AMENDMENT NO. 3
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas hereinafter called "City", and LNV, Inc. hereinafter called "Engineer",
agree to the following amendments to the Contract for Engineering Services for Navigation Boulevard
from Up River Road to Leopard Street (Project No. E12090) BOND 2012, as authorized and
administratively amended by:
Original Contract January 29, 2013 Motion No. M2013-012 $792,350.00
Amendment No. 1 July 29, 2014 Ordinance No. 030241 $269,818.00
Amendment No. 2 December 16, 2014 Administrative Approval $24,889.00
In the Original Contract, Exhibit "A", Section I. Scope of Services, Part A. Basic Services, shall be amended
as set forth in the attached AMD No. 3 Exhibit "A".
In the Original Contract, Exhibit "A", Section 1. Scope of Services, Part B. Additional Services, shall be
amended as set for in the attached AMD No. 3 Exhibit "A".
In the Original Contract, Exhibit "A", Section III. Fees, Summary of Fees shall be amended as per the
attached AMD No. 3 Exhibit "A" for a fee not to exceed $0.00 (Zero Dollars Zero Cents), for a total
restated fee not to exceed $1,087,057.00 (One Million Eighty Seven Thousand Fifty Seven Dollars and
Zero Cents). Monthly invoice will be submitted in accordance with Exhibit "B".
All other terms and conditions of the January 29, 2013 contract between the City and Engineer, and of any
amendments to that contract, which are not specifically addressed herein shall remain in full force and
effect.

Contract Amendment No. 3: Value Engineering and Re-Design to Reduce Construction Costs;
Minor Revisions and Re-Bid Services
Dear Mr. Edmonds:
LNV is requesting that the City amend our Contract for Professional Services for the above referenced
project, as described below.
SCOPE OF SERVICES
PART A—VALUE ENGINEERING AND RE-DESIGN TO REDUCE CONSTRUCTION COSTS
The project bid in May 2014 and, with only two (2) bidders, the lowest bid received was $13 million
(base bid). The City requested that LNV perform value engineering and re-design efforts to reduce
construction costs. The scope of services to revise the plans, specifications and estimated quantities is
as follows:
1. Revise alignments for street, sidewalk and utilities to avoid removing the large sign at the
7-Eleven store. The revised street section will not strictly conform to the Al undivided minor
arterial section shown in the Urban Transportation Plan.
2. Revise the land acquisition parcel description for the 7-Eleven store (Parcel 15).
3. Relocate the proposed sidewalk closer to the street at certain locations, in order to avoid the
need to obtain additional ROW. The revised street section will not strictly conform to the Al
undivided minor arterial section shown in the Urban Transportation Plan.
4. Delete the southbound right-turn lane approaching the IH-37 north frontage road.
5. Revise the land acquisition parcel description for the Valero gas station (Parcel 16).
6. Utilize the existing storm water trunk lines to convey storm water runoff throughout the project
limits. Storm water conveyance will not be designed in compliance with the Storm Water
Master Plan. No additional storm water runoff analysis will be performed.
7. Revise the wastewater improvements to utilize rehabilitation (sliplining or pipebursting)of the
existing 8-inch sewer line between Sta. 32+65 and Sta. 42+66 in lieu of remove and replace.
8. Allow the contractor the option to rehabilitate (by sliplining or pipebursting) the existing
wastewater system between Sta. 42+66 and Sta. 49+68 in lieu of remove and replace.
9. Revise affected drawing sheets to reflect the revised scope of work.
10. Update the estimated number of tests needed for materials testing schedule.
11. Calculate revised quantities of construction materials.

PART B — MINOR REVISIONS AND RE-BID SERVICES
The City subsequently decided to re-bid this project to include a hot-mix asphaltic concrete pavement
option. The scope of services to make minor revisions to the plans and provide professional services in
support of re-advertising and re-bidding the project is as follows:
1. Prepare Typical Street Sections for HMAC Pavement Option.
2. Prepare Typical Pavement Sections for HMAC Pavement Option.
3. Revise Drawings to Indicate Curb & Gutter for HMAC Pavement Option.

The City will provide drawings, specifications, quantities and construction cost estimate
for the traffic signalization and pedestrian signalization improvements for this project.
SCHEDULE
This scope of services for Part A was completed on February 18, 2015. It is anticipated that the
Part B scope of services will be completed within three (3)weeks upon receiving written
authorization to proceed from the City.

FEES
The lump sum fee for Part A- Value Engineering and Re-Design Services (excluding items 1, 2 and
3 above)is $42,652. The lump sum fee for Part B — Minor Revisions and Re-Bid Services is
$48,774. The total lump sum fee for Amendment No. 3 is $91,426.

DEFINITIONS DEFINITIONS
a. "Board member.'" A member of any board, commission, or committee appointed by the
City Council of the City of Corpus Christi,Texas.
b. "Economic benefit". An action that is likely to affect an economic interest if it is likely to
have an effect on that interest that is distinguishable from its effect on members of the public
