("Consultant"), agree to the following amendments to the Contract for Professional Services for Oso Creek Basin Drainage Relief— Draft Flood Insurance Rate Maps (Firms) Assessment(Project No. E10201): Original Contract June 9, 2015 Administrative Approval $29,590.00 In the Original Contract, Exhibit "A", Section I. Scope of Services shall be amended as set forth in the attached Amendment No.1, Exhibit "A". In the Original Contract, Section 3.1 shall be amended based on the modified scope of services in the attached Amendment No. 1, Exhibit"A"for a fee not to exceed $20,359.00,for a total restated fee not to exceed$49,949.00. Box 9277 Corpus Christi, TX 78469-9277 RE: PROPOSAL FOR ADDITIONAL SERVICES FOR OSO CREEK BASIN DRAINAGE RELIEF (PROJECT NO. E10201) Dear Mr. Edmonds: Thank you for inviting HDR to submit this proposal for additional professional engineering services on the above-referenced project. Our previous services consisted of review and general assessment of the draft/preliminary Flood Insurance Rate Maps (FIRMs) proposed by the Federal Emergency Management Agency (FEMA) for the Oso Creek floodplain from Oso Bay at Ocean Drive to the confluence of Oso Creek and La Voila Creek. Based on the assessment,_HDR recommended refinements to the hydraulic modeling performed by FEMA. During a meeting between City staff and HDR on August 26, 2015, the City asked HDR to provide a proposal to supply FEMA with additional information that will be needed for the modeling refinements. FEMA released the Preliminary FIRMs for Nueces County in October 2015, and the City will provide the additional information to FEMA during the statutory 90-day appeals period. HDR's proposed services consist of the following: SCOPE OF SERVICES The recommended model refinements are to incorporate additional surveyed cross sections. and • refine the n-values and channel bank stations to use the horizontal n-value input rather than the left overbank, right overbank and channel n-values. FEMA has agreed to have their contractor implement these changes to the RAS model based on the additional data that the City provides. HDR will provide the following information to the City to submit to FEMA in support of refinements to their riverine hydraulic model for the Oso Creek floodplain: 1. FEMA surveyed 15 cross sections along the study reach, and incorporated the survey data within other cross sections cut from a digital elevation model. HDR also recommended that the n-values and channel bank stations be revised to more accurately reflect the existing vegetative conditions along Oso Creek. Based on the latest readily-available aerial photography, HDR will draw polygons in ArcGIS around areas of similar vegetation and include the recommended n-value as an attribute of each polygon. This information will be provided in .shp or.gdb format for the entire study reach 3. To provide an initial indication of the potential reduction in 1% annual-chance- exceedance water surface elevations that will be calculated by FEMA HDR will develop an updated RAS model. Although the final RAS model will be prepared by FEMA's consultant, the updated RAS model prepared by HDR will be useful to quantify the potential reduction while the appeal is being processed by FEMA, and will also provide a comparison with FEMA's results. ASSUMPTIONS AND LIMITATIONS HDR's proposal for the services and fee described herein is based on the following assumptions and limitations: 1. This effort will be limited to assembly of model input data from readily-available existing sources and standard hydraulic analysis guidelines. Detailed analysis, data collection, calculations, or other items are not included. 2. HDR has budgeted for participation in one conference call with FEMA. FEE, DELIVERABLES,AND SCHEDULE HDR proposes to provide these additional services as an amendment to our existing contract for project E10201. We are requesting authorization for this additional work through a formal Scope Change Document and associated fee agreement. Our proposed lump-sum fee for these additional services is $20,359, increasing our total contract amount to $49,948. A summary of the proposed amount for this amendment, and the revised total contract amount. is provided below. All deliverables will be provided to the City as data files on DVD.
