HomeMy WebLinkAboutC2015-312 - 10/15/2015 - NA SMALL A/E AGREEMENT for Architect/Engineer Consultant Services This AGREEMENT is between the City of Corpus Christi,Texas, a Texas home-rule municipal corporation, "CITY",acting through its duly authorized City Manager or designee("CITY ENGINEER"), and DLR Group,Inc.of Texas, a Texas corporation, acting through its duly authorized representative who is James Conley, Vice President"CONSULTANT", which agree as follows: 1. DECLARATIONS."CITY"desires to engage"CONSULTANT"to provide services in connection with City's project,described as follows: Detention Facility Planning Assessment(Project No.El 5189)"PROJECT". 2. SCOPE OF WORK. "CONSULTANT"shall provide services for the"PROJECT"in accordance with the accompanying Letter, Scope of Services, and Fee attached as Exhibit "A". 3. FEE. The "CITY" agrees to pay the "CONSULTANT" for services provided in accordance with Exhibit"A", Scope of Services, and Fee under this AGREEMENT, a total fee not to exceed$26,500.00(in figures), (Twenty Six Thousand Five Hundred Dollars and Zero Cents) (in words). Monthly invoices will be submitted in accordance with Exhibit"B". 4. INDEMNIFICATION AND HOLD HARMLESS. The "CONSULTANT" agrees to indemnify, save harmless and defend the "CITY", and it's agents, servants, and employees as more fully set forth in Exhibit"C". 5. OWNERSHIP OF DOCUMENTS. All documents including contract documents (plans and specifications), record drawings, contractor's field data and submittal data will be the sole property of the City and may not be used again by the Consultant without the express terms written consent of the Director of Capital Programs. Dear Gustavo, DLR Group has developed the following task plan to address the project requirements and the project deliverables for the planning assessment of the city detention center of Corpus Christi, Texas, The DLR Group team will produce and organize its findings in a City Detention Center Master Plan Report. Task 1: Data Collection DLR Group will review current space requirements from documents received from the City and input from the facility user group related to their general concerns and needs for their present and future facility needs. Task 2: Facility Survey and User Interview DLR group will tour the existing Detention Center facility. We will Interview representatives of the user groups in the Detention Center to gather input. Developing an understanding of existing operations as well as physical constraints will allow the project team to identify opportunities for the future operational environment of the Detention Center. Task 3: Develop Space Standards Program The space standard program will identify functional space elements,with square footage estimate, based on an analysis of current and future operational practices. Current space standards recommended in publications such as The American Corrections Association(ACA)and Texas Commission on Jail Standards (TCJS) as well as office space standards adopted by the City of Corpus Christi will be utilized where applicable. The team will identify proper functionality requirements of the City detention facility/booking center,based on the procedural requirement and the national standards in compliance with recommendations by American Correctional Association (ACA) for local City detention centers. In conjunction with the evaluation of the existing facility utilization, the space standards developed for the detention functions will form the basis for projecting future space needs. Task 4: Project Future Space Requirements and Cost Estimate Based on the forecast of future incarceration requirements develop long-term facility needs for the Detention Center. The accepted space standards developed will be applied in the development of the net square footage requirement for individual functional spaces within the detention center. In conjunction with the net space requirements of individual functional areas projected, appropriate building grossing factors and departmental circulation factors,based on the projected activities to be accommodated within respective area, will be applied in the development of the total facility space needs estimate. EXHIBIT "A" Page 1 of 3 DLR Group will develop a conceptual opinion of cost for the planned construction of the Detention center, based on the space requirement estimate and the applicable construction unit costs.The final operations and space program will be reviewed in detail with the City for approval. Schedule: The development of the Detention Center Facility planning report is estimated to take six to eight weeks to complete. The DLR Group project team will develop the space requirements and go over its findings with stakeholders and the Detention Center.The City will review the draft document and return their comments to the DLR Group team in two weeks. The DLR group team will include comments received and submit the final report in two weeks. The total time schedule for completing the work Is 24 weeks. Reference information to be provided to DLR Group team by the City of Corpus Christi: 1. Most recent building study documents/plans prepared for the Detention center. 2. City of Corpus Christi general plan,if available. 3. Set of existing floor plans for detention center. 4. Any reports from surveys or inspections. 5. City office and workstation space standards. 6. Historical inmate population data(10 years), Detention days served per year and average length of stay. 7. Information on current staffing requirements. Compensation: The total lump sum fee for this project is $26,500, which includes a basic service fee of $24,900 and project expenses of $1,600 for one person trip and production expense. An average travel expense budget of$1,350 per trip, based on a two-day on-site, airfare, two nights of lodging, three days per dims,rental car costs,and miscellaneous costs, is used for the development of the project expense estimate. The DLR Group staff hourly rates for staff are: Jail Planner, Specialist $195/hour, Architect is $150/hour, Technical staff$110/hour and Administrative staff is$80/hour. This Indemnification does not apply to any liability resulting from the negligent acts or omissions of the City of Corpus Christi or its employees, to the extent of such negligence. Consultant must, at City's option, defend Indemnitee and with counsel satisfactory to the City Attorney. Consultant must advise City in writing within 24 hours of any claim or demand against City or Consultant known to Consultant related to or arising out of Consultant's activities under this Agreement.
