Gollihar Road Improvements— Project No(s) E13088 & E13089 Revised Contract Amendment No. 2— Additional Services LJA Project No. C007-14003 Dear Mr. Edmonds: I. SCOPE OF WORK We have prepared Contract Amendment No. 2 (CA2) to our Gollihar Road Improvements NE Contract. CA2 covers significant manhour overruns in the preparation of the revised construction documents through the submittal of the revised 100% Submittal Package. LJA's Contract Amendment No. 1 for the preparation of the revised construction documents (DESIGN) provided for 1,486 manhours. LJA spent 2,555 manhours preparing the revised 100% Submittal Package resulting in overrunning the negotiated DESIGN fee by $92,337. CA2 also covers the additional efforts required to prepare and submit the Sealed Submittal Package totaling $78,965.36. The additional efforts include the following: - Revisions to the construction plans for City changes to the previously approved gas installation method; - Revisions to the construction plans for City changes to the previously approved cycle track improvements; - Revisions to the construction plans for changes to the previously approved RTA improvements; - Revisions to the construction plans for changes to the proposed utility designs of connecting projects (Naismith and MGM); - Preparation of an estimated construction schedule; - Efforts required to address City comments on the Revised 100% Submittal Package; - Revisions to the Contract Documents; - Performance of QA/QC on revisions to the construction documents; - Attendance of additional Traffic Control and Coordination meetings (4 Meetings Max); and - Preparation and submittal of the Sealed Submittal Package. City of Corpus Christi September 29,2016 CA2 adds Additional Service: Prepare One (1) Utility Easement for the creation of one (1) utility easement at the northwest corner of Gollihar Road and Carroll Lane for the placement of the proposed traffic signal control cabinet. CA2 also adds Additional Service: Prepare Record Drawings. Under the Original Contract, Record Drawings were to be prepared as part of Construction Phase services. Contract Amendment No. 1, however, reallocated most of the Construction Phase funds to cover the cost of CA1, and Construction Phase services were removed from the Contract, except for preparing Record Drawings. CA2 reallocates the remaining Construction Phase funds to cover the cost of CA2, so an individual line item was added to provide funds for preparing Record Drawings at the end of construction. Lastly, CA2 adds Additional Service: Construction Phase Assistance (Time and Materials) and reallocates the remaining fee balance of $34,028.96 from the Original Contract plus an additional $49,990.00 to provide a total of $84,018.96 for this new contract line item. With CA1, funds from the Original Contract Basic Service: Construction Administration Phase were reallocated to cover efforts required in CA1, and Construction Phase services were removed from the Contract. The estimated construction duration for this Project is 30 months to final completion. LJA anticipates that it will require approximately$117,000 to provide required Construction Phase Services over 30 months. The $84,018.96 will provide LJA with funds for Construction Phase Assistance efforts through a significant portion of the construction duration. Depending upon the level of effort required of LJA during construction, a future contract amendment may be required to provide additional funds to provide Construction Phase Assistance to the end of the Project. II. CONTRACT CONDITIONS LJA will perform the above-described work for the fees established below. Any engineering efforts requested outside of the stated scope of work will require another amendment to the contract and additional fees. LJA understands that the City intends to contract separately for additional SUE efforts to locate existing AT&T and other 3`d party utilities within the Project area that were not included in the Original Contract SUE scope of work. LJA further understands that these additional SUE efforts will occur after the construction documents are finalized and sealed and before construction begins. As such, LJA will finalize the construction documents using the SUE data collected to date and using the location of the existing AT&T duct banks as shown on the record information provided to LJA by AT&T. Any revisions to the construction documents after delivery of the Sealed Submittal Package will require additional fees. III. BASIS OF COMPENSATION & SCHEDULE OF PAYMENT LJA proposes to perform the above-described scope of work for the fees shown below: - Basic Service: Design Phase $ 171,302.36 - Add'I Service: Prepare One (1) Utility Esmt. $ 1,500.00 - Add] Service: Prepare Record Drawings $ 15,000.00 - Add'l Service: Constr. LJA proposes to reallocate all of those funds towards the costs of CA2, which will leave $49,990.00 to be funded by this contract amendment as shown on the attached Summary of Fees. Invoices shall be prepared, submitted and paid on a monthly basis in accordance with the Original Contract. Invoices will be based upon engineering efforts spent at the time of invoicing. IV. SCHEDULE LJA will commence the above-described work upon receipt of an executed copy of this Contract Amendment and a Notice to Proceed from the City. The Design Phase services to provide sealed construction documents are estimated to require approximately 4 weeks to complete. Contract Amendment No. 2 documents are attached.
