AMENDMENT NO. 5
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas, a Texas home-rule municipal corporation ("City") and Freese and
Nichols, Inc. ("Consultant"), agree to the following amendments to the Contract for Professional Services
for Ocean Drive Louisiana Avenue to Buford Street BOND 2012 (Project No. El 2093):
Original Contract January 29, 2013 Motion No. M2013-015 $855,969.00
Amendment No. 1 January 23, 2015 Administrative Approval $49,994.00
Amendment No. 2 May 13, 2015 Administrative Approval $39,614.00
Amendment No. 3 February 15, 2016 Administrative Approval $37,453.00
Amendment No. 4 August 26, 2016 Administrative Approval $34,891.00
In the Original Contract, Exhibit "A", Section I. Scope of Services, Part A. Basic Services, Item No. 2
Design Phase Services shall be amended as set forth in the attached Amendment No. 5, Exhibit "A".
In the Original Contract, Exhibit"A", Section I. Scope of Services, Part B. Additional Services, Item No. 5
Public Involvement, Item No. 10 Signalization Improvements, and Item No. 11 Landscape/Irrigation shall
be amended as set forth in the attached Amendment No. 5, Exhibit "A".
In the Original Contract, Exhibit "A", Section 3 Fees shall be amended based on the modified scope of
services in the attached Amendment No. 5, Exhibit "B" Summary of Fees for a fee not to exceed
$49,441.00, for a total restated fee not to exceed $1,067,362.00.
All other terms and conditions of the January 29, 2013 Contract for Professional Services between the City
and Consultant, and of any amendments to that contract, which are not specifically addressed herein shall
remain in full force and effect.

Amendment No. 5
Dear Mr. Edmonds,
Freese and Nichols, Inc. (FNI)would respectfully request your consideration of our amendment#5 for
Ocean Drive—Louisiana Ave.to Buford St. (City Project No. E12093). The amendment includes
additional professional services for the design of traffic control plans/revisions requested by the City,
optimized timing and synchronization of traffic signals on Ocean Drive,additional public outreach,and
additional landscaping design and coordination. FNI respectfully requests a contract amendment in the
amount of$49,441 to address the additional time and effort required to support these additional
project efforts. The proposed scope is further defined below:
Scope of Services
A. Basic Services
Traffic Control Plan Revisions
1. Provide additional design of traffic control plans and detour plans for all phases of construction
which has allowed construction activities to continue on Ocean Drive. TCP changes and detour
plans have been requested by the City and required throughout the construction period due to
site conditions,access requirements, and coordination with other nearby projects including
Ayers Street and the Christus Spohn Shoreline hospital expansion. Conduct five additional
meetings with the City and contractor to coordinate changes to the traffic control plan,detour
planning and temporary signalization.
B. Additional Services
Signalization Improvements
2. Prepare the timing and synchronization of nine(9)traffic signals on Shoreline Blvd./Ocean
Drive extending from Peoples Street to Louisiana Avenue. Optimized signal timings and
synchronization of these intersections will be recommended to follow the completion of the
Ocean Drive improvements. The intersections will include: Peoples, Lawrence,Coopers Alley,
Park, Buford, Morgan, Elizabeth,Ayers,and Louisiana. These intersections will be coordinated
for better traffic flows via the City's traffic network. The City will provide all traffic count data
and required turning movement counts for AM/PM peak hour traffic flow. FNI will develop a

traffic model using Synchro modeling software. One follow-up site visit will be conducted to
recommend any timing adjustments that are needed.
Additional Public Outreach
3. Provide additional public outreach support and coordination with Christus Spohn Hospital on
the Ocean Drive improvements. Conduct six(6)additional meetings with Christus Spohn
Hospital to coordinate items such as traffic control, utilities and tie-ins,access requirements,
intersection improvements, emergency routes,doctor and patient access, helipad construction
including FAA obstruction warning lighting,and coordination with Spohn contractors and
franchise utility companies including AEP and AT&T. Prepare additional exhibits for access
changes and utility tie-ins for use in communication with the Hospital and their stakeholders.
Landscaping and Irrigation Design
4. Prepare additional landscaping and irrigation drawings for the median on Ocean Drive near
Louisiana Avenue. Plan drawings will include additional landscaping and irrigation
improvements requested by the City. FNI will coordinate with the City's Park and Recreation
Department and the City's contractor on the proposed improvements. FNI will conduct two(2)
additional site visits to evaluate the improvements are constructed in accordance with the plan.
