AMENDMENT NO. 7
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas, a Texas home-rule municipal corporation ("City") and Carollo Engineers, Inc.
("Consultant"), agree to the following amendments to the Contract for Professional Services for New Broadway
Wastewater Treatment Plant(Prosect No. 7293):

Exhibit "A", Scope of Services shall be amended as set forth in the attached Amendment No.7, Exhibit "A".
Exhibit "A", Fees shall be amended based on the modified scope of services in the attached Amendment No. 7,
Exhibit "A" for a fee not to exceed $49,980.00, for a total restated fee not to exceed $8,445,142.00. Monthly
invoices will be submitted in accordance with the Payment Request as shown in Exhibit"B".
All other terms and conditions of the December 1, 2006 Contract for Professional Services between the City and
Consultant, and of any amendments to that contract,which are not specifically addressed herein shall remain in full
force and effect.

NEW BROADWAY WASTEWATER TREATMENT PLANT
PROJECT NO. 7293
SECONDARY CLARIFIER DESIGN MODIFICATIONS TO 30 MGD
1.0 BACKGROUND
The City of Corpus Christi (City) has retained Carollo Engineers, Inc. (ENGINEER)to provide
professional engineering services to complete the New Broadway Wastewater Treatment Plant
(NBWWTP). This Amendment No. 7 provides for Design Engineering Services associated with
a change in the existing Contract Documents as originally bid from construction of four
Secondary Clarifiers providing a peak 2-hour flow capacity of 40 mgd, to three Secondary
Clarifiers providing a peak 2-hour flow capacity of 30 mgd.
2.0 PURPOSE
This Amendment No. 7 establishes the Scope of Work, the Time of Performance, and the
Engineering Services Budget for Design Services to be provided by the ENGINEER for the City.
The engineering services will consist of the following:
• Task 100— Project Management and Meetings
• Task 200—Quality Management
• Task 300—Subconsultant Services
• Task 500— Design Modification -Secondary Clarifiers and RAS Pump Station
• Task 600— Permitting and Agency Coordination
3.0 PROJECT ELEMENTS
The scope of services presented herein is based on a project that consists of the major
elements summarized below:
1. Construction Document Preparation
a. Modify the existing Phase 2 Secondary Clarifier design to reflect the delayed
construction of Clarifier 4 as follows:
1) Update General Sheets (Drawings 01-G-06, 01-G-13, 01-G-14, and 01-G-19)
2) Update Site Development Sheets, and re-design site drainage at Clarifier 4
(Drawings 01-C-01, 01-C-03 and 01-C-04)
3) Update Yard Sheets, and modify yard piping (Drawings 01-Y-01, 01-Y-03, 01-
Y-22, 01-Y-26, and 01-Y-27)
4) Increase area for hydroseeding (Drawings 01-L-01, 01-L-02, and 01-L-11)

5) Modify the walkway structure between Secondary Clarifiers 3 and 4 to
accommodate support of the walkway in lieu of construction of Secondary

6) Re-route the non-potable water(NPW) line to serve Clarifier 3 directly from

2) Partial construction of the RAS/WAS Pumps and piping (Drawing 25-M-01,
and 25-M-02)
3) Modify electrical design as required (Drawing 25-E-01, 25-E-02, 25-E-03, and
32-E-01)
4) Modify Process and Instrumentation Diagrams (P&IDs) as required (Drawing
25-N-04)
c. Modify Clarifier 3 to allow draining by gravity
1) Add wall pipe for drain line (Drawing 24-S-01, 24-S-03, 24-M-01)
2) Route new plant drain line to influent 48-inch diameter sewer via an new 8-
inch diameter drain line to a new manhole on the existing 48-inch diameter
influent sewer line (Drawing 01-Y-03)
2. Permitting and Agency Coordination Services
a. Prepare a Summary Letter of Transmittal to TCEQ summarizing the design changes
4.0 SCOPE OF SERVICES
TASK 100 PROJECT MANAGEMENT AND MEETINGS
Task 101 - Project Management, Planning and Reporting
Plan, organize, staff, direct, manage, coordinate, and report work tasks of project team including
subconsultants. Manage project budget, schedule, and invoicing.

Deliverables:
a. Monthly progress reports, schedule updates, and invoices
Task 102 - Design and Contract Document Coordination Meetings
Prepare for, conduct, and perform follow-up actions for up to two design coordination meetings
with Project Team. The purpose of the meetings will be to coordinate upcoming activities of the
various disciplines engaged in the design. It is assumed that each meeting will last up to 2
hours.
Deliverables:
a. Agendas, meeting minutes, action and decision log updates
b. Monthly design coordination status report as part of monthly project status reports
TASK 200 QUALITY MANAGEMENT
Task 201 - Internal Quality Management
Perform quality management activities on Carollo tasks including on-going discipline
coordination, technical review, document review, quality assurance/quality control activities, and
checking.
Task 202 - Subconsultant Quality Management
Apply ongoing QM activities to Subconsultant work efforts including review of deliverables prior
to distribution to City.
TASK 300 SUBCONSULTANT SERVICES
Task 301 -Civil Engineering
It is anticipated that six existing Drawings must be modified to accommodate construction of
Secondary Clarifier 3 without construction of Secondary Clarifier 4, and to provide for draining of
Secondary Clarifier 3 and future Secondary Clarifier 4 by gravity(Drawings 01-G-13, 01-C-01,
01-C-03, 01-C-04, 01-Y-01, and 01-Y-03).
301.1 Subconsultant shall prepare Drawings for the following Project Elements:
1. Update General, Civil, and Yard Sheets for which the Subconsultant is responsible to
reflect Secondary Clarifier 4 as future construction.
2. Re-grading of the site where Secondary Clarifier 4 would have been constructed
3. Modification to Yard Piping as required to delay construction of Secondary Clarifier 4.

4. Addition of an 8-inch diameter drain line and a new manhole on the 48-inch diameter
influent sewer line for the purpose of allowing draining of Secondary Clarifier 3 and
future Secondary Clarifier 4 by gravity.
301.2 Subconsultant shall attend up to two Design Coordination Meetings (Task 102), and one
Project Workshop (Task 103).
301.3 Subconsultant shall provide monthly project status reports.
Deliverables:
a. 90% Drawings for Task 301 (10 hardcopies, and PDF).
b. 90% Cost Estimate for construction of the Project Elements associated with Task 301.
Costs will be determined based on RS Means and by contacting suppliers. (Electronic
PDF and Excel file).
c. Final Drawings for the Project Elements associated with Task 301 (MicroStation, and
PDF).
Task 302 - Landscape Architecture
It is anticipated that three existing Drawings must be modified to accommodate construction of
Secondary Clarifier 3 without construction of Secondary Clarifier 4 (Drawing 01-L-01, 01-L-02,
and 01-L-11).
302.1 Subconsultant shall prepare Drawings and Specifications for the following Project
Elements:
1. Update Landscaping Sheets to reflect Secondary Clarifier 4 as future construction.
2. Increase of area to hydroseed as required to delay construction of Secondary
Clarifier 4.
302.2 Subconsultant shall provide monthly project status reports.
Deliverables:
a. 90% Drawings for Task 302 (10 hardcopies, and PDF)
b. 90% Cost Estimate for construction of the Project Elements associated with Task 302.
Costs will be determined based on RS Means and by contacting suppliers. (Electronic
PDF and Excel file).

It is anticipated that 13 existing Drawings must be modified to accommodate construction of
Secondary Clarifier 3 without construction of Secondary Clarifier 4 (Drawings 01-E-03, 01-E-04,
01-E-06, 01-E-24, 01-E-26, 01-E-32, 01-E-37, 24-E-04, 24-E-06, 25-E-01, 25-E-02, 25-E-03,
and 32-E-01).
303.1 Subconsultant shall prepare Drawings and Specifications for the following Project
Elements:
1. Update General Electrical Sheets to reflect Secondary Clarifier 4 as future
construction.
2. Modification of electrical design as required to delay construction of Secondary
Clarifier 4.
3. Modification of electrical design as required to delay construction of the RAS/WAS
Pumps associated with Secondary Clarifier 4.
303.2 Subconsultant shall attend up to two Design Coordination Meetings (Task 102), and one
Project Workshop (Task 103).
303.3 Subconsultant shall provide monthly project status reports.
Deliverables:
d. 90% Drawings for Task 303 (10 hardcopies, and PDF)
e. 90% Cost Estimate for construction of the Project Elements associated with Task 303.

It is anticipated that 10 existing Drawings must be modified to accommodate construction of
Secondary Clarifier 3 without construction of Secondary Clarifier 4, and to provide for draining of
Secondary Clarifier 3 and future Secondary Clarifier 4 by gravity(General Sheets 01-G-06, 01-
G-14, and 01-G-19, Structural Drawings 24-S-01, 24-S-02, 24-S-03, 24-S-05,
Process/Mechanical Drawings 24-M-01, 24-M-02, and 24-M-03, and l&C Drawing 24-N-04)

501.1 Modify existing Drawings, and develop additional drawings as necessary to show
construction of Secondary Clarifier 3 without construction of Secondary Clarifier 4. It will
be assumed that Secondary Clarifier 4 will still be constructed in the future. It is assumed
that four existing structural Drawings, three existing process mechanical Drawings, and
two existing P&IDs will be modified, and that one Drawing may be added.
501.2 Prepare opinion of probable construction cost for a 90% level of design. Issue to City
along with 90% Drawings. Cost opinion will be a Class 2 Estimate as defined by the
American Association of Cost Engineers (AACE).
Deliverables:
a. 90% Drawings for Task 501 (10 hardcopies, and PDF).
b. 90% Cost Estimate for construction of the Project Elements associated with Task 501.
Costs will be determined based on RS Means and by contacting suppliers. (Electronic
PDF and Excel file).
c. Final Drawings for the Project Elements associated with Task 501 (MicroStation, and
PDF).
Task 502 - RAS/WAS Pump Station Modifications
It is anticipated that three existing Drawings must be modified to accommodate construction of
the RAS/WAS pumps and piping for Secondary Clarifier 3 without construction of the RAS/WAS
pumps and piping for Secondary Clarifier 4 (Process/Mechanical Drawings 25-M-01, and 25-M-
02, and l&C Drawing 25-N-04)
502.1 Modify existing Drawings, and develop additional drawings as necessary to show
construction of the RAS/WAS Pumps for Secondary Clarifier 3 without construction of
the RAS/WAS Pumps for Secondary Clarifier 4. It will be assumed that Secondary
Clarifier 4 will still be constructed in the future. It is assumed that two existing
process/mechanical Drawings, and one P&ID will be modified.
502.2 Prepare opinion of probable construction cost for a 90% level of design. Issue to City

It is anticipated that three existing Yard Drawings must be modified to accommodate

Y-22, 01-Y-26, and 01-Y-27).
503.1 Modify existing yard piping Drawings, and develop additional drawings as necessary to
show construction of Secondary Clarifier 3 without construction of Secondary Clarifier 4.
It will be assumed that Secondary Clarifier 4 will still be constructed in the future. It is
assumed that four existing yard piping Drawings will be modified.
Deliverables:
a. 90% Drawings for Task 503 (10 hardcopies, and PDF).
b. 90% Cost Estimate for construction of the Project Elements associated with Task 503.
Costs will be determined based on RS Means and by contacting suppliers. (Electronic
PDF and Excel file).
c. Final Drawings for the Project Elements associated with Task 503 (MicroStation, and

TASK 600 PERMITTING, AND AGENCY COORDINATION
Task 601 -TCEQ Summary Letter of Transmittal
601.1 Prepare Summary Letter of Transmittal for submission to TCEQ. Meet with TCEQ to
review design at time of submittal.

ASSUMPTIONS AND CITY RESPONSIBILITIES
In addition to specific assumptions presented within Tasks 100 through 900 above and the
assumptions listed in Subconsultant proposals (attached herewith), the following major
assumptions apply to the scope of services:
1. Schedule:
a. It is assumed the Work will be completed within one month of Notice to Proceed
2. City Review Periods:
a. It is assumed that one round of City reviews will be conducted for the 90%
Submittal, and that City comments will be received within one week of submittal.
3. Decision Log: The Engineer will maintain a log of major decisions made throughout the
project. The Decision Log will be reviewed with the City for concurrence. Changes to the
agreed-to decisions or retroactive decisions may result in an increase to the schedule
and/or fee.
4. File Management: ProjectWise®will serve as the file management system for all project
documentation. All drawings and specifications will be saved to the ProjectWise®files
created specifically for this project.
5. Site and Project Elements: The scope of services will be limited to those sites and project
elements identified under the Project Elements listed above.
6. Deliverables: Up to ten (10) paper copies of all deliverables will be provided to the City.
90% drawing sets will be produced at half-size (11" x 17") scale. All deliverables will also
be posted to ProjectWise®.
7. Changes in Laws or Regulations: In the event that changes in Laws or Regulations after
the effective date of the authorization impose taxes, fees, or costs on Engineer's services,
the costs shall be in addition to the Engineer's estimated total fee presented herein.
8. It is assumed that all equipment, piping, valves, and appurtenances required for
construction of Clarifier 3 have been properly stored per the Contract Documents, and are
in proper condition for installation, and operation, providing the service life expected of
new equipment, piping, valves, and appurtenances.
9. It is assumed that all Shop Drawings and Submittals required for construction of Clarifier 3
have already been approved.
10. Project Management and Meetings (Task 100):
a. Meetings will be limited to the number of meetings listed under the base services.
Additional meetings will be covered under Task 900 through separate authorization.

11. Quality Management (Task 200):
a. Internal Quality Management: Carollo will designate a quality management team to
perform overall project review, and quality assurance/quality control of Carollo's
tasks. Further, each subconsultant team will be responsible for quality management
related to their tasks.
12. Design Modification (Task 500):
a. 90% Deliverables: These deliverables will include the Drawings necessary to
provide direction to the existing Contractor in construction of Secondary Clarifier 3
without construction of Secondary Clarifier 4.
b. Bid-ready Contract Documents for bidding purposes are NOT provided by this
Scope of Work.
c. Cost estimates: The Engineer has no control over variances in the cost of labor,
materials, equipment, services provided by others, contractor's methods of
determining prices, competitive bidding or market conditions, practices or bidding
strategies. The Engineer cannot and does not warrant or guarantee that proposals,
bids, or actual construction costs will not vary from the costs estimated under
Task 500.
d. The attached drawing list(Exhibit V) summarizes the anticipated level of drawing
effort. Drawings will be produced in MicroStation, and converted to AutoCAD for
final Drawings.
e. The existing Specifications and details are still in effect, as are all existing Drawings
not modified under this Scope of Work.
13. Permitting, and Agency Coordination (Task 600):
a. It is assumed that permit conditions will not result in additional drawing production
beyond the deliverables identified herein nor require changes to design decisions.
b. Permit submission fees payable to TCEQ are not included.
COMPENSATION
Compensation for the above Scope of Services shall be on a lump sum basis with payment
made monthly on the basis of progress achieved. The Engineer shall prepare a schedule of
values for review by the City. Upon acceptance, the schedule of values will be used to establish
monthly progress payments versus percent complete.
The projected cost for this amendment has been calculated and is defined in Attachment B. The
total compensation for the above Scope of Services, including allowances, shall be forty-nine
thousand nine-hundred eighty dollars ($49,980) and shall not be exceeded without prior written
authorization from the City.
