HomeMy WebLinkAboutC2015-288 - 9/28/2015 - NA CITY OF CORPUS CHRISTI AMENDMENT NO. 2 TO CONTRACT FOR PROFESSIONAL SERVICES The City of Corpus Christi, Texas hereinafter called "City", and RUSSELL CORROSION CONSULTANTS, LLC, agree to the following amendments to the Contract for Professional Services for Mary Rhodes Pipeline Periodic Corrosion Monitoring (Project No. E13068), as authorized and administratively amended by: Original Agreement July 23, 2013 Administrative Approval $29,730.00 Amendment No. 1 July 29, 2014 Motion No. M2014-101 $46,095.00 EXHIBIT "A" shall be amended to provide for the mitigation and/or continued mitigation of stray current for the Mary Rhodes Pipeline as specified in the attached Amendment No. 2 Exhibit "A". Exhibit "A", FEES shall be amended and is attached as Amendment No. 2 Exhibit "A" for a revised fee not to exceed $49,760.00 (Forty-Nine Thousand Seven Hundred Sixty Dollars and Zero Cents), for a total restated fee not to exceed $125,585.00 (One Hundred Twenty-Five Thousand Five Hundred Eighty-Five Dollars and Zero Cents). Monthly invoices shall be submitted in accordance with the attached Exhibit "B". All other terms and conditions of the July 23, 2013 contract between the City and Engineer, and any amendments to that contract, which are not specifically addressed herein shall remain in full force and effect. Box 9277 Corpus Christi,Texas 78469-9277 Subject: Revised Proposal for Design and Bid Engineering Services For Corrosion Control Upgrades of the Mary Rhodes Pipeline Dear Mr. Deng: Russell Corrosion Consultants, Inc. (RCC) is pleased to submit this revised proposal to provide design and bid engineering services for the recommendations made in the 2013 RCC survey report for the Mary Rhodes Pipeline. The purpose of the proposed follow-up engineering services is to provide for the mitigation and/or continued mitigation of stray current at the locations identified in the 2013 survey report. Under this scope of services, RCC will provide the design and bid engineering services relevant to the corrosion protection measures mentioned above. The stray current mitigation systems help preserve the operating integrity of this critical pipeline for the City's water supply system. The following is the Scope of Work for the Design and Bid Engineering Services: Tasks Design Phase 1 Prepare in 90%, 100% and final signed and sealed format, plans, specifications, and details for corrosion protection systems for a single construction contract that includes the recommendations from the 2013 Survey. The recommendations include the installation of CMS 6 (Anode) test stations at nine locations. Review the 90% and 100% documents with City engineer. Additional Services 2. Conduct a project kick-off meeting with City engineer to discuss the plan of action and overall project schedule. 3. Conduct a site visit to make site sketches of existing conditions and obtain photographs of the proposed work sites to be included on the design drawings. 4. Attend pre-bid meeting and bid opening. 5. Prepare addenda in City Format. 6. Review and analyze contractor bids and recommend contract award. 7. Make revisions for re-advertisement. 8. Review contractor's material, qualifications, and final test report submittals. Up to 33 hours will be provided for these reviews. AMEND. NO. 2 EXHIBIT"A" Page 1 of 2 • i11, LLL CORAOSIONCONSULT4NTS;LIC Fees Based on the scope of work identified above, the lump sum design fee (Task 1) is $24,000.000 and the estimated Not-to-Exceed Fee for Additional Services(Tasks 2 through 8) is$25,760.00 for a Total project Cost of $49,760.00. A spreadsheet showing the breakdown of the fees for Additional Services is attached.The relevant engineering rates are as follows: Personnel Hourly Billing Rate Sr. Project Manager $ 155.00 Project Manager $ 135.00 Corrosion Engineer $ 110.00 CADD/Technician $ 85.00 Staffing I (Michael J. Szeliga, P.E.)will be RCC's Sr. Project Manager for this work. I have directed the corrosion engineering work associated with the previous corrosion control designs for the Mary Rhodes Pipeline as well as the stray current evaluation of petroleum pipeline crossings along the Mary Rhodes Pipeline as well as the periodic surveys of the corrosion control systems. I was the RCC Project Manager for our work for South Texas Water Authority where we tested the electrical continuity of approximately 30 miles of reinforced concrete water transmission pipeline and upgraded 10 miles of pipeline with galvanic cathodic protection. I was also the Project Manager for our work for the Lavaca Navidad River Authority where we assisted with their annual corrosion protection surveys. I directed the corrosion evaluation for the City of Dallas Tawakoni Pipeline as well as projects for North Texas Water and Tarrant Regional Water District. I am a Licensed Professional Engineer in Texas and am certified by NACE International as a Corrosion Specialist and as a Cathodic Protection Specialist. I have extensive experience with corrosion control for water pipelines and specifically with the City's facilities. RCC practices professional corrosion engineering services only.We do not sell or install corrosion control systems. Our engineering recommendations and designs are prepared without regard to proprietary systems or components and are always in the best interest of our clients. The hourly rates in this proposal are valid for work performed prior to June 31, 2016. RCC invoices monthly and payment terms are net 30 days. We would request that the City provide our field engineer with a representative that would assist us with the location of and access to the test sites.
