HomeMy WebLinkAboutC2015-275 - 9/22/2015 - NA CITY OF CORPUS CHRISITI CONTRACT FOR PROFESSIONAL SERVICES This AGREEMENT is between the City of Corpus Christi, Texas, a Texas home-rule municipal corporation, "CITY", acting through its duly authorized City Manager or designee ("City Engineer"), and LNV, Inc., a Delaware corporation, acting through its duly authorized representative who is Dan S. Levendecker, P.E., President(ENGINEER), which agree as follows: 1. DECLARATIONS. "CITY" desires to engage "ENGINEER" to provide services in connection with City's project, described as follows: City Water Model Update (Prosect No. E15177) "Project". 2. SCOPE OF WORK. "ENGINEER" shall provide services for the PROJECT in accordance with the accompanying Letter, Scope of Services, and Fee attached as Exhibit "A". 3. FEE. The "CITY" agrees to pay the "ENGINEER" for services provided in accordance with Exhibit"A", Scope of Services, and Fee under this AGREEMENT,a total fee not to exceed $49,900.00, (Forty-Nine Thousand Nine Hundred Dollars and Zero Cents). Monthly invoices shall be submitted in accordance with Exhibit "B". 4. INDEMNIFICATION AND HOLD HARMLESS. The "ENGINEER" agrees to indemnify, save harmless and defend the"CITY", and it's agents, servants,and employees as more fully set forth in Exhibit "C". 5. OWNERSHIP OF DOCUMENTS. All documents including contract documents (plans and specifications), record drawings, contractor's field data and submittal data will be the sole property of the City and may not be used again by the Engineer without the express terms written consent of the Director Capital Programs. (TBD) Dear Mr. Shoemaker, In response to the City's request, please allow this letter to serve as our formal contract for initiating Engineering services associated with the City of Corpus Christi Water model update. PROJECT DESCRIPTION: The City of Corpus Christi, Texas, hereinafter called "City", and LNV, Inc. hereinafter called "Engineer", agrees to the following Contract for Engineering services associated with the above referenced project. The model update includes input of new distribution infrastructure into the existing model and recalibrating and verifying the model of the distribution system using data loggers and SCADA. I. SCOPE OF SERVICES: A. Additional Services 1. Water Model Update Description This effort includes updating and upgrading the City's existing "All-Pipes" model to an "All-Pipes Valve" model using InfoWater software. The existing model consists of an "All-Pipes" model in which the total length of system piping is schematically represented without including hydraulically insignificant valves, fittings, and nodes along the pipes. This existing model contains model pipe segments that consist of multiple GIS segments which creates a one-to- many relationship between the InfoWater model and the GIS database. To maintain consistency with the City's GIS database easily, an "All-Pipes Valve" model will be setup using InfoWater. An "All-Pipes Valve" model maintains the level of detail of the GIS database and preserves a one-to-one relationship between GIS elements and their corresponding elements in the InfoWater model. Due to their one-to-one relationship, there will be an easier exchange between the City's GIS database and the InfoWater model. However, SMALL A/E AGREEMENT EXHIBIT"A" Page 1 of 4 due to the increased size of the model, scenario processing and demand allocation will be slower. Previous demand allocation and model calibration tasks were conducted in the early part of 2012. These tasks consisted of updating existing customer demands based on ONSWTP production data and customer billing data over a 12 month period from August 2008 to August 2009 (max demand year from June 2008 to June 2011), allocating the customer consumption data, and calibrating the model with previously collected field data. a. Standard Operating Procedures Coordination The NE will: i. Coordinate a meeting with City Operator personnel to establish an understanding of the current operating procedures for ONSWTP, system pump stations, storage tanks, and control valves. ii. Develop a simple questionnaire to be filled out by City. The questionnaire will address the main issues regarding standard operating procedures. iii. Present industry standard general characteristics of typical proposed operating procedures for modeling, planning, etc. b. Data Collection/Evaluation The NE will: i. Import the GIS database into InfoWater without reduction of any of the distribution network 1. The GIS database will need to include all pipe segments, valves, hydrants, pumps, tanks, etc. ii. Collect and manually insert hydraulic components into the model including 1. Junction elevation — using USGS DEM files and 2 foot contours 2. Tank characteristics 3. Pump curves 4. Pump and valve controls 5. Reservoir levels iii. Allocate water demands to the model network based on previous calibration efforts conducted for existing "All-Pipes" model c. Steady-State Model Calibration The NE will: i. Develop the system's standard Roughness Table by placing all pipes into categorical groups based on diameter, material, and age ii. Provide City with exhibit identifying required locations for SCADA and Pressure Logger recordings iii. Organize and evaluate all calibration data (SCADA and data loggers) previously provided by the City. Import the calibration data into the InfoWater model. iv. Perform model calibration with the Calibrator tool so that HGLs are within 5 ft and flows are within 10 percent as recommended by AWWA M32. Differences between the modeling results and the SCADA readings are used to calibrate the model and/or identify locations where field crews may be required to provide SMALL A/E AGREEMENT EXHIBIT"A" Page 2 of 4 additional field investigation to locate valve closures or incorrect data in the system. v. Conduct a sensitivity analysis on the key modeling parameters (roughness, demands, pump curves, etc.) to determine which factors strongly affect flows and pressures. d. Extended Period Simulation The NE will: i. Input operation parameters collected from Standard Operating Procedures Coordination. ii. Establish EPS time interval and run time duration. Input the default demand patterns, pump controls, and other EPS modeling parameters. iii. Perform Extended Period Simulation (EPS) calibration with the calibration data previously provided by the City. System configuration and system condition were previously calibrated during the steady-state calibration process. For the EPS calibration process, the focus will be on the model's reaction to changes in demand over time and the demand itself. To accomplish this, the EPS calibration process involves refining the consumption diurnal demand patterns for the various users and better defining the base demand for those same types of users. II. The City will pay the NE a fixed fee for providing for all "Basic Services" authorized as per the table below. The fees for Basic Services will not exceed those identified and will be full and total compensation for all services outlined in Section I.A.1-4 above, and for all expenses incurred in performing these services. The fee for this project is subject to the availability of funds. The Engineer may be directed to suspend work pending receipt and appropriation of funds. For services provided, NE will submit monthly statements for services rendered. The statement will be based upon A/E's estimate (and with City's concurrence) of the proportion of the total services actually completed at the time of billing. City will make prompt monthly payments in response to NE's monthly statements. B. Fee for Additional Services. Fee for Additional Services: Fees for Additional Services shown in the following table are an allowance for potential services to be provided as part of the project, and are subject to modification by the OWNER based on the actual needs of the project. Work will not begin on any Additional Services until requested in writing by the SUBCONSULTANT and ENGINEER, and until written authorization to proceed with the additional services is provided by the OWNER's Director of Engineering Services. Fees for Additional Services will be negotiated by the OWNER's Director of Engineering Services, the ENGINEER, and the SUBCONSULTANT as required. Following successful negotiation of Fees for Additional Services, ENGINEER will pay SUBCONSULTANT a fixed, not-to-exceed fee for providing additional services. SUBCONSULTANT's invoice for additional services shall be based upon SUBCONSULTANT's estimate (and ENGINEER's Concurrence) of the proportion of the total services actually completed at the time of billing. This Indemnification does not apply to any liability resulting from the negligent acts or omissions of the City of Corpus Christi or its employees, to the extent of such negligence. Consultant must, at City's option, defend Indemnitee and with counsel satisfactory to the City Attorney. Consultant must advise City in writing within 24 hours of any claim or demand against City or Consultant known to Consultant related to or arising out of Consultant's activities under this Agreement.
