CONTRACT FOR PROFESSIONAL SERVICES
AMENDMENT NO. 3
The City of Corpus Christi,Texas, a Texas home-rule municipal corporation("City")and LNV, Inc.("Consultant"),
agree to the following amendment to the Contract for Professional Services for Broadway Wastewater Treatment
Plant Effluent Line Rehabilitation (Project No. E10003):

Exhibit A, Scope of Services shall be amended as set forth in the attached Amendment No.3, Exhibit A.
Exhibit A, Fees shall be amended based on the modified scope of services in the attached Amendment No. 3,
Exhibit A for a fee not to exceed $0.00, for a total restated fee not to exceed $326,423.00.
All other terms and conditions of the March 10, 20110 Contract for Professional Services between the City and
Consultant,and of any amendments to that contract,which are not specifically addressed herein shall remain in full
force and effect.

Dear Mr. Edmunds:
With regard to the services associated with Project E10003- Broadway WWTP Effluent Line
Rehabilitation, we are proposing the following $0.00 amendment to assist the City with the repair and
rehabilitation of the New Broadway Wastewater Treatment Plant(NBWWTP)42-inch effluent line.
PROJECT BACKGROUND
The New Broadway Wastewater Treatment Plant(NBWWTP)is a treatment facility with a design capacity
of 8.0 MGD average daily flows and a peak two hour design capacity of approximately 40 MGD.Treated
_. secondary effluent from the new plant discharges through the plant's existing 42-inch effluent line to the
plant's discharge location at Corpus Christi Ship Channel.The new plant was constructed in 2013 to meet
effluent requirements defined in the City's Texas Pollutant Discharge Elimination System(TPDES)permit
as part of a two(2)phased project. Phase I comprised of the design and construction of the new treatment
facility. The second phase of project comprised of upgrading the capacity of the Resaca Lift Station from
20 MGD to 40 MGD and the rehabilitation of the existing 42-inch effluent line and outfall structure.
Preliminary design elements indicated a difficult and expensive rehabilitation of the 42-inch effluent line.
In an effort to reduce the cost of the project, the possibility of moving the outfall location approximately
2,000 feet up the Salts Flats Ditch was investigated in April, 2009. Moving the outfall to the Salts Flats
Ditch required that the environmental and hydraulic impacts be modeled. The results of both modeling
analysis indicated the feasibility of relocation the outfall to the Salts Flats Ditch. Additionally, for the new
outfall relocation to be approved, Texas Commission on Environmental Quality (TCEQ) made it a
requirement for dissolved oxygen limits to be raised from 2mg/L to 5mg/L. Due to unforeseen pitfalls and
complications in the pursue of the discharge permit amendment for the services required in the line
rehabilitation and outfall structure relocation,the project was put on-hold by the City.
In July of 2015 and 2016,the City explored a number of options in reducing the cost of the 42-inch effluent
line rehabilitation.LNV was contracted to provide engineering services to redesign the NBWWTP Effluent
Line Rehabilitation project, which included slip lining approximately 1,300 linear feet of the existing 42"
effluent line and the installation of approximately 2,600 linear feet of a new 42" line from the New
Broadway WWTP to the Port of Corpus Christi Ship Channel. The purpose was to restore the structural
integrity of the on-going deterioration of the existing line and extend the life of the effluent line. Design
plans and construction documents were submitted to the City on September 9,2016 but the City placed the
construction on-hold until further notice.

Additionally, on September 5, 2017, LNV was contacted by the City to assess damage to the 42-inch
effluent line located approximately 300 feet north of the permitted outfall structure at Corpus Christi Ship
Channel. Based on observations, it was believed that a sheet pile was driven through the 42"effluent line
and the sheet piling is blocking majority of the effluent flow to the outfall. The City wishes to avoid
unauthorized overflows which could cause localized erosion of the adjacent roadway embankment and
surcharge the 42-inch effluent line backing flows into the WWTP.
PURPOSE
The purpose of Amendment No. 3 is to assist the City with the design, construction and permitting and
regulatory phase services by providing recommendations for the repair and replacement of the 42-inch
effluent line. These services will include the preparation of contract documents, plans and specifications
for City's approval review and use by an approved contractor.
SCOPE OF SERVICES:
The Scope of Services for this contract is comprised of the following tasks:
I. BASIC SERVICES
ITEM 2—Design Phase
The Engineer will perform the following:
I. Data Collection
i. Conduct Kick-off meeting and schedule up to two (2) status meetings with the City project
team to provide an update on project progress and coordinate the proposed design and
construction activities.
ii. Obtain and review all available data and documentation pertaining to the previous designs,
including but not limited to maps, reports and record drawings pertinent to execution of the
Project.
iii. Conduct up to two (2) site visits to verify existing conditions, identify special construction
concerns,and to gain an overall understanding of the project conditions and constraints.
2. Temporary By-Pass Pumping Plan Development
i. Evaluate existing conditions and develop a temporary Bypass pumping schematic along with
emergency discharge location(s) while repairs are made to the effluent line.At a minimum,
the schematic drawing shall identify approximate location of all bypass pumping system
components, identify landmark structure and clearly label parallellcrossing streets. To date,
three exhibits have already been prepared for this purpose.
ii. Provide required capacity of bypass system.

3. Development of Rehabilitation Plans
i. Calculate capacity to determine minimum allowable diameter of rehab method.
ii. Prepare a preliminary layout of the proposed construction alignment of the 42-inch effluent
line and indicate all major conflicts with existing utilities and all areas where special
construction techniques must be considered.
iii. Evaluate the rehabilitation/replacement alternatives and recommend the most suited course
of action considering the availability of various pipe materials.
iv. Provide design elements for suggested alternative.
v. Incorporate revised bypass pumping plan into contract documents.
vi. Develop up to three alternatives for relocating the proposed outfall.
vii. Revise existing Salt Flats ditch channel sections to capture existing conditions.
viii. Revise proposed Salt Flats ditch channel sections and prepare new plan and details for
outfall structure into Salts Flats ditch.
ix. Develop a construction package including City's standard front end documents,construction
plans,and specifications.
x. Provide construction cost estimates and an anticipated project schedule.
xi. Assist City in negotiating the best possible contact amount with approved City Contractor a
bid price to obtain for the proposed improvements.
ITEM 4—Construction Phase
The Engineer will perform the following:
As necessary, review shop drawings and product submittals for conformance with the
Contract Documents.
ii. Provide clarifications, interpretation of the specifications, sketches and drawings to resolve
field conflicts encountered and provide consultation and advice during the construction phase,
as requested by City staff.
hi. Attend construction progress meetings. Provide meeting minutes to all attendees.
iv. Develop the Record Drawings from the As-built Drawings of the construction supplied by the
construction contractor.

II. ADDITIONAL SERVICES:
ITEM 1—Permit Preparation
The Engineer will perform the following:
i. Prepare and submit all temporary discharge related permit applications and supporting
documentation necessary to obtain required permits.
f}�� ii. Respond to all requests for additional information from permitting agencies. This will involve
correspondence with TCEQ during the course of the design work for a timely approval of the
proposed process improvements and plant's discharge permit amendments to maintain compliance.
iii. Attend and actively participate in meetings with TCEQ staff. The Engineer has attended two such
meetings as a part of the scope for this project.
iv. Provide assistance to the City and Alan Plummer Associates(APAI)to obtain TPDES Amendment
by:
• Exhibit preparation
• Design reports and calculations
• Treatment unit listing and inventory
• Providing water quality modelling background and previous correspondence with TCEQ and
Carollo Engineers back in 2009.
