AMENDMENT NO. 3
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas, a Texas home-rule municipal corporation ("City")and Freese and Nichols, Inc.
("Consultant"), agree to the following amendments to the Contract for Professional Services for Ocean Drive
Louisiana Avenue to Buford Street BOND 2012 (Project No. El 2093):
Original Contract January 29, 2013 Motion No. M2013-015 $855,969.00
Amendment No. 1 January 23, 2015 Administrative Approval $49,994.00
Amendment No. 2 May 13, 2015 Administrative Approval $39,614.00
In the Original Contract, Exhibit "A", Section I. Scope of Services shall be amended as set forth in the attached
Amendment No. 3, Exhibit "A".
In the Original Contract, Section 3.1 shall be amended based on the modified scope of services in the attached
Amendment No. 3, Exhibit "A" for a fee not to exceed $37,453.00, for a total restated fee not to exceed
$983,030.00.
All other terms and conditions of the January 29, 2013 Contract for Professional Services between the City and
Consultant, and of any amendments to that contract,which are not specifically addressed herein shall remain in full
force and effect.

Amendment No. 3
Dear Mr. Edmonds,
Freese and Nichols, Inc. (FNI) would respectfully request your consideration of our amendment#3 for
Ocean Drive—Louisiana Ave. to Buford St. (City Project No. E12093). The amendment includes
additional design phase services for a pedestrian guardrail system, preliminary design of a TxDOT PS&E
package for the traffic signalization design at the intersections of Buford, Morgan, Elizabeth and Ayers
intersections,and the design of a HAWK pedestrian traffic signal at the intersection of Ocean Drive and
Del Mar Blvd. FNI respectfully requests a contract amendment in the amount of$37,453 to address the
additional time and effort required to support these additional project efforts. The proposed scope is
further defined below:
Scope of Services
A. Basic Services
Design Phase
1. Provide additional design of 1,575 linear feet of pedestrian guardrail along Ocean Drive along
the bluff side of the roadway. Prepare design details for structural steel members, connections,
and splice joints.
B. Additional Services
Signalization Improvements
1. Conduct four (4) meetings with City and two (2) meetings with TxDOT to review the proposed
scope of work and discuss options for constructing the traffic signals on Ocean Drive at the
intersections of Buford, Morgan, Elizabeth, and Ayers Street to be eligible for Highway Safety
Improvement Program (HSIP)funding.

2. Analyze the design and constructability issues and prepare conceptual designs and traffic
control options for separating the construction of the traffic signals and the roadway
improvements at the intersections of Buford, Morgan, Elizabeth, and Ayers. Gather TxDOT
design data.
3. Prepare signalization plans, specifications and estimate (PS&E)for a new HAWK beacon (High-
Intensity Activated crossWalK beacon) at Ocean Drive and Del Mar Blvd. intersection to serve
the pedestrian crosswalk to Cole Park. Conduct site visits and develop design elements using
City of Corpus Christi design criteria in TxDOT format and standards. Develop the HAWK signal
layout and details,foundation design, signage, pedestrian signal timing, conduit sizing and
wiring information. Modify and remove the existing four (4)flashing beacon signal elements
and revise the Ocean Drive drawings to reflect these changes. Meet with the contractor and
City to finalize the plan and review submittals.
FNI proposes the services listed above for a lump sum fee of$37,453. We anticipate delivery of the
HAWK signal design within 6 weeks of receipt of an executed small A/E agreement.
