Subject: Park Road 22 Bridge (Project No. 6281)—Contract Amendment No. 4
Dear Mr. Edmunds:
We are proposing Amendment No. 4 to our contract to address additional work.
Per our discussion earlier this week, it is our understanding that the city intends to re-bid PR
22 Bridge Project. However, prior to bidding the city would like for us to explore the possibility of
reducing or eliminating the retaining walls by changing to sloped embankment where possible.
The bulkheading and fill activity on the property east of PR 22 at the project location may
have changed conditions that lead to a jurisdictional determination by the USACE. The original
determination considered the roadside ditches to be jurisdictional due to a tidal influence. Since
the property to the east has been dredged and bulk headed, that may no longer be the case. In
the event that the ditches may no longer need to be mitigated for, this could mean a significant
savings to the project that would not have a significant impact on the environmental document
and schedule.
We propose to work with Raba Kistner Environmental to prepare exhibits and initiate an
informal dialogue with the Corps to determine if the change in conditions would likely change the
existing jurisdictional determination and the steps that would be necessary to do so, including a
timeline to accomplish a revised determination. We would also meet with TXDOT to determine
the impact this would have on the Environmental Assessment.
Urban Engineering will deliver a letter report outlining our discussions with the Corps and
TXDOT. The report will also include an estimate of the walls that could be reduced and the
potential savings. We propose to provide these services on a Time & Materials basis not to
Exceed $12,000.
Sincerely,
URBAN ENGINEERING
