REV.10/1/15 INDEXED February 16, 2016 Rev 03 February 15-20-1-6--Rev-O2 January--1-82046 Rev-0-1- December-48-3--2015—Rev-00 227931 Mr. Jeff Edmonds, P.E., Director of Engineering Services City of Corpus Christi 1201 Leopard Street Corpus Christi, TX 78401 RE: Amendment 1 Staples Street from Alameda Street to Morgan Avenue (Bond 2014) E13094 Dear Mr. Edmonds, This contract amendment proposal letter is to outline the work efforts required to facilitate the directives to implement a 4-lane striping configuration and to preserve the existing curb and gutters and sidewalks in the subject project, and the associated fees for the additional work. HDR proposed a 3-lane section with bike lanes and on-street parking, in the approved Final Engineering Letter Report, along with reconstruction of the existing curb and gutter and sidewalk to best accommodate said 3-lane section, and to streamline and optimize the storm drain system. This design was carried all the way through the 60% Design Submittal and to the current state of completion which is just shy of 100%. However, after a series of multiple public workshops discussing the 3-lane and 4-lane alternatives, the stakeholders expressed their preference for the 4-lane alternative and City Council has directed to implement a striping configuration accordingly. With the determination to keep the corridor configured as a 4-lane street with on-street parking and no bike lanes, and the adjacent reconstruction project of Staples Street from Morgan Ave to IH37 is preserving the existing curb and gutters and sidewalks, Mr. Chris Hale has directed the HDR team to proceed with utilizing the existing curb and gutters and sidewalks. Maintaining the existing curb and gutters and sidewalks will require significant engineering and design changes to the street plan and profile, storm sewer system, underground utilities, and striping and signage plans. NO. 1 EXHIBIT "A" Page 1 of 5 • • Mr.Jeff Edmonds February 16,2016 Page 2 of 5 Street Plan and Profile The proposed Street Plan and Profile will need to be revised to match the existing lip-to-lip widths and existing curb and gutter profile. Additional details will need to be developed and provided to accommodate HMAC pavement between existing curbs and for doweling Rigid pavement into existing curbs. Storm Sewer System The proposed Storm Sewer system will need to be redesigned to have a trunk main alignment beneath the street, as opposed to beneath the curb as originally proposed. The Storm Sewer system will also need to be redesigned to have inlets and laterals placed at the existing street profile sags. These design revisions will necessitate re-modeling of the drainage system. Additional details will need to be developed and provided for removal and replacement of curb and gutter and sidewalk to replace inlets. Underground Utilities The proposed waterline improvements will need to be revised to be placed beneath the street, instead of beneath the curb as originally proposed. The relocation of the proposed waterline will necessitate relocation of the proposed sanitary sewer trunk main to maintain adequate separation.The adjustment to said alignments will also require adjustments to laterals. The redesigned storm drain system also necessitates performing a new conflict resolution exercise regarding the proposed waterline, proposed sanitary sewer and proposed storm sewer improvements. Additional details will need to be developed and provided for providing service connections beneath the existing curb and gutter and sidewalk. TOTAL=$108,800 The HDR team proposes to utilize Construction Administration funds($77,000)and Traffic Signal Design funds($29,000)from the original contract, in addition to a $2,800 Amendment to fund this$108,800 Contract Amendment. The Construction Administration funds($77,000)must be replenished prior to HDR project team members rendering Construction Administration services. The Traffic Signal Design funds($29,000)will not require replenishment, as that task has been previously determined to be unnecessary because the traffic signal at the intersection Staples Street and Elizabeth Street was determined to be unwarranted. The reallocation of said funding portions of the contract will allow for an expedited execution of the subject Contract Amendment to minimize project delays. As part of the proposed contract funding reallocation, it is understood that efforts necessary to execute an Amendment to replenish the Construction Administration services will be carried out in a timely manner so as not to delay the Construction Administration services at the time project construction.
