AMENDMENT NO. 11
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas hereinafter called "City", and PIPELINE ANALYSIS, LLC, agree to the following
amendments to the Contract for Engineering Services for Citywide Hydraulic Model-Sanitary Sewer Overflow

EXHIBIT "A", SECTION 1. SCOPE OF ENGINEERING SERVICES shall be amended to address requirements
of the EPA Consent Decree as specified in in the attached Amendment No. 11 Exhibit "A".
Exhibit "A", SECTION 3. FEES shall be amended and is attached as Amendment No. 11 Exhibit "A" for a
revised fee not to exceed $45,865.70 (Forty-Five Thousand Eight Hundred Sixty-Five Dollars and Seventy
Cents), for a total restated fee not to exceed $2,602,001.70 (Two Million Six Hundred Two Thousand One
Dollar and Seventy Cents). Monthly invoices shall be submitted in accordance with the attached Exhibit "B".
All other terms and conditions of August 24, 2010 contract between the City and Engineer, and any amendments
to that contract, which are not specifically addressed herein shall remain in full force and effect.

Per your request we have prepared Amendment No. 11 to address requirements of the pending EPA
Consent Decree. Amendment No. 11 was previously approved by the City Legal Department thru Lloyd
Gosselink Attorneys and Counselors. The_Lift_Slatipn Overflow_Response_Plan requires informatisa.
regarding lift station failures to be included in theprogram manual. Specifically, EPA requires the
,predicted 1. . .. of i e fi SSO resultin_ from a lift station�ure and the time from failure to SSI.
This information is required in Appendix B of the SSORP Manual. Amendment 11 provides for the
increased level of effort required to determine this information for every (total of 99) lift station within
the Corpus Christi wastewater collection system. Pipeline Analysis, LNV, Inc. and Coym, Rehmet &
Gutierrez,L.P. will provide the evaluation and reporting of this required information. The data compiled
will be incorporated into Appendix B by HDR. Following is a summary of the total funds requested for
Amendment No. 11:

The following tasks will be performed under this amendment:
• Modify pump controls at each lift station, one at a time, to simulate a
power failure.
• Run extended period simulation (EPS) models under the average dry
weather day scenario(one run for each lift station).
• Review modeling results and adjust modeling time step (minimum of 5
minutes) as necessary to accurately identify the time at which the
overflow occurs.
• Analyze,interpret,validate and record modeling results.
• Prepare tabular deliverable which will include manhole ID and time (where and
when)the first overflow occurred during each lift station analysis.
The total amount of this Amendment is shown in the table below and supported in the man-hour
breakdowns from each firm,Attachments"A" &"B".
The total amount of this Amendment is$45,865.70 as shown in the breakdown on Attachment"A". The
man hour and fee analysis for this Amendment is shown in Attachment "B". I have also attached the
project schedule for the work as shown in Attachment"C". Per the City request, this work effort will be
performed without extending the current hydraulic model delivery date.

Task 14—EPA Consent Decree Analysis
CITY PROJECT E10015
BACKGROUND
The approach to the hydraulic modeling of the wastewater collection system is organized around the
City's objectives for this project:
• Reduction in Sanitary Sewer Overflows
• Cost controls and Least Cost Alternatives
• Attainment of long-term Infiltration/Inflow solutions
• Collection System Capacity Assurance
• Regulatory compliance
• Customer satisfaction
GENERAL INFORMATION
During recent conversations, EPA is requiring additional information be included in the Sanitary
Sewer Overflow Response Plan(SSORP) Manual which includes identifying where and when
the first overflow would occur at each lift station if a power failure took place. This information
will be compiled in Appendix B of the SSORP Manual. Additional analysis and modeling will
need to be performed for each of the 99 lift stations within the collection system.
OBJECTIVES

ADDITIONAL SERVICES TASK 14—EPA Consent Decree Analysis
The development of a hydraulic model for the six wastewater service areas ensures consistent assessment
of future growth, maintenance and system capital requirements for current and future conditions. EPA
negotiations of the Consent Decree has identified a need for additional information required by EPA to be
included in the Sanitary Sewer Overflow Response Plan (SSORP). This Amendment 11 will develop the
required information which was not included in the original project scope of services.
SCHEDULE
The ENGINEER'S services shall be performed in a timely manner consistent with sound professional
practices. The ENGINEER will complete the work according to the following revised schedule:

The time limits set forth in the schedule shall include allowances for reasonable and expected review time
by the CITY and approval by authorities having jurisdiction over the PROJECT, and shall not be allowed
as cause for delay or adjustments to the schedule. Delays in the design critical path caused by review
times by the CITY or a permitting agency exceeding those anticipated by the ENGINEER'S schedule are
cause for adjustments in the schedule. Any adjustments made to the agreed upon schedule shall be made
in writing and acceptable to both parties.
The ENGINEER shall begin work within 10 days of receipt of the executed CONTRACT
AMENDMENT and/or written Notice to Proceed.

DEFINITIONS
