CONTRACT FOR PROFESSIONAL SERVICES
AMENDMENT NO. 3
The City of Corpus Christi,Texas,a Texas home-rule municipal corporation("City")and Freese and Nichols,Inc.
("Consultant"),agree to the following amendments to the Contract for Professional Services for Downtown Road
and Streetscape Improvements BOND 2014(E15098):
Original Contract October 18, 2016 Motion No. 2016-137 $115,067.00
Amendment No. 1 December 19, 2016 Administrative Approval $10,643.00
Amendment No. 2 April 19, 2018 Administrative Approval $35,857.00
In the Original Contract, Exhibit A, Section I. Scope of Services shall be amended as set forth in the attached
Amendment No. 3, Exhibit A.
In the Original Contract,Article III Compensation, Paragraph 3.1,shall be amended based on the modified scope of
services in the attached Amendment No.3,Exhibit B for a fee not to exceed$23,324.00,for a total restated fee not
to exceed $184,891.00.
All other terms and conditions of the October 18, 2016 Contract for Professional Services between the City and
Consultant,and of any amendments to that contract,which are not specifically addressed herein shall remain in full
force and effect.

Dear Mr. Edmonds,
At the request of your staff,Freese and Nichols, Inc. is pleased to submit our revised contract
amendment#3 for Downtown Road and Streetscape Improvements(Bond 2014). This amendment
includes Design and Construction Administration phase services effort as follows:
1. Add Design Phase Services.
a. This amendment proposes to add additional streetscape elements to the project.
Design phase services will include the following:
i. Design a new overhead directional guide sign on the Carancahua Street
overpass on Agnes Street.
1. Structural design of sign frame and attachment to existing concrete
bridge structure
2. Develop Traffic Control Plan for installation of the new sign.
3. Develop construction documents and specifications for the proposed
sign
ii. Design new solar powered light fixtures for the overhead sign(Carancahua
overpass).
1. Power Design Approach: The power design for the project will be based
on standardized,self-contained manufactured photovoltaic(PV) lighting
products.Product selection will include appropriately sized distributed
PV generation and storage product options based on manufacturers
recommendations. Lighting calculations will be performed and used to
determine the recommended number of fixtures,fixture spacing and
fixture accessories.
2. Code Compliance and Manuals: The electrical distribution for the
roadway signage illumination will comply with the National Electrical
Code and local ordinances. TxDOT standard electrical details will be
utilized in design wherever possible.
3. Develop construction documents for the proposed lighting.

iii. Design modifications to the existing traffic islands at the intersection of Agnes
and Chaparral. City staff have indicated that due to the current configuration of
the islands traffic headed east bound often travels into the west bound lane. A
reconfiguration of the island should correct this misalignment and create a safer
intersection.
1. Prepare plan sheets showing the modifications required including
a) Demolition of portions of one island
b) Adjusting manholes currently on the islands
c) Installation of pavement at the demolished island
d) Re-striping the islands and adjacent pavement
2. Prepare traffic control plans associated with the island work
iv. Update the OPCC including the new streetscape elements.
The City staff will:
a) Coordinate design efforts with the Downtown Management District and
the City's Manager's Business Liaison.
b) Provide review of additional streetscape elements prior to bidding.
Freese and Nichols,Inc. respectfully requests a contract amendment in the amount of$23,324.00 to
address the aforementioned items.
Once authorized the additional scope items will take 6 weeks to develop for review with City
Engineering Staff. It will be the City Engineering Staff's responsibility to coordinate with stakeholders
and departments for approval prior to the notification for finalization of the bid documents. After
authorization it will take 2 weeks for issuance of a bid set unless scope changes are required.
