AMENDMENT NO. 2
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas, a Texas home-rule municipal corporation ("City") and Urban Engineering
("Consultant"), agree to the following amendments to the Contract for Professional Services for Greenwood
Wastewater Treatment Plant Process Rehabilitation Replacement(Protect No. E13026):

In the Original Contract, Exhibit"A", Scope of Services shall be amended as set forth in the attached Amendment
No.2, Exhibit"A"
In the Original Contract, Fees section shall be amended based on the modified scope of services in the attached
Amendment No. 2, Exhibit"A"for a fee not to exceed $17,480, for a total restated fee not to exceed $100,030
All other terms and conditions of the August 16, 2013 Contract for Professional Services between the City and
Consultant,and of any amendments to that contract,which are not specifically addressed herein shall remain in full
force and effect.

Subject: Greenwood Wastewater Treatment Plant Process Rehabilitation/Replacement

Dear Jeff:
We have a project at the Greenwood WWTP that involves various improvements to the
Influent Structure, Primary Clarifiers, Primary Digesters, Secondary Digester and Aeration
Basin. The Contractor is Palacios Marine Industrial (PMI), the bid opening was May 21, 2014
and the Notice To Proceed (NTP) was issued September 2, 2014. PMI has completed
improvements to the Primary Clarifiers, Primary Digesters and Secondary Digesters and is
currently working on improvements to the Influent Structure. Improvements to the Aeration
Basin still need to be made.
Over the course of the construction phase there are several issues that have arisen for
which we are requesting additional A/E fee for. These issues are discussed in the following:
ADDITIONAL CONSTRUCTION SCOPE
At the City's request we put together two change orders with PMI to deal with issues that arose
at the plant during the construction offs profecf.
1. End Wall Repairs to Influent Structure (Change Order No. 1): Once the Influent Structure
was drained and cleaned, it was found that there was severe corrosion of the existing
concrete walls and beams and missing concrete on the end of the walls at the east end of
the structure. The wall ends needed to be rebuilt and coated to extend their life, to provide
support for the existing beams and to allow the installation of the new slide gates provided
as part of this project. We went there several iterations with PMI's original cost proposal of
$139,800 and were able to negotiate a final cost of $62,950.
2. Aeration Basin No. 1 Air Bridge Repairs (Change Order No. 1): The existing 128' long air
bridge over Aeration Basin No. 1 was constructed in 1990 and has three vertical supports
spaced over the length of the bridge/aeration basin. The vertical supports are severely
corroded at the water level and the conditions of the vertical supports are such that it is not
safe to walk on. We looked at a couple of options for resolving this matter and worked with
the City staff and PMI to prepare a change order. We negotiated PMI's original cost
proposal of$56,241 down to $32,001 and prepared a change order.
3. Primary Clarifier No. 4 Scum Baffle Replacement (Change Order No. 2): The original scope
did not call for the replacement of the scum baffle but to clean and coat it. After the
Contractor drained the structure and began sandblasting the existing scum baffle, it was
determined that the severity of the corrosion was beyond repair. A Change Order in the
amount of$40,872 was negotiated to provide a new scum baffle for the Clarifier.

The additional engineering services required for the additional work items included in the
change orders include initial investigation, site visits, locating original equipment drawings,
developing scope and exhibits, contacting the Contractor concerning the additional work,
negotiating and preparing change order, answering Contractor questions, checking progress,
punch lists and checking completion. For both of the change orders, a significant amount of
time was spent negotiating a reasonable change order price with the Contractor. We request
that our present AE contract be amended by $8,800 to add the engineering services to
accomplish this additional work.
EXTENDED CONSTRUCTION DURATION
As noted above this project was bid in May 2014 and NTP issued-on Sept. 2, 2014. Contract
time started on Sept. 15, 2014. Original contract days provided for this project amounted to 180
Days (six months). Time was extended by 125 Days (four months) with the change orders
described above,for a new total contract time of 305 Days(10 months).
There have been various issues which have affected the timely completion of this project. The
delivery of the new slide gates to be installed in the Influent Structure was much longer than
anticipated, the condition of the influent Structure splitter box, which resulted in Change Order
No. 1, delayed the project while options were evaluated and decisions made and the condition
of other equipment and structures in the plant affected the starting and completion of some
portions of this project. The project is now expected to be completed by the end of June 2016.
Our original AE fee did not anticipate a 22 month long construction duration. We are requested
that our fee be amended by $9000 to cover the additional engineering services provided during
the additional 12 months above the original and amended time of ten months and allow us to
see this project through completion. This fee will cover the additional site visits made, meetings
with Contractor and City, dealing with scheduling issues, phone calls with Contractor and
Inspector and dealing with Contractor issues for other issues at the Influent Structure.
We request that our present AE contract be amended by$17,480 to add the engineering
services to accomplish this additional work noted above. Attached is a proposed Summary of
Fees table that has been revised to include the proposed Amendment No. 2 to this project.
