HomeMy WebLinkAboutC2018-233 - 6/8/2018 - NA TASK ORDER NO. 17 This Task Order pertains to a Master Services Agreement for Professional Services by and between City of Corpus Christi, Texas (City) and LNV, Inc. (Consultant) dated August 16, 2016 (Agreement). Consultant shall perform services on the project described below as provided in this Task Order and in the Agreement. This Task Order shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall supplement the Agreement as it pertains to the project described below. PROJECT NAME/NUMBER: Water and Wastewater Treatment On-Call Support, E16264 1. PROJECT DESCRIPTION—This project provides the Utility Department with on-call services to assist with any technical, operational, maintenance, diagnostic and design concerns for the City's O.N. Stevens Water Treatment Plant and six wastewater treatment plants. 2. SCOPE OF SERVICES—Navigation Pump Station Operational Assessment more fully described in Exhibit A. 3. COMPENSATION —The total amount not to exceed for Task Order No. 17 only is $22,809.00. This Task Order is approved and Consultant may proceed. INDEXED City Project No. E16264 Professional Services Contract City of Corpus Christi Water/Wastewater Treatment On-Call Support Task Authorization No. 17 — Navigation Pump Station Operational Assessment May 29, 2018 LINA, Task Order No. 17 Exhibit A Page 1 of 7 • V f� LNV • SCOPE OF WORK Project No. E16264 Water and Wastewater Treatment On-Call Support Task Authorization No. 17—Navigation Pump Station Operational Assessment PURPOSE The Navigation Pump Station(PS) is located at 152 North Navigation Blvd,Corpus Christi,Texas and has a rated capacity of 30 MGD. The City has requested LNV/Hazen team to conduct a study and evaluate possible scenarios to utilize the Navigation PS such as to maximize benefit to the water distribution system. The purpose of this task authorization is to assist the City by evaluating the Navigation PS and surrounding distribution system to determine the most feasible alternatives for operation of the pump station. The task authorization will assist the City by evaluating the possible scenarios and providing recommendations for operation and future course of action. Based on the findings of this initial evaluation, potential hydraulic modeling runs may be identified to assist the City evaluate the various operational scenarios in more detail. These hydraulic runs may be performed as part of an additional task authorization after obtaining authorization from the City. SCOPE OF WORK ADDITIONAL SERVICES: Task 0001 —Navigation Pump Station Operational Assessment The Engineer will perform the following: i. Conduct a kick-off meeting with City Staff to identify distribution system needs,pump station operation preferences and drivers. ii. Review existing relevant data and hydraulic model runs to identify up to three (3) alternatives for Navigation PS operation. iii. Conduct a meeting with City Staff to discuss alternatives identified and proposed course of action. iv. Evaluate the feasibility of each alternative or identify additional assessments needed to confirm feasibility. v. As per budget availability, develop order of magnitude of cost estimates for each alternative or identify additional assessments needed to develop order of magnitude costs. vi. Identify recommended future course of action and potential hydraulic modeling runs to be performed(if required). vii. Conduct one(1)summary workshop to present evaluation results to City Staff. 1 Task Order No. 17 Exhibit A Page 2 of 7 `o'*us rh, LNV J�b Note: The following assumptions were made in the development of the above mentioned scope: • The City Staff is to assist in identifying operational priorities and drivers. • The scope of works includes evaluation of previous hydraulic modeling runs to evaluate current system operation. The scope does not include provisions for performing new hydraulic modeling runs. • The scope of work does not account for Engineer to verify alternative feasibility with TCEQ. DELIVERABLES The Engineer will prepare a DRAFT Memorandum summarizing findings for City review and comment. Upon receipt of comments, the Engineer will incorporate the necessary changes and submit one (1)electronic copy of the FINAL Memorandum. SCHEDULE The Engineer's services shall be performed in a timely manner consistent with sound professional practices. The Engineer will complete the work according to the following schedule: Activity Completion Date Contract Execution -Notice to Proceed (NTP) TBD Task 0001 —Navigation Pump Station Operational Assessment • KO Meeting with City Staff 1 week after NTP • Meeting with City Staff to discuss 4—6 weeks after KO Meeting Alternatives Identified • • DRAFT Memorandum 6 weeks after Meeting with City • FINAL Memorandum 2 weeks after City Review The time limits set forth in the schedule shall include allowances for reasonable and expected review time by the City and approval by authorities having jurisdiction over this project,and shall not be allowed as cause for delay or adjustments to the schedule. Delays caused by review times by the City exceeding those anticipated by the Engineer's schedule are cause for adjustments in the schedule. Any adjustments made to the agreed upon schedule shall be made in writing and accepted by both parties. The Engineer shall begin work immediately upon receipt of the executed Task Authorization and/or Notice to Proceed (written or emailed). 2 Task Order No. 17 Exhibit A Page 3 of 7 „use,. LNV • • FEE The services for all tasks listed under this task authorization will be provided on a Time and Materials(T&M)basis.The anticipated amount for this task authorization is$22,809.00,as shown in ATTACHMENT A.
