AMENDMENT NO. 1
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas, a Texas home-rule municipal corporation ("City") and Lockwood,Andrews&
Newnam, Inc. ("Consultant"), agree to the following amendments to the Contract for Professional Services for
Alameda Street Kinney to Lipan BOND 2014(Project No. El 3086):
Original Contract February 11, 2014 Ordinance No. 030082 $323,685.00
In the Original Contract, Exhibit "A", Section I. Scope of Services shall be amended as set forth in the attached
Amendment No. 1, Exhibit"A".
In the Original Contract, Section III. Fees shall be amended based on the modified scope of services in the
attached Amendment No. 1, Exhibit"A"for a fee not to exceed $30,840.00,for a total restated fee not to exceed
$354,525.00.
All other terms and conditions of the February 11, 2014 Contract for Professional Services between the City and
Consultant,and of any amendments to that contract,which are not specifically addressed herein shall remain in full
force and effect.

Dear Mr. Edmonds:
Overview
On February 13, 2014, the City of Corpus Christi executed a contract with Lockwood Andrews & Newnam,
Inc. (LAN) for the full depth reconstruction of Alameda Street from Kinney to Lipan. Preliminary design
began immediately and a 60% design was delivered in December 2014. After the 60% design was
delivered, LAN put the project on hold at the City's request. It was LAN's understanding that the reason
for the hold was due to this project having to be coordinated with the final design and construction of the
Staples Street project; which was being programmed ahead of Alameda Street.
In February 2016, LAN was asked to revisit the design and complete the project by submitting 100% plans
and specifications. It is important to note that a 90% review set was excluded from the scope of work in
the original contract. During the course of finalizing the plans and providing the City with both a 100%
deliverable and a final Issued-for-Bid set of documents, additional work (requested by the City) in five
categories was completed outside the scope of work of the original contract. These five categories are:
• Re-Mobilization of Staff After Project Hold Period
• Traffic Control
• Curb Ramp / Striping Designs and Details
• Comanche Street Paving
• Utility Deletions and Revisions
Re-Mobilization of Staff after Project Hold Period
Because of the City-requested 14-month hold period from December 2014 until February 2016, LAN had
staff changes and turned attention to other projects. Upon restarting the project, the staff that had
remained from the original project team had to remobilize; new staff team members had to be initiated
into the project. The time required for this remobilization of staff has been estimated at 2 working days
for each of one project engineer; one designer and one technician.
Traffic Control
LAN's 30% submittal and 60%traffic control submittals included Advance Warning Signs and Construction
Phasing Plans; based on the City reviews and discussions during review meetings, LAN staff was directed
by the City to omit detailed traffic control plans from the 100% and Final IFB submittals.
At the beginning of the project, it was generally accepted and even discussed on a handful of occasions
that the contract documents would instruct the successful contractor to submit their own detailed traffic
control plan for each phase of construction and to use the typical TxDOT details, included in the plans, to
assist with development of those plans. To confirm this intent prior to finalizing the plans, on April 15th at

the 100% pre-submittal meeting, City staff instructed LAN to exclude detailed Traffic Control Plans(TCP)
in the 100% submittal and to only provide advanced warning sign plans, construction sequencing, and
TxDOT standard traffic control details.
On July 6th, LAN coordinated a review meeting of the 100% drawings. During that meeting, staff from
Traffic Engineering provided LAN with fourteen pages of comments and mark-ups to the TCP's and LAN
was directed to include detailed traffic control plans in the 100%drawings. The comments and mark-ups
received from Traffic Engineering included multiple street closures, detours, and detailed project site
controls that were intended originally to be a contractor submittal. In order to incorporate these revisions
into the plan set, LAN's project engineer spent the equivalent of 1 working day(8 hours);a designer spent
1 working day (8 hours); and LAN's technician spent 1 week (40 hours) of effort towards this additional
work.
The revised traffic control plans were delivered on July 20th to Engineering Services. On July 26th, LAN
received additional comments to the construction sequencing plans changing the entire approach that the
contractor would phase the project; this change in approach resulted in further revisions to the traffic
control plans. These revisions lead to in an additional 40 hours of time for LAN's technician to incorporate
them in the final plans.
On August 9th, 2016, LAN was further instructed to revise the bid form document to itemize each traffic
control devise instead of just having one lump sum bid item for the contractor to bid on for traffic control.
This original request resulted in LAN's project engineer having to spend an additional day (8 hours) and
two additional days(16 hours)for a designer to count and itemize traffic control devices and revise the bid
tab, summary of quantities, CIVCAST form, final opinion of costs, and the measurement and payment
specification.
Therefore,the total impact of these traffic control plan changes upon staff time was 16 hours for a project
engineer; 20 hours for a designer; and 60 hours for a technician.
Curb Ramp!Striping Designs and Details
In 2014 and 2015, LAN provided 30%and 60% plans to Engineering Services which included the locations
and types of curb ramps to be used at each intersection. Our executed contract did not include plan sheets
for detailed curb ramps, only City Standard curb ramps; therefore it was the intention for the project
deliverables to only include those standard curb ramp details for each intersection and to instruct the
contractor as to which type of curb ramp to use on the final plans. This approach was changed on July
20th,when LAN received a request to include detailed curb ramp designs for each ramp at each intersection
into the final design. Detailed curb ramp details for each intersection were not part of LAN's original
contract and thus resulted in an additional 12 hours for LAN's project engineer and 30 hours of additional
time for LAN's designer to incorporate the changes into the final plans.
Additionally,during the finalization of the drawings,the City changed their minds twice as to which type of
pavement striping to use at the intersection crosswalks. This rework and redesign of the crosswalk details
thus resulted in an additional 4 hours for LAN's project engineer and 10 hours of additional time for LAN's
designer to incorporate the changes into the final plans.
Comanche Street Paving
In 2015, during the 60% review, LAN added the replacement of a 15-inch stormwater pipe in Comanche
Street to the scope of the project. This pipe is outside the project limits but connects to the downstream
portion of the projects'proposed stormwater improvements and additionally connects to the newly installed

underground stormwater system in Staples Street. Plans and details to replace the pipe and repair the
pavement along the repair to existing conditions were included in the plans.
On July 26th 2016, Engineering Services requested that LAN include in the final issued-for-bid documents
plans and details for milling and overlaying the entire width of Comanche Street from Alameda Street to
Staples Street. This new work was unforeseen and never part of the original plans. Since it was outside
the scope of the project limits and to minimize costs, LAN did not consider repaving of the entire street in
its design. The request to include the additional paving resulted in an additional 4 hours for LAN's project
engineer and 8 hours of additional time for each of LAN's designer and technician to incorporate this work
into the final plans and specifications. It also resulted to revisions to the bid tab, summary of quantities,
CIVCAST form, final opinion of costs,and the measurement and payment specification.
Utility Deletions and Revisions
On July 26th 2016, Engineering Services asked that LAN reinvestigate the storm drain system at the
intersection of Alameda and Lipan Street to try to minimize traffic controls within Lipan. LAN did not
include investigation of this system in the scope of the SUE investigation because it was initially outside the
scope of the project and secondly it was not a conflict at the time of the 30% design.
Just prior to the final Issued-for-Bid submittal, in order to lessen the impact upon the Lipan/Alameda
intersection and associate traffic control issues, the City directed LAN to omit the storm drainage
improvements to two laterals,curb inlets and manholes there. LAN changed the plans to reflect this request
which required one-half working day for a project engineer and one working day for a designer.
Additionally,the 30%and 60%plans included wastewater plans and profiles for replacement of the existing
lines and manholes. After the 60% plans were submitted,the City removed this work from LAN's contract
to perform rehabilitation of the wastewater lines under a separate IDIQ contract. This appeal resulted in
an additional 8 hours for LAN's project engineer and 12 hours of additional time for LAN's designer to
incorporate the changes into the final plans.

LAN understands the constraints involved with executing Bond-funded projects. The scope of work items
described above were not part of our original contract. Therefore, we respectfully request approval of this
proposal and amendment to our contract for the lump sum amount of$30,840.
