This Task Order pertains to a Master Services Agreement for Professional Services by and between City of Corpus
Christi, Texas(City)and LNV, Inc.(Consultant)dated September 13,2016(Agreement). Consultant shall perform
services on the project described below as provided in this Task Order and in the Agreement. This Task Order
shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall
supplement the Agreement as it pertains to the project described below.
PROJECT NAME: Water System Process Control & Reliability, E13031
1. PROJECT DESCRIPTION — This project provides services for O.N. Stevens Water Treatment Plant
Analysis and Optimization, Water Distribution System Analysis and Optimization, Information System
Assessment, and SCADA Assessment.
2. SCOPE OF SERVICES — Additional Technical Support for the Replacement of Main Substation MTM
Breaker Relays at PCR#1, as more fully described in Exhibit A.
3. COMPENSATION —The total amount not to exceed for Task Order No. 2A only is $12,650.
This Task Order is approved and Consultant may proceed. All other terms and conditions of the Agreement
remain in full force and effect.

OUTLINE OF SCOPE OF WORK UNDER TASK AUTHORIZATION NO. 2
The O.N. Stevens Water Treatment Plant recently replaced Multilin Feeder and Generator Breaker Relays,
which had reached end of service life. through an emergency memo and funding. Due to the complexity
of the Multilin relays on the substations Main and Tie breakers they were not replaced under maintenance
funding, but required engineering design and support.
The purpose of Task Authorization 2 was to provide engineering services to design, program and support
the replacement of Main Substation M-T-M Breaker Relays at PCR#l. These relays required engineering
design support to assure interaction with Auto-Transfer and Generator Controls PLC and wiring to the new
relays correctly.
OUTLINE OF SCOPE OF WORK UNDER SUPPLEMENTAL TASK AUTHORIZATION
NO. 2B
The objective and purpose of this Task Authorization is to replace the existing GE protection relays, which
are obsolete and have exceeded their life expectancy, with new modern SEL relays. The project will install
new relays which provide better electrical equipment protection and allow for future integration to a plant
wide SCA DA system.

O.N. Stevens Water Treatment Plant Analysis and Optimization
The Engineer will perform the following:
Task 0104- Additional Technical Support
• Replace two existing GE Multilin SR750 relay on PCR i 1 5KV Switchgear at Main Breaker
I (M1)and Main Breaker 2(M2)with SEL 751 relays.The Sync Check Relay(25)from each
Main Relay and its function programmed and wired to the SEL 751 relay will also be removed.
Contractors Responsibilities:
• The Contractor shall visit the proposed project site to inspect and familiarize himself with all
conditions, obstructions and space limitations prior to bidding and before beginning
construction.
• Contractor shall modify switchgear breaker doors as required to accommodate new relay.test

switches and support new terminals for interconnection to existing breaker wiring per drawings
provided by Engineer and City. Relay and all materials will be provided by owner.
• Contractor shall coordinate with owner,all breaker operations and switching requirements.
• Contractor shall only work on breaker compartments which are de-energized.
• Contractor will install only one relay at a time and will complete the M l relay fully returning
it to service prior to working on M2 relay.
• Contractor will provide any consumable materials or missing materials as required to complete
the installation.
• Contractor shall provide labor to develop final"as-built"drawings.
• Contractor shall provide labor for installation of the relays at Main Breakers M l and M2.
• All electrical equipment and material shall be listed, labeled and installed per a recognized
electrical testing laboratory's standards.
Notes:
Cutting,Patching and Repairing
• The Contractor shall pay for injury or damage to the work of another Contractor which may be
done by him or his employees.
Coordination
• The Contractor shall be responsible for the field coordination of his work with that of other
trades and the ON.Stevens Water Treatment Plant. In the event of conflicts due to lack of field
coordination,the Engineer shall be the sole arbitrator in resolving the conflict.
Cleaning
• Clean up and remove all debris from the project site daily. Upon completion of the project,
remove from the project site all unused materials and equipment. Remove all visible labels,
dirt,misplaced paint,grease and stains from all electrical equipment. Labels indicating testing
laboratory approvals shall be left in place.
Testing
• Relay shall be serviced tested when placed into services by installer.
DELIVERABLES
Submit shop drawings: manufacturers'data;certificates for equipment.materials.and finish;any pertinent
details for each system.
• Partial submittals will not be acceptable and w iIl be returned without review.
• As-built drawings
• Photos of installation.
• Drawings shall indicate adequate clearance for operation,maintenance.and replacement of
operating equipment devices.

Installation Deliverables
• Relay panel with owner provided relay installed and wired to field mounted terminals.
• Relay interconnection between relay and breaker/terminals.
• Relay testing and commissioning.
• Relay shall be serviced tested when placed into services by installer
• Complete and operable system for breaker operation and protection.
• Relay settings files—"as-builts"
• Installation"as-built"drawings.
SCHEDULE
The Engineer's services shall be performed in a timely manner consistent with sound professional practices.
The Engineer will complete the work according to the following schedule:
1. Relay installation will be coordinated and scheduled with plant maintenance staff.
2. Work shall begin only after all materials are received by the contractor.
3. Work shall be coordinated and executed to minimize service outage durations.
4. All work shall be completed by Oct. 1.2018.
The time limits set forth in the schedule shall include allowances for reasonable and expected review time
by the City and approval by authorities having jurisdiction over this project, and shall not be allowed as
cause for delay or adjustments to the schedule. Delays caused by review times by the City exceeding those
anticipated by the Engineer's schedule are cause for adjustments in the schedule. Any adjustments made
to the agreed upon schedule shall be made in writing and accepted by both parties.
The Engineer shall begin work immediately upon receipt of the executed Task Authorization and/or Notice
to Proceed(written or emailed).
FEE
The original amount assigned for Task Authorization No.2 was$61,300.An additional anticipated amount
for this supplemental task authorization is$12.650.00.as shown in ATTACHMENT A, which amounts to
a new total fee of$73,950.00. This task authorization will be billed on a Lump Sum (LS) basis. The
Engineer shall not incur cost in excess of this not-to-exceed the amount without prior written authorization
from City.
