AMENDMENT NO. 1
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas, a Texas home-rule municipal corporation ("City") and HDR Engineering, Inc.
("Architect/Engineer—A/E"),agree to the following amendments to the Contract for Professional Services for South
Alameda Street from Avers Street to Louisiana BOND 2012 (Project No. 12091):
Original Contract January 29, 2013 Motion No. M2013-013 $575,957.00
In the Original Contract, Exhibit"A", Section I. Scope of Services shall be amended as set forth in the attached
Amendment No.1, Exhibit"A".
In the Original Contract, Section III., shall be amended based on the modified scope of services in the attached
Amendment No. 1, Exhibit "A" for a fee not to exceed $12,600.00, for a total restated fee not to exceed
$588,557.00.
All other terms and conditions of the January 29, 2013 Contract for Professional Services between the City and
Consultant,and of any amendments to that contract,which are not specifically addressed herein shall remain in full
force and effect.

Alameda Street from Ayers Street to Louisiana Avenue (Bond 2012) E12091
Dear Mr. Edmonds,
This contract amendment proposal letter is to recount and outline the various additional design
services that have become necessary for the subject project over the last 12 months, and the
associated fees for each respective additional task.
Engineering Services and HDR first met on October 15, 2014 to discuss potential cost saving
measures. At that time, the plans and specifications were substantially complete in
accordance with the approved Final Engineering Letter Report. A number of cost saving
measures were identified regarding utilities, pavement material, and street section. A second
meeting was held on November 12, 2014 to identify which cost savings measures to
implement. The street section (surface improvements within the Right-of-Way) decision was
put on hold due to upcoming City Council bike lane discussions impacting this, and other,
projects. Progress on the other cost saving measures with respect to utilities was also put on
hold at this time. The bike lane discussion with City Council stretched through multiple council
meetings and into the first quarter of 2015, and culminated with a direction from Council to
keep the proposed bike lanes in the street pavement. After the first quarter of 2015, HDR was
instructed by Mr. Jerry Shoemaker to proceed with developing and submitting a contract
amendment for proceeding with the identified cost saving measures while keeping the bike
lanes in the street. Additionally, in July 2015. Mr. Chris Hale arranged for a coordination
meeting to be held between the consultants that have street improvement projects that
converge at Six-Points to discuss project timing, coordination of improvements, and potential
street-scaping improvements at Six-Points. The HDR project team participated in the
coordination meeting at City Hall on July 29, 2015, and also participated in subsequent

meetings with City Staff at the project site to discuss what street-scaping improvements could
be utilized. These additional meetings and design changes necessitated further revisions to
the contract amendment and, in-turn,further negotiations. Finally, a public meeting was held
on November 9, 2015 to present the various street section alternatives to the stakeholders.
The overwhelming majority of stakeholders in attendance expressed their preference for the 3-
lane section with the off-street cycle tracks and sidewalks. The HDR project team has since
been given direction by Mr. Hale to proceed accordingly.
The Alameda cost saving measures and design revisions are summarized below:
Pavement(Task 1)
The City is requesting HDR to modify the plans, specifications, and bid form to
accommodate a base bid for asphalt pavement and an alternate bid for rigid pavement.
The base bid form and alternate bid form will each contain all associated project bid line
items.
Water(Task 2)
The City requested HDR remove the water stub-outs at the side streets. The stub-outs
were intended for future connection when/if the City removes/abandons the existing lines in
the rear easements. The proposed waterline in Alameda will remain 12 inches per the
Water Master Plan.
Wastewater(Task 2)
The City is requesting HDR remove the wastewater stub-outs at the side streets. The
stub-outs were intended for future connection when/if the City removes/abandons the
existing lines in the rear easements. The proposed Cured-in-Place Pipes(CIPP)of the
trunk main will remain in the plan set.
Gas(Task 2)
The City is requesting HDR remove the gas line casings intended for crossings across
Alameda Street.This will require close coordination between the contractor and the City
Gas Department for installation of new gas lines crossing Alameda.The new gas lines will
need to be installed to miss the storm sewers, existing and proposed water lines and the
existing sanitary sewer line.
Roadway Section and Storm Water(Task 3&4)
In general,this modification impacts all roadway and intersection details. The primary
revision to the proposed street section is that the bike lanes will be removed from the street

pavement and placed behind the back of curb in the form of a cycle track. This will reduce
the back-of-curb to back-of-curb width from 54ft to 40ft.
One design consideration to be aware of when utilizing a narrower street section, however,
is that the existing storm sewer trunk main,which is behind the north-bound curb and
gutter, is being kept in place and utilized. Therefore, it is ideal for the new storm drain inlet
risers to be installed in approximately the same offset locations as the existing inlets
they're replacing. So,with that understanding, by moving the curb and gutter 7ft closer to
the centerline, accommodations need to be made to get the storm water from the gutter to
the inlet risers. After considering various configurations, HDR proposes utilizing flumes
covered with 6in thick reinforced concrete(likely precast)covers to convey the storm water
from the gutter to the inlet riser 7ft behind the curb.
The addition of the cycle tracks adjoined to the 5ft sidewalks will require specific detailed
design efforts in routing them through the corridor with existing encroachments and ramp
alignments and configurations at each intersection. These unique ramp configurations will
require custom detailed designs not yet seen or utilized in Corpus Christi.
Revised Traffic Control Plan and Construction Phasing(Task 5)
Due to the pavement reduction width of 14 feet,the traffic control plans will require
revisions. The reduced pavement width impacts how much pavement is available for traffic
during construction.
The following item was initially proposed to be completed as part of this contract amendment;
however, it was discussed at the fee negotiation meeting on August 21, 2015 that this item
would be eliminated from the contract amendment for the following reasons:
• Streetscaping—it was determined that the street layout of Alameda between 6-Points
and Clifford Street will remain as originally proposed with only the center raised
median being removed.

The HDR team proposes to utilize Construction Administration funds($69,800)from the
original contract, in addition to a$12,600 Amendment to fund this$82,400 Contract
Amendment.
The Construction Administration funds($69,800) must be replenished prior to HDR project
team members rendering Construction Administration services. The reallocation of said
funding portions of the contract will allow for an expedited execution of the subject Contract
Amendment to minimize project delays. As part of the proposed contract funding reallocation,
it is understood that efforts necessary to execute an Amendment to replenish the Construction
Administration services will be carried out in a timely manner so as not to delay the
Construction Administration services at the time project construction.
In summary, execution of this Contract Amendment is for the approval of:
