Stevens Water Treatment Plant Interim Sludge Management Improvements (Project No. E13052), as authorized and amended by: Original NE Agreement September 16, 2014 Motion No. M2014-119 $119,600.00 EXHIBIT "A", SECTION I. SCOPE OF SERVICES, PART A. BASIC SERVICES shall be amended to include additional Preliminary Phase Services as specified on the attached Amendment No. 1 Exhibit "A". EXHIBIT "A", SECTION II. SCHEDULE shall be amended as specified on the attached Amendment No. 1 Exhibit "A". EXHIBIT "A", SECTION III. FEES shall be amended as specified in Amendment No. 1 Exhibit "A" for a revised fee not to exceed $37,330.00 (Thirty-Seven Thousand Three Hundred Thirty Dollars and Zero Cents), for a total restated fee not to exceed $156,930.00 (One Hundred Fifty-Six Thousand Nine Hundred Thirty Dollars and Zero Cents). Monthly invoices shall be submitted in accordance with Exhibit "B". All other terms and conditions of the September 16, 2014 contract between the City and Engineer, and any amendments to that contract, which are not specifically addressed herein shall remain in full force and effect. E13052 PROJECT DESCRIPTION: This project will provide the City of Corpus Christi O.N. Stevens Water Treatment Plant (ONSWTP) with an Engineering Letter Report recommending an immediate solution to restore a portion of the sludge storage capacity at ONSWTP. The consultant will identify and evaluate each of the study alternatives, review current sludge permitting status at ONSWTP, and evaluate each alternative in accordance with all federal, state and local laws and regulations.The consultant will also evaluate the alternatives based on expected cost, constructability, and the feasibility of implementing each alternative within the $2 million project budget. Finally, the consultant will recommend the best alternative to restore sludge capacity within project budget and without interrupting ONSWTP normal operations. Upon completion of the Final Engineering Letter report, the consultant will submit an NE contract amendment for the remaining basic and additional services required to implement the recommended alternative. SCOPE OF SERVICES: 1. Preliminary Phase 1.1 Meetings and Workshops Meet as needed with City staff and other agencies to define the project concept and review deliverables. 1.2 Data Collection & Review Review previously developed sketches, designs, and/or engineering reports provided by City. This task will also include a review of current permits held by the City that are associated with sludge removal and disposal. 1.3 Site Visits (Pollywog Ponds and others, as applicable) Confirm, evaluate, and field-verify existing site conditions. (City will provide record information and data as available from City Engineering files). Particular attention will be given to the assessment of the Pollywog Ponds current condition. capacity, and ability to receive sludge. City Proj. Up to 2 other alternatives 1.5 Alternative Research and Analysis Research and analyze the alternatives, chosen for evaluation, for characteristics that will impact their feasibility and efficiency, including fatal flaw analysis, cost analysis, and coordination with other ongoing ONSWTP projects. This task will also include limited sampling and laboratory testing for preliminary dewaterability and chemical usage estimates. 1.6 Alternative Evaluation and Recommendation The consultant will evaluate alternatives based on various factors including constructability, permitting requirements, capital and O&M costs, transportation, sludge removal capacity, and conformance to project scope, schedule and budget. The consultant will make a recommendation based on the evaluation and engineering judgement. 1.7 Draft Report Preparation (Including Exhibits and Cost Estimates) Compile all research, analysis and recommendations into a draft Engineering Letter Report, which will include preliminary cost estimates and exhibits showing the schematic layout of alternatives. Upon acceptance of the Engineering Letter Report's recommendations and City authorization, the consultant will submit a second contract amendment for the remaining basic and additional services. Upon authorization of Amendment No. 2 and Notice to Proceed (NTP)the consultant will proceed with 60% design of the selected alternative.
