("Consultant"), agree to the following amendments to the Contract for Professional Services for Carroll Lane from Houston to McArdle BOND 2014 (Project No. E13097): Original Contract February 11, 2014 Ordinance No. 0300871 $534,420.00 In the Original Contract, Exhibit "A", Section I. Scope of Services shall be amended as set forth in the attached Amendment No. 1, Exhibit "A". In the Original Contract, Section III shall be amended based on the modified scope of services in the attached Amendment No. 1, Exhibit "A" for a fee not to exceed $33,530.00, for a total restated fee not to exceed $567,950.00. All other terms and conditions of the February 11, 2014 Contract for Professional Services between the City and Consultant, and of any amendments to that contract, which are not specifically addressed herein shall remain in full force and effect. Box 9277 Corpus Christi,Texas 78469 SUBJECT: Carroll Lane from Houston to McArdle (Bond 2014) Project No. E13097 Amendment No. 1 Dear Mr. Hale, Please accept this letter as our proposal to perform the additional professional services desired in developing the Carroll Lane from Houston to McArdle project. Project Description and Backqround Information MGM requests this amendment due to additional scope of work created by the new directive given by City Staff, in coordination with Corpus Christi Metropolitan Planning Organization (CCMPO) Staff, subsequent to the City's approval of the Engineering Letter Report. The new directive relates to bicycle facilities along Carroll Lane as determined as a result of the Bond Focus Group meeting held on October 16, 2015 at City Hall, and further Phase 1 Bicycle Mobility Planning by the CCMPO in its Strategic Plan for Active Mobility. The meeting included members of City Staff along with CCMPO Staff, and several consulting firms who are currently designing projects with bicycle facilities along their project's corridor. Prior to the meeting and new directive given, MGM had previously been directed to proceed with the design of Carroll Lane per the approved Engineering Letter Report, to include one shared use travel lane in each direction (for vehicular traffic and bicycle traffic to share). MGM was nearing the 60% design submittal stage with the approved ELR design when the new directive was given which moved the bicycle facilities out of the roadway and into the border width between the back of curb and right of way. The newly proposed bicycle facilities for the project, as directed, include a 9' shared bicycle/pedestrian path on each side of Carroll Lane. AMD. NO. 1 EXHIBIT"A" Page 1of5 Prior to this directive, only 5' sidewalks were included in the border width. This change caused additional scope of services as described below: Additional Scope of Services: 1. Preliminary Phase • No additional services 2. Design Phase • Vertical Profile Re-design- Placing a 9' wide off-street bicycle/pedestrian facility on each side of Carroll Lane, as recommended by the CCMPO in its Phase 1 Bicycle Mobility Planning for the Strategic Plan for Active Mobility, pushed the edge of proposed improvements to within 1' of the existing right of way on each side of the street (since the design keeps an 11' vehicular travel lane each direction and 7' on- street parallel parking on each side of Carroll Lane, all within the existing 60' right of way width). With the proposed improvements within 1' of the existing ground grades outside of City right of way(on private property),the roadway vertical profile required an extensive re-design to minimize the need for header curb throughout the project. • Stormwater Desian Adiustments- In conjunction with the pavement width change required to move the bicycle lanes from within the street to outside of the back of curb and the vertical profile redesign as described above, the stormwater design required corresponding adjustments to match the new roadway width and profile. Drainage areas, roadway grade slopes, inlet locations, number of inlets, length of runs, etc. all affected the hydraulic design. • Additional Desian Efforts for ADA Curb Ramps, Driveways, Bus Stops, and Intersections- The CCMPO recommendation to utilize 9' wide bicycle/pedestrian paths on each side of the roadway within the limited border width (the 10'wide space between the back of curb and right of way line) required additional efforts to appropriately design ADA curb ramps, driveways, intersections, and bus stops. Due to the change in path width, the slope requirement of the bicycle/pedestrian paths at driveways, and the grade of the roadway required to properly drain the project, approximately 70 driveways will require at least some reconstruction beyond the right of way line. The determination of the extent of the required reconstruction has required additional design efforts beyond the original design. The same holds true for the design of the ADA curb ramps and side street intersections due to the sidewalk and ramp widths increasing from 5' to the 9' bicycle/pedestrian path. Bus Stop configurations also presented a design challenge since they share the same space as the bicycle/pedestrian paths, and research/coordination was required to determine how to constrict the bicycle/pedestrian path at the bus stop locations. • Revision of Plan Sheets- The change of street typical section required each plan sheet to be revised to appropriately identify the street elements in plan view. NO. 1 EXHIBIT"A" - Page 2 of 5 Profile sheets, Stormwater Sheets, Typical Section Sheets, SW3P Sheets, and various other sheets and details were revised due to the change. • Additional Coordination Efforts with CCMPO- As part of the planning effort with the CCMPO to provide pertinent information and engineering opinions to help form its Phase I Bicycle Mobility Plan recommendation, additional coordination efforts were required including meetings, research, and correspondence. 3. Construction Phase • No additional services ADDITIONAL SERVICES • Additional ToDoaraahic Survey- With the 9' bicycle/pedestrian path taking up nearly all of the 10' border width between the back of curb and right of way on each side of Carroll Lane, driveways and sidewalk lead-ins to homes became a design challenge due to the requirement of keeping a portion of the path at a 2% maximum cross slope. With grade differences between the proposed path edge and existing driveways/sidewalks impossible to keep flush while appropriately grading the roadway to drain, reconstruction of driveway and sidewalk lead-ins into private property is required. The original topographic survey was only performed from Right- of-Way to Right-of-Way, not onto private property. In order to accurately determine the distance of reconstruction of these elements onto private property, additional topographic survey of the existing driveways and sidewalk lead-ins on private property is required. This effort includes raw data manipulation and cad file revisions. Schedule: Please note any changes to the schedule. • 1. Preliminary Phase Submittal Due No change 2.
