HomeMy WebLinkAboutC2018-232 - 6/8/2018 - NA TASK ORDER NO. 29 This Task Order pertains to a Master Services Agreement for Professional Services by and between City of Corpus Christi, Texas (City) and LNV, Inc. (Consultant) dated August 16, 2016 (Agreement). Consultant shall perform services on the project described below as provided in this Task Order and in the Agreement. This Task Order shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall supplement the Agreement as it pertains to the project described below. PROJECT NAME/NUMBER: Water and Wastewater Treatment On-Call Support, El 6264 1. PROJECT DESCRIPTION—This project provides the Utility Department with on-call services to assist with any technical, operational, maintenance,diagnostic and design concerns for the City's O.N.Stevens Water Treatment Plant and six wastewater treatment plants. 2. SCOPE OF SERVICES —48-inch Transmission Main Assessment more fully described in Exhibit A. 3. COMPENSATION —The total amount not to exceed for Task Order No. 29 only is $23,365.00. This Task Order is approved and Consultant may proceed. All other terms and conditions of the Agreement remain in full force and effect. In the recent past, low water pressure has been recorded at certain locations along Leopard Street. These locations are fed by the 48 inch transmission main from ONSWTP and the purpose of this task authorization is to assist the City in evaluating if increasing the pressure at the ONSWTP would provide corresponding required increase in pressure along Leopard Street. II. During a recent valve exercise on the 48 inch Southside Transmission Main from ONSWTP,City staff observed that valve closure on the line lead to unexpected increase in pressure at High Service 2 which exceeded the pump's set-point pressure causing High Service 2 to shut down. This task authorization will provide assistance to the City staff by further investigating the reason for the unexplained pressure increase at the ONSWTP during the valve exercise along with recommended future course of action. SCOPE OF WORK ADDITIONAL SERVICES: Task 0001 —Leopard Street 48-inch Transmission Main Water Pressure Evaluation The Engineer will perform the following: i. Coordinate with City Staff to identify extent of pressure concern and historic data for locations to be analyzed. ii. Evaluate SCADA data provided by City staff to identify change in pressures at identified locations with corresponding changes in pressure at the ONSWTP. iii. In case SCADA data is insufficient to perform evaluation, install pressure loggers and monitor study area of the distribution systems for three(3)days. iv. Remove pressure loggers from the field,download and analyze data. v. Prepare a memorandum with results for the analysis. Note: The following assumptions were made in the development of the above mentioned scope: • The City is to provide SCADA data for the study area and ONSWTP as requested. • Only in the case where SCADA data is insufficient to perform analysis,data loggers will be installed in field. 1 Task Order No. 29 Exhibit A Page 2 of 6 'SUS CN 4 J^ LNV ';'.34;;;;;" • tj • • Data loggers are to be installed by LNV with assistance from City staff. • At the time of data collection, ONSWTP may be requested to raise water pressure to obtain data for both normal operating conditions and for high water pressure conditions. Task 0002—Transmission Main Valve Exercise Analysis The Engineer will perform the following: i. Conduct a kick-off meeting with City Staff to obtain information on valve exercise and understand constraints, field operations and requirements. ii. Evaluate SCADA data provided by City staff for each valve exercise. iii. Perform hydraulic modeling for up to two(2)scenarios—one with the valve open and the other with the valve closed. iv. Conduct meeting with City staff to discuss results of evaluation. v. Prepare a memorandum with results of the modeling and corresponding recommended course of action. Note: For the purpose of this task, the SCADA information requested from the City should include the following: • Data for the time period of valve exercise on the North Transmission Main along Leopard Street. Data should include information on at least one(I)valve along the transmission main and should be for each second during the time period of the valve exercise. • Data for the 48 inch valve closure located approximately 1500 feet downstream of ONSWTP,along Southside Transmission Main. Data should be provided for the entire duration of the valve exercise and for each second during the valve exercise. DELIVERABLES Task 0001: The Engineer will prepare a FINAL memorandum and submit one(1)electronic copy to the designated City Task Authorization Manager. Delays caused by review times by the City exceeding those anticipated by the Engineer's schedule are cause for adjustments in the schedule. Any adjustments made to the agreed upon schedule shall be made in writing and accepted by both parties. The Engineer shall begin work immediately upon receipt of the executed Task Authorization and/or Notice to Proceed (written or emailed). FEE The services for all tasks listed under this task authorization will be provided on a Time and Materials(T&M)basis.The anticipated amount for this task authorization is$23,365.00,as shown in ATTACHMENT A.
