus Christi, Texas either on a full or
part-time basis, but not as an independent contractor.
d. "Firm." Any entity operated for economic gain, whether professional, industrial or
commercial, and whether established to produce or deal with a product or service, including
but not limited to, entities operated in the form of sole proprietorship, as self-employed
person, partnership, corporation,joint stock company,joint venture, receivership or trust, and
entities which for purposes of taxation are treated as non-profit organizations.
e. "Official." The Mayor, members of the City Council, City Manager, Deputy City
Manager, Assistant City Managers, Department and Division Heads, and Municipal Court
Judges of the City of Corpus Christi,Texas.
f. "Ownership Interest." Legal or equitable interest, whether actually or constructively held,
in a firm, including when such interest is held through an agent, trust, estate, or holding
entity. "Constructively held" refers to holdings or control established through voting trusts,
