HomeMy WebLinkAboutC2018-501 - 7/24/2018 - NA TASK ORDER NO. 11 This Task Order pertains to a Master Services Agreement for Geotechnical and Construction Materials Testing by and between City of Corpus Christi, Texas(City)and Professional Service Industries, Inc., (Lab)dated January 16, 2018 by Motion No. M2018-005 (Agreement). Lab shall perform services on the project described below as provided in this Task Order and in the Agreement. This Task Order shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall supplement the Agreement as it pertains to the project described below. SCOPE OF SERVICES — GeoTech and/or Construction Material Services to observe, test and report for Chaparral Street Phase 2 Downtown Development Master Plan project, and as more fully described in Exhibit A. 3. COMPENSATION —The total amount not to exceed for this Task Order only is $1,525.00. This Task Order is approved and Lab may proceed. E-mail: JerryS2@cctexas.com RE: Proposal for Geotechnical Services Chaparral Street Pavement Base Course Evaluation Sta 23+50 to 25+00 2018/2019 MSA Geotechnical and Materials Testing (17099A) Corpus Christi, Texas Proposal #: 250310 Dear Mr. Shoemaker: Intertek-Professional Service Industries, Inc. (PSI) is pleased to submit this proposal to conduct a forensic evaluation of the base material recently placed on this project. This work involves the evaluation of a portion of the existing pavement base course beneath the newly constructed Chaparral Street in Corpus Christi, Texas. A proposed scope of services, schedule and fee information is provided below. PROJECT UNDERSTANDING Project information was provided by Mr. Jerry Shoemaker, P.E. with the City of Corpus Christi Engineering Services Department. PSI understands approximately 150 feet (Sta 23+50 to Sta 25+00) of concrete pavement on Chaparral Street was placed by Reytec Construction Resources (project construction contractor) after results of density testing of the limestone base course performed by PSI indicated the base course did not meet project specifications for moisture content and percent compaction. The density testing was requested by the project's city inspector, Mr. David Morrota. Mr. Jerry Shoemaker requested this proposal for the evaluation of the base course to determine the suitability of the existing base course for support of the concrete pavement. SCOPE OF SERVICES The geotechnical engineering scope of services will include the following items. • Field exploration consisting of coring the existing concrete pavement section and performing in-situ testing of the underlying limestone base course material using a Dynamic Cone Penetrometer(DCP) • Based on the DCP results, a written report will provide an opinion as the suitability of the in-place base material for its intended purpose. Surveying of the boring locations to obtain surface coordinates and elevations is beyond the scope of work and should be surveyed by others prior to construction. The results of the subsurface exploration, including the recommendations and the data on which they are based, will be presented in a written geotechnical report. The geotechnical report will include the following items: • Results of dynamic cone penetration tests in the core locations; • Perform a correlation between the dynamic cone penetrometer readings and the in- situ nuclear gauge density test results; • Provide a letter report with DCP results, correlation of results between known base course density tests and DCP values and an estimate of the in-situ densities of the failing base course areas based upon DCP correlations. The geotechnical report will be reviewed, signed, and sealed by a registered Professional Engineer. SCHEDULE Based on the site being accessible to a PSI truck, coring can commence within approximately two days after receipt of authorization to proceed, weather permitting. Preliminary verbal recommendations could be made available the next day after the completion of the dynamic cone penetrometer tests. A final report letter can be provided within one week of authorization. Task Order No. 11 Nei f Exhibit"A" Page 2 of 5 • Chaparral Street Base Course Evaluation July 16,2018 Corpus Christi, Texas PSI Proposal No. 250310 Page 3 of 6 Delays sometime occur due to adverse weather, utility clearance requirements, site clearing requirements for drill rig access, obtaining drilling permits, obtaining Right of Entries and other factors outside of PSI's control. In this event, PSI will communicate the nature of the delay and provide a revised schedule at the earliest possible date. FEE PSI proposes the fee for performance of the outlined scope of services be charged on a unit rate basis based upon PSI's 2018/2019 Master Service Agreement for Geotechnical and Materials Testing (17099A)shown on the attached Estimated Fee Breakdown. Based on the scope of services outlined above, the estimated fee will be $1,525.00. The estimate fee is based on the coring locations being accessible to a PSI truck carrying technicians and equipment and the Client providing permission for PSI to enter and access the site. Authorization PSI will proceed with the work upon issuance by the City of Corpus Christi of the Task Order to proceed with this project.
