(Consultant) dated August 16, 2016 (Agreement). Consultant shall perform services on the project described below as provided in this Task Order and in the Agreement. This Task Order shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall supplement the Agreement as it pertains to the project described below. PROJECT NAME/NUMBER: Water and Wastewater Treatment On-Call Support, E16264 1. PROJECT DESCRIPTION–This project provides the Utility Department with on-call services to assist with any technical, operational, maintenance,diagnostic and design concerns for the City's O.N.Stevens Water Treatment Plant and six wastewater treatment plants. 2. SCOPE OF SERVICES – Ship Channel Waterline Crossing at Cantwell Lane Evaluation more fully described in Exhibit A. 3. COMPENSATION –The total amount not to exceed for Task Order No. 31 only is $23,480. This Task Order is approved and Consultant may proceed. LNV Ay SCOPE OF WORK Project No. E16264 Water and Wastewater Treatment On-Call Support Task Authorization No.31— Ship Channel Waterline Crossing at Cantwell Ln Evaluation PURPOSE The U.S. Army Engineering District, Galveston (USAED), will soon commence construction of the deepening and widening of the Corpus Christi Ship Channel,located in Corpus Christi Bay.The City's water system currently consists of two locations where waterlines cross the Corpus Christi Ship Channel. One location consists of twin 12-inch waterlines crossing parallel to and just east of the existing Harbor Bridge. A second location is at Cantwell Lane and consists of twin 16-inch waterlines. It is believed that the Cantwell crossing was installed at a depth that will conflict with the deepening of the channel and as a result, the USA ED has requested the City of Corpus Christi to remove the 16-in waterlines.These lines are depicted in Attachment B. The purpose of previously executed Task Authorization 30 was to provide technical assistance to the City staff in modeling different scenarios to determine the effects of removal of the 16-inch lines on the distribution system, particularly in the North Beach area. This Task Authorization is an extension of the scope provided under Task Authorization 30. Under this task authorization, the modeling results for the 16- inch waterlines will be evaluated from both a capacity and water quality perspective to determine the number, size, and location of the proposed replacement pipe(s) for the Cantwell Crossing waterlines. The benefits of replacement and relocation of the waterline will be evaluated from both the City's and the Port of Corpus Christi's perspective. Based on the evaluation, a recommendation will be provided to the City regarding the pipe replacement. In addition,the Engineer's opinion of probable construction costs(OPCC)and a schedule will be provided for the demolition of the existing pipes and construction of the new replacement pipe(s).This task authorization will also assist in coordination with the Port of Corpus Christi Authority (PCCA) and preparing relevant documentation/presentations for meetings with City Staff/City Council on the project. SCOPE OF WORK ADDITIONAL SERVICES: Task 0009—General Engineering The Engineer will perform the following: • Attend up to four(4)meetings with City Staff and Port of Corpus Christi Authority(PCCA). • Review plans on existing Cantwell Crossing 16-inch waterline and other relevant plans,permits and documentation. • Coordinate with PCCA regarding master plans for proposed port expansion and easement requirements to avoid conflict. EXHIBIT A ai..o7 ,,f7 14 irtr •l C, �n INV -, • Analyze modeling results(to be obtained under the scope of Task Authorization 30)to evaluate different replacement alternatives in terms of water quality and capacity concerns. • Analyze benefits from different replacement and relocation alternatives to the City's water distribution system and the PCCA. • Select most feasible alternative and provide recommendation for proposed number of replacement pipe(s),size(s)and location(s). • Provide simple exhibits to show proposed demolition and replacement plan. • Provide an OPCC for the demolition of existing pipe and construction of new replacement pipe. • Provide an anticipated schedule for construction. • Conduct final submittal workshop to discuss recommendations with the City. • Assist in preparing presentation/documentation for meetings with City Staff/City Council. DELIVERABLES 1. The Engineer will prepare a Technical Memorandum including: • Evaluation of modeling results • Recommendation for proposed pipe replacement including location and pipe sizes • Simple Exhibits • OPCCs • Schedule for construction 2. The Engineer will assist in preparing PowerPoint presentations and meeting notes as requested by the City. SCHEDULE The Engineer's services shall be performed in a timely manner consistent with sound professional practices. The Engineer will complete the work according to the following schedule: Activity Completion Date Contract Execution-Notice to Proceed(NTP) TBD Task 0009—General Engineering • Evaluation of modeling results I week after Model Completion by City • Technical Memorandum 4 weeks after evaluation results • Final submittal workshop Within I week of Technical Memorandum submission • Meetings As per City's Request The time limits set forth in the schedule shall include allowances for reasonable and expected review time by the City and approval by authorities having jurisdiction over this project, and shall not be allowed as cause for delay or adjustments to the schedule. Delays caused by review times by the City exceeding those anticipated by the Engineer's schedule are cause for adjustments in the schedule. Any adjustments made to the agreed upon schedule shall be made in writing and accepted by both parties. EXHIBIT A PmnoZnf7 6,4 i CNV The Engineer shall begin work immediately upon receipt of the executed Task Authorization and/or Notice to Proceed(written or emailed). FEE The services under this task authorization will be provided on a Time and Materials (T&M) basis. The anticipated amount for this task authorization is$23,480.00,as shown in ATTACHMENT A.The Engineer shall not incur cost in excess of this not-to-exceed amount without prior written authorization from the City.
