Box 9277 Corpus Christi, Texas 78469-9277 RE: AMENDMENT NO. 1 TO PROFESSIONAL SERVICES CONTRACT Holly Road— Rodd Field to Ennis Joslin (Bond 2018) City Project 18021A Mr. Edmonds: The City has requested that LNV make the following changes and revisions to the scope of improvements on the Holly Road (18021A) Project: 1. Reduce the Project Limits to only include improvements from Rodd Field Road to Ennis Joslin Road with no Additive Alternate for Ennis Joslin Road to Paul Jones Avenue; 2. Add the replacement of the existing 30" water transmission main from Rodd Field Road to Ennis Joslin Road; and 3. Revise the design road profile such that no roadside ditches are required, and drainage is accomplished through underground storm sewer only. In response to this, we are proposing Amendment No. 1 in the amount of $36,600 to provide additionally-required engineering services to accomplish the changes. PROJECT BACKGROUND On June 20, 2018, LNV received a formal Notice to Proceed (NTP) on the Holly Road—Rodd Field to Ennis Joslin (Bond 2018) Project (18021A), which will provide for the reconstruction of Holly Road from Rodd Field Road to Ennis Joslin Road with an Additive Alternate for the continued reconstruction from Ennis Joslin Road to Paul Jones Avenue. On July 24, 2018, LNV submitted the DRAFT Engineering Letter Report on schedule. The Original Contract amount for the Basic and Additional Services associated with this project was $792,940. August 23,2018 (18021A) Contract Amendment No. 1 PURPOSE OF AMENDMENT NO. 1 The purpose of Amendment No. 1 is to provide additionally-required engineering services necessary to perform the Project revisions and added scope of improvements. The work covered by Amendment No. 1 includes completion of the Preliminary Phase, as described below, and additional design efforts for the replacement of the existing 30" water transmission main and lowering of the road profile. The lowered road profile will require the design of retaining walls, ditch fill, and extended driveway and intersecting street connections. SCOPE OF WORK BASIC SERVICES: 1. Preliminary Phase: The DRAFT Engineering Letter Report (ELR) submitted on July 24, 2018 will be revised to reflect the revisions to the Project Scope of Improvements and to address City comments received on the DRAFT ELR. A Response-to-Comments letter will be prepared and submitted with the FINAL ELR per the amended schedule below. This work will be performed with no increase to the Preliminary Phase fee. 2. Design Phase: Additional design efforts covered by this Amendment include: design of retaining walls, design of extended driveway and intersecting road connections, design of utility adjustments for conflicts with existing utilities, and design of a new 30"water transmission main, including: water modeling to determine allowable downtime, night-time connections to the existing main, pre-connection water system requirements, sequence of water construction, and removal or abandonment of the existing 30" main. 3. Bid Phase: No change. 4. Construction Administration Phase: No change. ADDITIONAL SERVICES: Changes to the Additional Services related to this Amendment include: Item 5. Design Water System Improvements: Authorization of this Original Contract task for the design of water distribution improvements. This task does not include design efforts related to replacement of the existing 30"water transmission main. Item 9. Stormwater Pollution Prevention Plan: Removal of this task item and reallocating its fee to the Design Phase. Item 10. Fees for Basic Services. The City will pay the NE a fixed fee for providing for all "Basic Services" authorized as per the table shown in ATTACHMENT 1. The fees for Basic Services will not exceed those identified and will be full and total compensation for all services outlined herein and in Original Contract Sections I.A.1-4, and for all expenses incurred in performing these services. The fee for this project is subject to the availability of funds. The Engineer may be directed to suspend work pending receipt and appropriation of funds. For services provided, NE will submit monthly statements for services rendered. The statement will be based upon NE's estimate (and with City's concurrence) of the proportion of the total services actually completed at the time of billing. City will make prompt monthly payments in response to A/E's monthly statements. B. Fees for Authorized Additional Services. For services authorized by the Executive Director of Public Works under Original Contract Section I.B. "Additional Services", as modified herein, the City will pay the NE a not-to-exceed fee as per the table shown in ATTACHMENT 1.
