HomeMy WebLinkAboutC2018-259 - 6/18/2018 - NA TASK ORDER NO. 21 This Task Order pertains to a Master Services Agreement for Professional Services by and between City of Corpus Christi, Texas (City) and LNV. Inc. (Consultant) dated August 16, 2016 (Agreement). Consultant shall perform services on the project described below as provided in this Task Order and in the Agreement. This Task Order shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall supplement the Agreement as it pertains to the project described below. PROJECT NAME/NUMBER: Water and Wastewater Treatment On-Call Support, E16264 1. PROJECT DESCRIPTION-This project provides the Utility Department with on-call services to assist with any technical, operational, maintenance,diagnostic and design concerns for the City's O.N.Stevens Water Treatment Plant and six wastewater treatment plants. 2. SCOPE OF SERVICES -Wastewater Collection System Odor Control Chemical Assessment more fully described in Exhibit A. 3. COMPENSATION -The total amount not to exceed for Task Order No. 21 only is $51,002.00. This Task Order is approved and Consultant may proceed. The purpose of this task authorization is to provide assistance to the City staff by evaluating chemical products to utilize for odor control in the collection system with considerations for cost and technical performance. The following describes the typical key project tasks in evaluating collection system odors and selecting appropriate treatment strategies including application of chemical(s). 1. Historical Review-Review of historical liquid and gas phase data,flows,customer complaints and known trouble areas. 2. Additional Sampling-Field/bench-scale testing to augment gaps in historical data 3. Drivers.Treatment Goals.and KPI Development— • Evaluation of odor causes and selection of appropriate treatment regarding odor. • Identification of any odor impacts from industries or individual customers. • Narrow down list of potential treatment options to be bench tested. • Establish and define Key Performance Indicators(KPIs). 4. Product Evaluation— Bench/pilot-scale testing to evaluate the efficacy of selected treatment chemicals 5. Selection and Implementation—Selection of appropriate chemicals and design/implementation of treatment facilities 6. Training and Monitoring-Monitoring strategy to optimize odor treatment The scope of this project will will) address project tasks 1 through 3. After completion of the scope described below,a select group of chemical strategies will be evaluated separately in project tasks 4 through 6 under a separate task authorization, if requested by the City. EXHIBIT A Task Order 21 Page 2 of 6 pU5 C • • • LNV SCOPE OF WORK ADDITIONAL SERVICES: The Engineer will perform the following: Task 0001 — Historical Review a. Review historical flow data and ferrous sulfate data b. Review historical customer complaint data c. Review available historical wastewater quality data Task 0002—Additional Sampling and Analysis a. Select up to five(5) monitoring sites based on historical data review for additional sampling and monitoring. b. Coordinate with the City on monitoring/sampling assistance. c. Collect liquid and gas phase data at target sites/locations identified in the test plan. d. Evaluate sampling data to provide initial evaluation of lift station treatment needs MEETINGS • Ten 2 hour site visits will be performed to perform field sampling/monitoring. ASSUMPTIONS • For liquid phase sampling, LNV/ Hazen will sample 5 locations at 2 grab samples per location (10 total samples) • LNV/Hazen will provide and use gas phase data collection devices(e.g. OdaLogs, Electronic nose). • LNV/Hazen will provide and use liquid phase kits to measure residual sulfides/total sulfides. • City will provide sample bottles and assist with analysis of liquid samples collected for typical parameters such as BOD,TSS, pH,alkalinity,etc. • City will assist LNV/ Hazen staff in the field as necessary to access odor site/facilities. Task 0003— Drivers and Treatment Goal Selection a. Meet with City Staff to identify odor control drivers including odor impacts from industries and develop initial treatment goals b. Develop key performance indicators to evaluate each chemical treatment strategy c. Provide a preliminary list of all chemical options to the City and a final list with the paired down recommended chemicals according to treatment goals d. Review the cost/effectiveness of existing chemical addition. e. Develop a preliminary estimate of chemical usage based on collected field data and industry standards. EXHIBIT A Task Order 21 Page 3 of 6 • `OPPUS C/,9J LNV .. y T �� +eft MEETINGS • One (1) two hour meeting to identify odor control drivers and develop treatment goals • One (1) three hour Final workshop to discuss results of field sampling and list of potentially viable chemical strategies. ASSUMPTIONS • The City will participate in the drivers and goals meeting • The City will participate in the final workshop and provide feedback on chemical recommendations. DELIVERABLES The Engineer will prepare a MS PowerPoint Presentation summarizing findings to be presented at the Final Workshop City's review and comment. SCHEDULE The Engineer's services shall be performed in a timely manner consistent with sound professional practices. The Engineer will complete the work according to the following schedule: Activity Completion Date Contract Execution-Notice to Proceed (NTP) TBD Task 0001- Historical Review 3 weeks after NTP Task 0002-Additional Sampling 6 weeks after NTP Task 0003- Drivers and Treatment Goal Selection 10 weeks after NTP The time limits set forth in the schedule shall include allowances for reasonable and expected review time by the City and shall not be allowed as cause for delay or adjustments to the schedule. Delays caused by review times by the City exceeding those anticipated by the Engineer's schedule are cause for adjustments in the schedule. Delays caused by laboratory analyses times exceeding those anticipated by the Engineer's schedule are cause for adjustments in the schedule. Any adjustments made to the agreed upon schedule shall be made in writing and accepted by both parties. The Engineer shall begin work immediately upon receipt of the executed Task Authorization and/or Notice to Proceed(written or emailed). FEE The services will be provided on a Time and Materials basis as the project is moved towards completion. The anticipated amount for this task authorization is S51,002.00. as shown in ATTACHMENT A.
