This Task Order pertains to a Master Services Agreement for Geotechnical and Construction Materials Testing by
and between City of Corpus Christi, Texas (City) and Tolunay-Wong Engineers, Inc., (Lab)dated January 16,
2018 by Motion No. M2018-005 (Agreement). Lab shall perform services on the project described below as
provided in this Task Order and in the Agreement. This Task Order shall not be binding until it has been properly
signed by both parties. Upon execution, this Task Order shall supplement the Agreement as it pertains to the
project described below.

3. COMPENSATION —The total amount not to exceed for this Task Order only is$11,671.00.
This Task Order is approved and Lab may proceed. All other terms and conditions of the Agreement remain in
full force and effect.

Dear Mr. Moran,
Tolunay-Wong Engineers, Inc. (TWE) is pleased to submit this proposal for a limited Phase II
Subsurface Investigation for the above referenced project. This proposal presents a general
description of the project, our proposed scope of services and the estimated cost for completion
of our services associated with the project.
Background
The project consists of construction of a lift station and 18-in force main line near the
intersection of McBride Lane and Interstate Highway 37 in Corpus Christi,Texas.
Objective
The objective of the subsurface investigation is to discover, document, and report potential
impacted soils. The report will include a description of existing soil material, contamination (if
present), and groundwater depths, if encountered. Since this effort will be limited in scope, the
work will be conducted in general accordance with ASTM E 1903-11, Standard Guide for
Environmental Site Assessments: Phase II Environmental Site Assessment Process. This
program is designed to evaluate the presence or absence of contaminants at the Site.
Scope of Work
This Scope of Work is based on obtaining samples of soil to evaluate the potential for impacted
surface and subsurface conditions within the Site. The primary focus of this Phase II ESA is to
evaluate the existing soils for the presence of petroleum related products.

Our scope is to obtain soil samples and groundwater samples, if encountered, for evaluating
potentially impacted subsurface media at the Project Location. The primary focus of a Phase II
ESA is to evaluate the potential that a"recognized environmental condition" (REC) identified in
the Phase I ESA has impacted environmental media (soil and/or water) through releases of
regulated substances,such as hydrocarbons.
In accordance with the scope of services provided by the City, we will drill two (2) borings to
maximum depths of up to 36-ft below ground surface. Two (2) soil samples will be collected to
8-ft below the ground surface in the vicinity of the proposed lift station. The soil samples will be
packed into an ice-filled chest and transported to the laboratory under Chain of Custody to be
analyzed for BTEX,TPH 1005, and VOCs.
The soil borings will be performed using a Geoprobe "Direct Push" soil sampler. Soil samples
will be sealed in clear poly tubing for field analysis. Groundwater samples, if encountered, will
be obtained from temporary groundwater monitoring well(s) and a groundwater screening
sample will be extracted from each well for analysis. Continuous soils will be sampled and field
screened using a portable organic vapor analyzer (OVA). One (1) soil sample will be obtained
from each boring location based on field screening, visual, olfactory, or other evidence of
contamination impact. If no evidence of potential impact is observed, soil samples will be
collected from the depth most likely affected by a potential release.
If groundwater is encountered, temporary monitoring wells will be constructed utilizing slotted
PVC screen and PVC riser to the surface. Wells will be purged, developed, and sampled for
BTEX, TPH 1005, and VOCs. If groundwater is not encountered, soil cuttings will be placed
back into the holes. After groundwater has been sampled, the monitoring well risers and screens
will be removed and the resulting borehole plugged with bentonite. Boring locations will be
plugged to the surface with bentonite chips at the completion of field services.
The soil boring locations will be identified by TWE and City of Corpus Christi representatives
and surveyed using a hand-held global positioning system(GPS) device. This proposal does not
include pricing for professional surveying services to provide precise coordinates and elevations
of the soil boring location. If necessary, pricing for these services can be provided upon request
by the Client.
We anticipate underground utilities and/or pipelines could be of concern at the site location. Our
field personnel will work with City of Corpus Christi representatives to identify and avoid
known underground utilities. We will also notify the Texas 811 One Call System prior to the
commencement of our field program for clearance of subsurface utilities within the project site.
Our field personnel will have the appropriate safety training and will be equipped with the
required personal protective equipment.
Reporting
Upon completion of gathering and interpretation of the laboratory and other applicable data,
TWE will prepare a letter report stating the findings of the limited Phase II Subsurface
Investigation. Included in the report will be conclusions and recommendations as to the

evidence of or the potential for environmental impairment at the time of the investigation.
Assumptions/Limitations
The above-stated Scope of Work and schedule are contingent upon the following assumptions:
• TWE will have necessary access to the Site.
• The scope of this proposal is only for a limited Phase II Subsurface Investigation and
will only involve the collection of soil and groundwater samples for BTEX, TPH 1005,
and VOC analysis.
• Normal TAT for laboratory analysis is anticipated. Should a rush TAT (within 2 to 3
days)be required,the laboratory costs would double.
Estimated Costs
The estimated costs to conduct the Limited Phase II Subsurface Investigation are presented
below. Every reasonable effort will be made to stay within this proposed budget. Should
unforeseen conditions or situations occur that are beyond the control of TWE,we will not exceed
this lump sum amount without prior approval from the Client.

Schedule
Upon authorization, our field program can commence within five (5) working days depending on
current schedule, site access, weather contingencies and subsurface utility clearance. We anticipate the
field program will take one (1) to two (2) working day(s) to complete with laboratory testing
beginning as soil samples are delivered to the laboratory. We anticipate laboratory testing under
normal turnaround time (TAT) conditions to be completed within seven (7) to ten (10) working
days. Analysis of laboratory results and report preparation will take three(3)days to complete. We
anticipate an overall project duration of about three(3)weeks from notice to proceed to completion
of our final report.

Closing Remarks
The cost estimate contained herein was developed using the scope of services requested by the
City of Corpus Christi and the unit rates presented in the Master Service Agreement(Project No.
E17101A) between the City of Corpus Christi and Tolunay-Wong Engineers, Inc. We
understand that the City will issue a Project Task Order upon acceptance of this proposal in
accordance with the MSA and the Task order will serve as our authorization to proceed with our
services for the project.
