AMENDMENT NO. 16
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi,Texas, a Texas home-rule municipal corporation ("City")and Freese and Nichols,Inc.
("Consultant"), agree to the following amendments to the Contract for Professional Services for Mary Rhodes

In the Original Contract, Exhibit "A", Section I. Scope of Services shall be amended as set forth in the attached
Amendment No.16, Exhibit"A".
In the Original Contract, the Fees section shall be amended based on the modified scope of services in the
attached Amendment No. 16, Exhibit"A"for a fee not to exceed$21,555.00, for a total restated fee not to exceed
$15,990,992.00.
All other terms and conditions of the October 28, 2003 Contract for Professional Services between the City and
Consultant, and of any amendments to that contract,which are not specifically addressed herein shall remain in full
force and effect.

CT Study Update
Dear Mr. Deng:
Freese and Nichols, Inc. (FM) is pleased to submit our proposal for updating the Contact Time(CT)Study
for the ON Stevens Water Treatment Plant(WTP)in accordance with the TCEQ requirements expressed
in a letter dated May 12, 2016.
BASIC SERVICES
A. PROJECT ADMINISTRATION
1. Meetings
i. Meetings to support the project efforts to update the CT Study.
ii. Support the City in communication and coordination with the Texas Commission
on Environmental Quality(TCEQ).
2. Communication and Outreach Support
i. Provide technical information to support communication and outreach efforts
by City.
B. CT Study Update
1. Review record drawings and process specifications to help determine disinfection zone
boundary definitions.
2. Evaluate up to three zone boundary alternatives for optimization of the CT Study.
3. Review 2010 CT Study for ON Stevens WTP.
4. Review current TCEQ regulations and standards for CT Study development and delivery.
5. Update 2010 CT Study with current information including:
i. Plant process narrative including flow diagrams
ii. Plant permit information and process capacities
iii. Definitions and boundaries for disinfection zones including schematics and
diagrams for disinfection zones
6. Perform QA/QC review of all updates to CT Study
7. CT Study Draft Submittal
i. Submit the updated CT Study to the City for review.
ii. Incorporate City comments

1. Respond to information requests
