Dual Wall HDPE Perforation Patterns December 2011
Introduction
Perforated pipe plays an integral role in many applications of HDPE pipe. Generally, perforated pipe is used to
accelerate the removal of subsurface water in soils or to allow storm water to percolate into the soil.Currently,two
classifications of perforations are specified in the AASHTO material specifications for HDPE pipe: Class I,and Class II.
Class I perforations are commonly used in combination storm/underdrain systems while Class II incorporates
subsurface drainage and detention/retention systems.Both classes are explained in more detail in the AASHTO
materials specifications(M294 and M252).AASHTO M252 covers pipe diameters 3-through 10-inch(75-250 mm)
while M294 covers 12-inch through 60-inch(300-1500 mm).
Standard Perforation Patterns
AASHTO Class II Perforation
The following terminology for perforations is derived from the applicable AASHTO specification. Differences
between the specifications are covered in the table below. Class II perforations shall be located in the outside
valleys of the corrugations,be circular and/or slotted and evenly spaced around the circumference and length
of the pipe.The perforations shall be located in the outside valleys of the corrugations.The water inlet area
shall be no less than 0.945 in2/ft(20 cm2/m)for pipe diameters 4-through 10-inch(100-250mm), 1.42 in2/ft
(30 cm2/m)for pipe diameters 12-through 18-inch(300-450 mm)and 1.89 in2/ft(40 cm2/m)for pipe diameters
larger than and equal to 24 inches(600 mm). Table 1 below represents ADS standard perforation patterns for
AASHTO Class II.

PYRAMAT® 25 turf reinforcement mat (TRM) is a three-dimensional, lofty, woven polypropylene geotextile that is

WHY: It became evident during construction that there was excessive erosion on recent excavation and sloping of
the fill material around the existing clearwell. This excavation was required to construct the new High Service
Pump Station. Soil utilized during backfill of the clearwell during its original construction, experienced erosion
well beyond design expectations during construction of the High Service Pump Station foundation. This was not
anticipated and a new erosion control measure design was required to permanently stabilize the slope.
HOW TO AVOID: Additional soil borings and test during design could have avoided the need for this change but
not the costs associated.

Attached is PLW's proposed cost for the addition of CW2 and creek erosion control to be added to their scope of
work. LNV reviewed PLWs initial proposal and provided comments which have been addressed by PLW in the
email below. I want to note that I'm ok with allowing larger stone to be used in lieu of the size specified in our
design only if it is at a cheaper price. The larger stone will enhance protection of the berm down at the creek. I'm
also ok with allowing 12"pipe in lieu of 8"only if it is at a cheaper price. The larger pipe size will increase the
handling capacity of the drainage system proposed. I took a look at the existing wedge anchors during a site visit
last week and some do look to be in a poor condition. That said and in regards to PLWs response below, I would
expect some of the existing wedge anchors to be replaced. An exact number will not be known until they begin
installation,so it's up to the City on how this item needs to be addressed initially. All in all,the big ticket item on
this proposal is labor/equipment costs(approximately 70%of the cost). Materials are approximately 30%of the
proposal cost. In my experience, I typically see labor/equipment percentage of cost around the 50%range as well
as the material percentage of cost. Evaluation of the time estimated in the proposal for the work at hand seems
reasonable,so it's hard to argue labor overweighting the cost. The only thing that can be looked at further would
be to compare the labor unit rates to PLWs certified payroll,which Construction Services has in hand. Other than
that, I have no additional comments and so I am submitting to the City for approval. If there are any questions or
you would like to discuss,please don't hesitate to contact me.

Abel,
Below is our comments to submitted RFP-8—Erosion Control for CW#2 and Creek Berm. Please review these
comments and address at your earliest convenience.
1. Item 10(Page 2)—Fine grade,excavation and backfilling($7,004)
Comment:The Landlok 300 is being proposed in a location that is already proposed to be graded in the
original set of plans. Please provide explanation on why additional grade,excavation and backfilling is
required.After the installation of the drain pipe there will be pea gravel from the existing drain mixed
with dirt we dig up on this scope of work. The area will need to be regraded to a clean flat surface there is
also excavation and backfill at the toe of the trench(figure 3 drawing C18B)That is not included in item 2.
2. Item 22&38(Page 2)—Water Truck($15,000)
Comment:The unit rate for a water truck is reasonable for a day rate rental in this area;however, it is
specified to be used for a total of 30 days. That said,it is typical that a reduced rate is provided when
rented for an extended period(such as renting by the month or week in lieu of a day to day basis). Please
provide rental quote and/or explanation supporting the$500 unit rate. Please provide the same
information for Items 33 and 35 as they are proposed for 20 days as well.Considering a monthly rental(1

month instead of 20 days),we can reduce the price for the water truck to$7,300, Mini excavator to
$4,250 and skid steer to$4,800.
3. Item 25(Page 2)—4x12 Stone(if available)
Comment: Please confirm 4x12 Stone"is available"at the cost of$35.5 per ton.The only product we can
find in a small order is 8"to 12"crushed concrete.That price is good 1 to 2 weeks lead time is required.It
would come from Southern Crushed Concrete.The product will be crushed concrete.See attached quote.
I did find stone in San Antonio$100 a ton.
4. Item 29(Page 2)—Wedge Anchors($3,980)
Comment: Please provide purpose for the wedge anchors and confirm if they are needed or not. If not
needed,please remove item and associated cost from the proposal.The existing metal bracket looks in
good shape but I'm not sure every nut will be able to be removed off every stud.Some or most may need
to be cut off and new ones added. If you are agree we can consider 50%of new anchors in a safe
position.
5. Item 40(Page 2)—Small Equipment&Consumables($4,000)
Comment: Please provide detail on what all equipment is included in the item"small equipment"with
detailed cost breakdown for each equipment included.Generator 20 days($705),Water pump 20 days
($657),Air compressor chip and hummer 10 days($886),Eye level 20 days($894)and consumables
($768).
6. Item 43(Page 2)—Foreman($7,460)
Comment: It appears man-hour costs are already provided for each individual scope of work. Please
provide detailed explanation for purpose of Item 43.It will be for the supervision,as you can see we
haven't added any general condition for those works.
7. (Page 4)—French Drain Pipe Cost Proposal
Comment: Please provide explanation for why 12"perforated pipe is quoted in lieu of 8"as specified in
the drawings and the cost difference between the two sizes.8"perforated pipe was not available from
any of our venders.To buy 8"drill and rap the pipe was much higher with the labor included.The 12"is a
stock Item next size down was 4"or 6" but we never had it quoted.
8. Item 40(Page 6)—Powerstud 304SS''/:X 4''A(50/BX)
Comment: Please provide detail for the purpose of this item.This would be the concrete anchor used to
hold the Batten or metal strip on the wall if the others are not reusable.
