In the Original Contract,Exhibit A,Fees shall be amended based on the modified scope of services in the attached Amendment No.3,Exhibit A for a fee not to exceed$19,964.00,for a total restated fee not to exceed$646,764.00. All other terms and conditions of the July 26, 2016 Contract for Professional Services between the City and Consultant,and of any amendments to that contract,which are not specifically addressed herein shall remain in full force and effect. Box 9277 Corpus Christi,Texas 78469-9277 RE: Amendment No. 3 to Professional Services Agreement for Corpus Christi Aquiferuifer Storage and Recovery Feasibility Study(Project No. E16265) Dear Mr. Deng: In August 2016, HDR Engineering, Inc (HDR)entered into an agreement with the City of Corpus Christi to provide Professional Services for the Corpus Christi Aquifer Storage and Recovery (ASR) Feasibility Studyl. The contract included provisions for additional requested services beyond those identified in the original time and materials, not to exceed the City's total appropriation for the project. Details of contract and amendments arc shown in Attachment 1. City Council approved and appropriated$1,857,708 for the Corpus Christi ASR Feasibility Study(E16265), to include: HDR professional services, Felder Water Well LLC well drilling services for base and alternate items,and an unspent allocation of roughly $280,0002 for additional efforts beyond original scope as may arise during the three-year study. In the bidding request for drilling services,City Staff requested allotment of an additional time in the driller's schedule to reduce costs. The City- Driller agreement specified substantial completion within 133 days of notice to proceed, a schedule that HDR discussed with City Staff extended 7 weeks beyond the field support timeframe included in HDR's August 2016 agreement. In October 2016, HDR prepared a draft amendment for City Staff consideration to include this scope change. After discussing with City Staff, it was agreed that HDR's additional services beyond contract would be revisited at the end of the drilling effort based on actual costs incurred. The drilling activities were substantially completed on March 8,2018,or 138 days (20 weeks)after notice to proceed. The additional services requested by HDR in response to City directives during the field program included the following: • Two-phased drilling of 6 boreholes(scope included 3 boreholes); • Participation in the September 26,2017 pre-construction meeting; • Field support during installation of permanent monitoring wells(alternate bid items). HDR provided City representation during installation of two of the three monitoring wells; • Preparation of flush-mounted monitoring well design for Site 3,in response to City Staff's interest in low profile design for Westhaven Park; • Airport coordination for site access and badging; • Rental of water quality sonde and two-Level Troll 700 transducers to monitor water levels during pump tests3; and • Cancelled airfare in response to driller-initiated changes in schedule. With the two-phased approach for drilling and program modifications in response to field conditions, HDR was able to help the City save over$200,000 of the original $950,740 budgeted for Felder Water Well LLC drilling services. Attached for your consideration is Amendment No. 3, for costs incurred on activities beyond our original scope of work as described above.Cost details are included in Attachment 2. No. 3 Exhibit A Page 3 of 4 Attachment 2 Amendment e3 Current City a HOP Agreement: Task 2-Develop and Supervise Exploratory Test Drilling Program technical support for up to three exploratory boreholes to a depth of about 1,200 feet to assess geology,hydrogeology,water quality,and geochemistry. City-HDR agreement signed August 2016 assumed 72-day field program,a shorter duration than subsequent City-Driller agreement for 133 days NTP between City and Driller. Field testing completed on Feb 21,or 138 days NTP. Below reflects actual costs incurred,excluding driller down time or times when no work was performed by HDR such as during times of City inspector field oversight or awaiting coring tool. Additional work associated with Exploratory Test Drilling Program is as follows: • • Coordination with airport personnel for site access.
